Population matters in Western Visayas.

The vision of the Philippine Population Management Program is helping Filipino families become happy,
healthy, and empowered members of society. This is the challenge we all aspire to achieve and it is what
keeps us moving to continue doing our tasks with purpose.
POPCOM VI’s Children’s Nook

In reality, most of the working parents struggle to find convenient, reliable and high quality child care.
This is true to the parent employees of POPCOM VI. Out of the 22 staff (including the contract of
service), eight (8) have children or grandchildren under 13 years old and ten (10) are women of
reproductive age. Most of the children visit the office after their class, whenever they are not feeling
well, or no one is available to look after them at home. They tend to stay in their parents/grandparents’
working area thus may distract them from work.
POPCOM VI capacitates staff on SOGIE awareness, stress/anger management

To keep the staff at pace with the challenge to become efficient and effective with gender-lens
perspective in carrying the mandate of the office, all personnel of POPCOM VI were made aware of the
pressing population and gender issues. Human sexuality, gender roles and expectations and gender
socialization that greatly affect the values, attitudes and emotions manifested by individual were given
emphasis. The interrelationship between gender and population matters has been and continuously
being considered in the implementation of the Philippine Population Management Program in all three
program thrusts.
POPOCOM VI , partners to develop Mobile App on ASRH

The Commission on Population Region VI together with Save the Children Inc. , FPOP and Iloilo State
College of Fisheries Barotac Nuevo Campus is set to develop a mobile application to further cater the
needs of adolescents in terms of Adolescent Sexuality and Reproductive Health.

The Mobile Application which is targeted to be launched by the end of this year will be accessible and
downloadable to adolescents who have smart phones. The mobile application will enable young people
to learn correct information on their sexual and reproductive health .

POPCOM: FDA declaration on contraceptives timely, RPRH implementation on catch-up mode

The Philippine Food and Drug Administration has issued Resolution 2017-302, dated November 10,2017
which show that all 51 contraceptives up for recertification are non-abortifacient.

This action effectively lifts the 29-month old Supreme Court TRO dated June 2015 since FDA has
declared all contraceptives, including the Progestin Subdermal Implant (PSI, Implanon), non-
abortifacient.

“The Commission on Population appreciates the diligence of the Food and Drugs Administration in
completing and approving the recertification of 51 contraceptives. This could not have come at a better
time as depleted contraceptive supplies will now be augmented by over two hundred thousand
implants. Annually one million women become new acceptors of modern family planning methods,“ Dr.
Juan A Perez III, Executive Director of the Commission on Population (POPCOM) declared.

The FDA action now means that the Responsible Parenthood and Reproductive Health (RPRH)
implementation team headed by former Health Secretary Esperanza Cabral has its work cut out in the
coming year: fill in the gaps in the short term, while DOH now moves forward with the procurement of
recertified contraceptives.

Today (Nov 13) also marks the full effectivity of the Revised Implementing Rules and Regulations (IRR) of
the RPRH Law which were published fifteen days ago.

Some of the revisions of the IRR are the deletion of the qualifier “primarily” in defining abortifacients
and contraceptives and the reiteration that written parental consent for minors is needed to be able to
access contraceptives even if the minor is already a parent or has had a miscarriage. The revised IRR also
states that any health care service provider who fails and or refuses to disseminate information
regarding programs and services on reproductive health because of his or her religious beliefs will not be
punished provided he/she complied with the requirements as evidence of his/her beliefs.

“The lifting of the TRO will allow DOH to start procuring commodities from its 2017 budget. All Filipinos
working for women’s health should rejoice in this development,“ Perez concluded.

POPCOM recognizes LGU Tanay as best PPMP implementer

ANTIPOLO CITY, Rizal, Dec. 28 -- For the second time, Municipality of Tanay recently received an award
from Commission on Population (POPCOM) Region IV last 23 November 2017, at Tagaytay City as “Best
Implementer of Three Philippine Population Management Program”.

The LGU through the Municipal Population Management Office implemented and conducted different
programs and activities such as the Responsible Parenthood & Reproductive Health Program,
Adolescents Health & Development Program and, Population and Development (POPDEV) Integration.

Responsible Parenthood & Reproductive Health Program under this project are Pre Marriage
Counselling (PMC) Orientation for “would be” couple; Responsible Parenting & Family Planning
Orientation. The program aims to help couples, parents and individuals to achieve their desired timing,
spacing and number of children and to contribute to the improvement of their maternal, neo-natal, and
child health and nutrition (MNCHN) status.

Under the Adolescents Health & Development Program the programs are Adolescents Sexuality &
Reproductive Health Orientation; Adolescents Youth Skills and Talent Development (TYC) acting; Sports
Development; Family Youth Camp on LPPEAHD (Parents & Adolescents Education); U4U Teen trail –
Leadership Skills Training and Youth Camp Training. This aims to reduce the incidence of teenage
pregnancies, early sexual involvement, early marriages and other health reproductive problems such as
sexually transmitted infections (STIs) and (HIV- AIDS) among others.

The Population and Development (POPDEV) Integration under this program are men's Responsibilities
on Gender and Development at Kalalakihang Tapat sa Responsibilidad at obligasyon sa Pamilya (MR GAD
KATROPA); Population, Health, Environment with Livelihood Integration (PHEL) and Population and
migration Information Center (MIC). It aims to contribute to the policies and the programs that will help
to attain a well-managed population and well-planned families, resulting in population outcomes that
facilitate sustainable socio-economic and human development.

Furthermore, the LGU Tanay through Municipal Population Management Office received the Certificate
of Appreciation for successfully piloting the project: Establishing local Migration Information System
(LMIS).

Among the regions nationwide only Tanay has a program to identify migrants coming from another
country, other provinces, other municipalities within Rizal, different barangays within Tanay. The said
program aims to identify measures through the conduct of survey that can be influenced to achieve the
balance between urban capabilities. It also seeks the population and to direct an appropriate segment of
a community to the areas where they can have access to opportunities to improve their lives and also to
provide migrants with correct information in order for them to become productive residents. (PIA-Rizal/
