Proposed Policy on Procurement of Supplies and Materials for Training

Many schools are small units led by a Principal with limited budget and
other resources. Elaborate planning structures and processes highly appropriate
for every school is a requisite in order to meet its goals and objectives. It is up to
each school to adapt guidelines to best suit its own circumstances.

In broad terms, “Procurement” is the overarching function that describes


the activities and processes to acquire goods and services from an external
source. Importantly, and distinct from “purchasing”, procurement involves all the
activities involved in establishing fundamental requirements, sourcing activities
such as market research, approach, supplier and/or tender evaluation and
negotiation of contracts/awarding of contracts, through to contract management.
It also includes the purchasing activities (requisition to pay process) required to
order and receive goods.

A fundamental principle of procurement is that goods and services should


be appropriate and secured at the best possible cost to meet the needs of the
acquirer in terms of quality and quantity, time, and location.

The figure above shows the systems overview of training programs and
seminar/workshop. The boxes on the left shows the components needed to be
present and considered in a training. The blue boxes on the middle, shows the
processes and procedures in order for the trainings to be realized which leads to
functional literacy and good governance.
A major factor/process that can contribute to the on-time delivery of
needed supplies and materials is the processing time of documents.

With regards to the procurement of training supplies and materials in


Vinzons Pilot High School, it took an average of 35 days to process request to
receipt of training supplies and materials. Therefore, an
activity/training/workshop should be conceptualized way ahead of time in order to
ensure that the needed supplies and materials will be available when the
event/undertaking comes.

It can be noted however that not all activities are conceptualized and
planned at an earlier time, say at least two months ahead. There are instances
that trainings are deemed essential a few weeks or even days before its
implementation. Thus, the problem on the procurement of training materials
arise.

A root cause analysis of the current procurement procedure reveals that


the main cause that contributes to the said delay is that the procedures are not
clearly defined as to the transfer of documents. The papers are stocked on a
certain person/office on a time that is longer than it should be. Other contributory
factors are: 1) inconsistent recording and filing system; 2) signatories and
concerned individuals are on travel or absent; and 3) some of the concerned
individuals have teaching job/to perform.

After my careful and extensive analysis of the scenario, the following


simplified deployment chart is formulated.
Simplified Procedure on the Procurement of Training Supplies and Materials

It is believed that by following the formulated procedure above will


significantly lessen the number of days needed for the proponents to receive the
training supplies and materials.
Preparing makes for higher efficiency and efficacy. It enables the
procurement officials concerned to anticipate the onset of events and, as a
consequence, better calibrate their response to them. Having a better
appreciation of forthcoming events gives these officials the opportunity to test a
range of possible courses of action, choose the best and most feasible of these,
and identify measures to put them into action. Ultimately, it would enable them to
determine the best manner by which such measures are to be implemented,
ensuring that their individual and collective impacts are optimized at the least
cost.
