PURPOSE OF REPORT: [1] information only BQ] Discussion [Z] Commission Action WHATS BEING ASKED OF THE PLANNING COMMISSION: (On August 14, 2019, the Planning Commission continued the project for Jonathan Bridges (Gell Ar Apartments) at 1125 North Main Street to the September 11, 2019 Planning ‘Commission hearing with a request the applicant address the following items: ‘+ Have the sttucture reviewed by o Historical Architect, to conduct archival and/or field research to the determine the structure's historical valve. ‘+ Prepare a Landscape Pian for the site ‘+ Review the structural integtily of the covered parking stuctures in the rear of the property, The applicant, Jonathan Bidges was not present at the August 14, 2019 meeting, but had his father Doug Bridges representing him. Jonathan Bridges had concerns he would be ‘out of fown on September 11, 2019 cnd requested the next available Planning ‘Commission meeting of August 28, 2019. In consultation with City staf, it was determined that if the item was fo be heard on August 28M, revised noticing for the public hearing would be required. On August 15" the project was re-noticed for the August 28, 2019 Planning Commission hearing. DISCUSSION: ‘The applicant has provided staff with revised architectural renderings which address issues raised at the August 14% Planning Commision. Those revisions include revised elevations that preserve the “art deco" roofine and a landscape plan, iMecing Dale: Angst28, 2019 ———~—~—S*Page TSS care The revised pilon call forthe pitched roof over the stucture and maintaining the “art deco" cuvaiure of the esting roof. The applicant has stated he would be reluctant to hing an Architectural Historian, The: applicant has stated the cost associated with repairing this building is close to being infeasible, and any additional cosls could have the applicant abandon the reconstruction of this buiding. [As far as the structural hitegrily of the covered parking structures In the rear of the property, the Building Offcial made a site visit on August 21, 2019 and determined the ‘covered parking areas have been maintained in @ stable condition. REQUESTED ACTION: The Planning Commission is being asked fo review ond approve an application for an Architectural and Design Review that allows the redesign of a 10,720 square foot; two story building significantly impacted by fe damage. The redesign would include changing the roof pitch, roof material, front facade, siding materal and color of an existing building at 1125 north Main Street. GENERAL PLAN AND ZONING DISTRICT: The subject properly is designated High Density Residential ascording to the Cily of Lakeport General Plan Land Use Map cand is within the R-3 High Densily Residential zoning district according to the City Toning Map. Approval ofthis Architectural and Design Review is consistent with the intent of the General Plan and Zoning Ordinance Section 17.27, Architectural and Design Review, in respect to community design. Section 17.27.020 of the Municipal Code indicates that Architectural and Design Review Is required fer the proposed exterior remodel of multi-family buildings that result in allered appearances, adkitions, extensions, or enlargements. Based on the scale and scope of the project, staff determined the proposed project would require approval by the Planning ‘Commission for the Architectural ‘and Design Review ('7.27.030.D].. ‘he City's Housing Bement Policies 18 and 1C, encourages the preservation of its exsting affercable housing and discourage conversion of housing to nonesidential ‘As propared, the allewance for the fagade changes at this ste is consistent withthe objective LU 1 of the General Plan which seeks to: "preserve and enhance existing residential neighborioods and promote the development of new residential development that compliments the existing character and rural nature of Lakeport... Furthermore, the enhancement of this high densily residential building promotes an impotant component along North Main Street region in our ‘community PROJECT DESCRIPTION: The proposed project consists of a redesign of a 10,720 square foot, two stay building formerly known as the "Bell Air Apariments’. “On November 12, 2018 he building was significantly impacted by a fre that destroyed the southem portion of the two story building, and the entire building is curently uninhabitable. At the time of the fie, the multifamily building had 144units, no ‘additional units are proposed os part of this project. The proposed project consists, Of exterior modifications fo the structure, which includes the following: * Demoition of the existing flat root ‘+ Changing to pitched roofs with asphalt shingles brown in color. ‘+ The exising concrete walls would remain; however "art deco" features ‘would be removed or covered, as well as replaced with modern trim. ‘+ New paint color on the building and tim would be light tan “Swiss coffee." ‘+ No changes or modifications fo existing carports sructures, Including number and location are proposed with this project. The total square footage of the existing building is 10,720 square feet, with no additional square footage with the redesign. Staff reviewed all of the criteria, applicable to this preject and has determined that the proposed improvements are, in compliance with tho architectural and dlesign review standards sot forth in the. Municipal Code at tis location. The applicant has indicated that the fire in the building destroyed @ number of the “att deco” architectural features associated with the design of the original building, The building originally has a flat roof design that was subject to frequent lacks ands proposing the addition of a pitched roof. The applicant has alo indicated the design of the building with the pitched roof and tan color would be consistent with the neighboring building fo the south at 1101 North Main Skreet. The addition of the pitched roof would provide an interior location for heating and cooling systems, as ‘well os ules within hat attic area. The R-3 Zoning Dishict allows for a wide variety of igher density uses (LMC 17.06.030) that are consistent within the R-3 Zoning. Fre Damaged "Bell Air Apartments” Building The mul-family apariment building represents an “art deco design” which dates back fo the 1930's and 1940's. This building reflects the only ‘example of this design in the City, and would not represent the historic theme of the City. Many of the historical “art deco" elements were destroyed by the fire. Allhough there is a significant deste fo protect the historical integrity of the downtown area, this building does not reflect the fime petiod or the historical ‘appearance the Cily fs working 10 preserve. A condition shall be added that the applicant shall provide detciled photographs of the "art deco" elements of the telements of the existng building that can be used if any future developer would lke fo retumn the building o that "ort deco” design. Parking and Clrculdion; The parking for the 14unit multtfamily building would remain the same wih 12 covered and 2 uncovered parking spaces in the rear of the property, with vehicular access from Forbes Street. Under the Parking Ordinance 17.23, 1'% parking spaces are required for each dwelling unit (Dwelling Units with two oF les: bedrooms) which requires one covered patking space and ‘one half uncovered parking spaces per unil. The patking requirements for this use would be 14 covered and 7 uncavered parking spaces, with a total of 21-patking spaces. The site woul! continue fo remain 14- dwelling unis, samme as has historically taken place on the rroperly and would not intensify the overall parking demand for the properly. Since the project consisls of a design change to a building with no ‘additional square faotage, adcitonal units or additional bedrooms, no additional parking isrequired with this project [17.23.030.¢} Landscaping: The groject site landscaping on the properly has been neglected ‘over the past severa years, which was compounded by the fre. Project Conalions of Approval ‘and vicinity map are attached, ‘ARCHITECTURAL AND DESIGN REVIEW APPLICATION FINDINGS: As desctibed, the dattached plans depict the design change, the root pitch, front facade, siding material, oof matetial and color of an existing multi-family building. Finding_1:_the proposed project is consistent with the purpose of the Lakeport The property is zoned R-3, High Density Residential which allows multifamily residenfal uses, with a design consistent with the performance standards as set fort in the Architectural and design review standards Finding 2: the proje:t is in substantial complicnce with the design criteria, The proposed design changes to the existing commercial building represent on enhancement to an existing building, reflecting a harmonious design within the immediate area, and compliments the overall design of the residential and ‘commercial North Main Street crea. The modified project is in compliance with the ctiteia and standares for 17.27.110 Architectural and Design Review. Finding 3: The project is consistent with the Lakepoxt General Plan, The project as proposed is consistent with the objectives and policies of the Lakeport General Plan. Objective CD-4 of the General Plan encourages promating a vibrant, healthy, pedestrian ofiented downtown commercial distict as the heart of the Ciy. Qualty_Act. The proposed project has been defermined 10 be categorically ‘exempt from the provisions of the California Environmental Quality Act according to Section 15301(4) of the 2018 CEQA guidelines. This section exempts restoration and rehabiftation of damaged structures that do not increase the overall size of the building, CONCLUSION, RECOMMENDATION, AND CONDITIONS: — Based on the information provided by the applicant and the comments received from City staf 1 finding is made that the design changes that include roof pitch, front tagade, siding material, rocf material and color of an existing multi-family residential building at 1125 Noth Main Street fs in general conformance with the Lakeport ‘Municipal Code Section 17.27.110 (Architectural and Design Review cfiteria and slandards). The proposed improvements wil not significantly impact the eppearance of the buildings and will improve the functionally of the existing service station, The canopy is consistent with the requirements of the Zoning Ordinance. The proposed project has been determined to be exempt from. the provisions of the Califomia Environmental Quality Act according to Section 15301(d) of the 2016 CEQA guidelines. This section exempts restoration and rehabilitation of damaged structures. BACKGROUND: A stated goal of the Cily of Lakeport is fo provide sate pedestrian access for students walking fo school. The Hartley Street Pedestrian Improvement Project [project] involves roadway widening, paving, and the instalation of concrete sidewalk, curb, and gutter, and Americans with Disabilities Act (ADA)-compliant ramps along an approximately 2800-400! length portion of Harlley Street, within the City of 1901 /OA 1708 Hottey Rood Improvements Stott Repo Lokeport [City], from the sidewalk north of Anastasia Drive, south to the southerly portion of 20m street, then roadway paving only of an approximately 200-footlong segment of Harlley Siteet, north of Anastasia Drive [Site or project area}. Funding for the project is from a Safe Routes to Schools grant through Caltrans, awarded in 2017. Harllay Street provides westerly access to the City's three school, including Lakeport Elementary School, Terrace Middle School, and Clear Lake High School. The purpose of the projact isto reduce the potential for Conflcls between bicyclists, pedestrians, and vehicles ulllzng Harlley Steet to access the Cily's schoo or the adjoining neighborhoods. GENERAL PLAN OF CONFORMITY ANALYSIS: The project consists of an approximately 2.800-foot-ong portion of Hartley Street {CR #408), a two-lane collector street, would bbe widened fo provide two 12-fo0! travel lanes, one in each direction. Aditionally, as part of the project, continuous sidewalks would be installed along the same portion of Hartley Sireet, along the west side. Existing portions of sidewalk along Hartley Steet ‘would remain; however, non-compliant ramps would be replaced to meet ADA standards. The concrete gutter along the westside of Harley Street would be included in the 12-00! lane width of the southerly travel lane.
