BOOK REPORT

THE ADMINISTRATION AND SUPERVISORY ORGANIZATION OF THE REGIONAL OFFICE

Introduction

As of June 2010, the Philippines consists of 17 administrative regions:

Under the Office of the Secretary are the following office and services:

1. Administrative Service- provides department with economical, efficient and effective services relating to the
administrative matters.

2. Financial and Management Service- responsible for providing the necessary staff, advice and assistance on
management, budget and financial matters.

3. Human Resource Development Service- provides economical, effective and efficient services relating to personnel
matters.

4. Planning Service- provides economical, effective and efficient service relating to planning, programming and
project development.

5. Technical Service- provides services relating to public information and other technical services.

Major Functions of the Regional Office:

 Implements laws, policies, plans, programs, rules and regulations of the Department in the Regional Area.
 Formulate and evaluate the executions of the plans and programs in the region.
 Prepare and submit plans and programs for the region for approval and or incorporation in the Departments
overall programs.
 Provide economical, efficient and effective service to the people.
 Coordinate with local government in the area.
 Perform such other functions as may be provided by law.

THE REGIONAL OFFICE

Administrative Division

 Develop a well-planned directed, and coordinated personnel and administrative program;


 Handle personnel transactions including appointments, leaves, transfers, resignations and separations;
 File and maintain necessary records and documents. Receive and distribute correspondence;
 Handle publication and information services;
 Handle cash receipts and disbursements;
 Receive, store and distribute supplies, materials, equipment;
 Handle the legal matters;
 Provide security guarding, janitorial, messenger and transportation services.
Finance and Budget Division

 Develop, subject to set budgetary ceilings, fund estimates;


 Assist in the execution and control of the approved budget of the Region;
 Maintain basic accounting records and books of accounts;
 Prepare and submit financial statements and reports and certify the availability of funds to the correctness
of the vouchers, journals, bills and other financial reports;
 Provide the director with the necessary staff advice, assistance and services on budgetary, financial and
managements matters;
 Perform such other functions as may be provided by the law.

Elementary Education Division

o Prepare and evaluate plans and programs


o Formulate guidelines for implementation of projects
o Undertake studies on the needs of pre- elem and elementary education
o Provide technical assistance
o Draw up in service training program
o Evaluate recommendations
o Gather and collect statistical data relative to the elementary education
o Coordinate with the regional officers and with local government

Secondary Schools Division

o Prepare and evaluate plans and programs for the region based on policies and guidelines set by the
department and recommend proposals for improvements;
o Formulate guidelines for implementation of projects planned by the department;
o Undertake studies the are needs of the region;
o Provide technical assistance to the provincial and city offices in the implementation of their programs;
o Draw up in service training programs;
o Evaluate recommendation to the director for approval and/or revocation of permits and recognitions of
Private schools;
o Gather and collect statistical data;
o Coordinate with regional offices of other departments, bureaus and agencies and with local government.

The Nature of Supervision in the Region

The Regional Director is the highest line officer in the region.


- He essentially an administrator, supervisor, organizer and leader of his division.

The Division Superintendent of Schools

He/ She is the direct representatives of the regional director in the administration and supervision of both public and
private pre- elementary, elementary and secondary education within his/ her division.

He/ She is looked to as guide and leader in educational matters.
