 Message from the President
Over the past 60 years, despite all changes happening in the world, CWE has been firmly progressing
and successfully brought to fruition hundreds of outstanding projects that are high in quality, safe
and reliable, environment-friendly, technologically advanced and considerably beneficial in over 80
countries and regions. Based on its core competitiveness on the whole industrial chain integration
capability, CWE pursues excellence, innovation, and dedication. Our personnel are arduous, bold,
good-hearted and persistent. CWE proudly endeavors to invest in and work on hydropower and other
infrastructure projects worldwide.

We actively implement Chinese national strategies to “Go Global” and conduct international operations
as an important platform of China Three Gorges Corporation (CTG). It is our important and glorious
mission to “establish a world-leading clean energy group”. With this mission in mind, we will persist in
seeking win-win cooperation opportunities, integrate into host countries and devote ourselves to local
economic construction, environmental protection and as well as to the improvement of livelihoods.
Doing so, we wish to become the most sincere friends of local peoples, so as to jointly build up our
“community of shared development”.

In the future, we will proactively adapt to market situations, accelerate the transformation of our
business, and explore various cooperation models. Through innovative operation and scientific
management, we endeavor to build a complete industrial chain focusing on “investment – construction
– operation – management”, and to promote CWE’s healthy, sustainable and steady development as
an international clean energy enterprise.

Corporate Profile
China International Water & Electric Corporation
(abbreviated CWE) is a wholly-owned subsidiary of China
Three Gorges Corporation (CTG). It is the first state-
owned enterprise of the Chinese hydropower industry to
take part in international economic cooperation initiatives.
The present company name was adopted in 1983.
Nevertheless, its history dates back to over half a century
when it was a foreign aid unit under the Ministry of Water
Conservancy and Electric Power of P. R. China.
Nowadays, CWE has been acknowledged as a famous
brand in the fields of international contracting and small-
to-medium energy and power investment. Many projects
undertaken or developed by CWE have become world-
renowned water and hydropower constructions, among
which there are dams symbolizing friendships between
nations, hydropower stations hailed local “Three Gorges”
in project-host countries, and large-scale hydraulic
complexes and other infrastructure works considered
beacons of international cooperation.

Having undertaken projects in over 80 countries and
regions in Asia, Africa, Europe, and America and ran
business units in 31 countries and regions, CWE has
made prominent achievements in its main business
of water and hydropower as well as acquired a rich
experience in terms of other infrastructure projects
(including transmission and transformation, roads and
bridges, port dredging, etc.). Over the past decade, CWE
has successfully completed the Merowe Dam Project in
the Sudan, the Kaleta Hydroelectric Project in Guinea,
the Nam Lik 1-2 Hydropower Station and the Nam Ngiep
2 Hydropower Station in Laos, the Kozjak Hydroelectric
Project in Macedonia, the Moinak Hydropower Project in
Kazakhstan, the Dam Complex of Upper Atbara Project in
the Sudan, the Canar and Naranjal Flood Control Projects
in Ecuador, the Draa Diss and Mahouane Barrage Projects
in Algeria, the Berrechid-Ben Ahmed Expressway Project
in Morocco, the Wacha-Maji Road Upgrading Project in
Ethiopia, the Rural Electrification Project in Ghana, as well
as many other hydropower and infrastructure projects.
Meanwhile, other outstanding endeavors which are considered
as key energy projects in the host countries, such as the
Souapiti Hydroelectric Project in Guinea and the Isimba
Hydropower Project in Uganda, are also being brought to
fruition.
CWE holds Grade I General Contracting Qualifications for
Water and Hydropower Projects, an International Contracting
Permit, an Import and Export Permit, as well as an AAA credit
rating. It has been certified in management systems of quality,
occupational health and safety as well as environment, and
possesses a contractor’s license of the highest level among
all engineering categories in Hong Kong. It has been ranked
an ENR TOP 250 International Contractor for 27 consecutive
years, and an ENR TOP 225 International Design Firm for 16
consecutive years.
In the future, by adhering to the idea of healthy sustainable
development, CWE is to build itself into an international
clean energy construction and investment company. It
aims to integrate “Investment – Construction – Operation
– Management”, assume social responsibilities, focus on
localization, promote the economic development of project-
host countries, benefit local peoples, and enhance the
vitality of global clean energy industry with more projects of
outstanding quality, safety, technology, and effective measures
for environmental protection.

History of
Development
China International Water and Electric Corp. (CWE) adopted its present
name in 1983, but the company dates back to over half a century ago 5 6 7

Organs Work Committee of the CCCPC, the Enterprise Work Committee
of the CCCPC, the State-owned Assets Supervision and Administration
Commission of the State Council, and China Water Investment Group
Corporation. On 1 January, 2009, it was formally incorporated into China Three

Over the past years, CWE has continuously strengthened core competitiveness
and expanded its business scope. It was initially engaged in foreign economic
aid, the import and export of complete sets of equipment, international engineering

 Group Overview
Brief Introduction
China Three Gorges Corporation (CTG) is the parent
company of CWE. As an important participant in
the initiative to build the Three Gorges Project and
develop the Yangtze River, China Three Gorges Project
Corporation was founded on September 27, 1993 with
the approval of the State Council of P.R.China. On
September 27, 2009, the Corporation changed its name
to “China Three Gorges Corporation” (CTG). In over
two decades of continuous and rapid growth, CTG has
become the largest clean energy group in China and
one of the largest hydropower developers in the world.
CTG strategically positions itself as a clean energy group
specialized in large-scale hydropower development and
operation. Its main lines of business include hydropower
construction and management, power generation,
international investment and engineering contracting,
the development of new energies (such as wind power
and solar power), the comprehensive development and
utilization of water resources, professional and technical
consulting, etc. With the authorization of the Chinese
government, CTG assumes full responsibility for the
construction and operation of the Three Gorges Project
as well as the development of four world-class mega-size
cascade hydropower stations (i.e., Xiluodu, Xiangjiaba,
Wudongde and Baihetan) in the lower reaches of the
Jinsha River in China. By 2020, CTG is expected to
possess five of the world top 10 hydropower plants in
terms of installed capacity, and over two thirds of all the
700MW+ water turbine generator sets in the world. In
addition, CTG is actively developing its business in the

fields of wind power, solar power and other new energies,
and is committed to becoming the leader in offshore wind
power development.
As of the end of 2016, CTG’s controllable installed
capacity has approached 70,000MW, of which the
hydropower takes up 16% of Chinese national
hydropower installed capacity. All CTG units, either
completed, under construction, or by shareholding, bring
about a total installed capacity of more than 118,000MW,
of which 97% is renewable energy. CTG’s assets totaled
RMB 654.8 billion. The company ranked top among all
state-owned enterprises in China in terms of total profits,
net profits attributable to the parent company, profits-to-
costs ratio, all-personnel labor productivity, per capita
profit, per capita taxes paid, etc.
CTG has 22 wholly-owned and holding subsidiaries
as well as two holding listed companies. By the end of
2016, CTG has more than 23,000 employees on Chinese
territory. Among them, there are 111 experts receiving
special government allowances, two Academicians of
the Chinese Academy of Engineering, three nationally
recognized experts, one expert named in the Recruitment
Program of Global Experts of China, and three experts
named in the New Century Talents Project of China.

Project Performance Nam Ngiep 2 Hydropower Station, Laos ( BOOT, 180MW )

This is our second BOOT project in Laos, with a total investment of USD 345 million. This hydropower station was started to construct
in 2011 and put into operation in 2015.

Mengkuang Dam Expansion

Project, Malaysia
The Mengkuang Dam forms one of the three major
reservoirs in Penang, Malaysia, which is of great
significance for the development of Penang. The
Mengkuang Dam Expansion Project is a large-scale
project recently implemented by a Chinese company in
Malaysia. CWE successfully tackled technical problems

This project is our first large-scale hydropower project in Guinea. It provides electricity to Conakry and its surrounding provinces. CWE
did not suspend construction during the Ebola outbreak, which was highly praised both at home and abroad. Before it was officially
put into operation, an aerial view of the project was taken to serve as the background pattern of Guinean currency. The project was
finally completed and put into operation ahead of schedule, doubling Guinea's total installed capacity. As a result, Guinea entered an
era of energetic self-sufficiency. The Guinean government granted us the “National Medal of Honor”.

The project is our second large-scale hydropower project in Guinea, which has been termed Guinea's “Three Gorges Project”. It will
not only solve the power shortage problem in Guinea, but also supply electricity to neighboring countries, making Guinea a West
