GENERAL CONTEST RULES AND MECHANICS
September 17, 2019 (Tuesday) ∙ 8:00 am to 4:00 pm

BACKGROUND
1. The Fourth Annual PICPA Western Metro Manila Chapter (WMMC) Cup 2019 is open to all
enrolled graduating accountancy students duly endorsed by their respective higher
educational institutions (HEIs).
2. The contestant must be a bonafide member of the National Federation of Junior Philippine
Institute of Accountants for the federation year 2019-2020.
3. The PICPA WMMC Cup will cover the six subjects of the board licensure examination for
Certified Public Accountants, as follows: Advanced Financial Accounting and Reporting,
Auditing (Theory and Problems), Financial Accounting and Reporting, Management
Advisory Services, Regulatory Framework for Business Transactions, and Taxation.
4. The HEI may endorse one (1) contestant by sending the pre-registration form, 2” x 2” ID
picture of the contestant, and digital copy of the school logo to
picpa.wmmc.official@gmail.com on or before September 7, 2019 (Saturday).

GENERAL CONTEST RULES AND MECHANICS


1. Contestants are advised to be in the designated venue at least 30 minutes before the time
schedule. Contestants shall sign the attendance sheet upon arrival.
2. Contestants should be in their school uniforms during the course of the event.
3. Contestants who failed to be in the designated venue once the elimination round starts shall
be considered late. Late contestants shall still be allowed to join the event. However, they
shall not be allowed to extend beyond the scheduled end time.
4. Contestants shall be allowed to bring their writing materials and basic non-programmable
calculators. Mobile phones, laptops, and all other electronic gadgets shall not be allowed to
contestants during the entire event proper.
5. Contestants should observe appropriate behavior and decorum during the entire event
proper. Any form of cheating shall be strictly prohibited and shall merit the concerned
contestant/s automatic disqualification.
6. There shall be a Board of Judges whose decision, on all matters raised by the contestants,
shall be final and irrevocable.
7. Any concern, query or clarification not governed by this general contest rules and
mechanics shall be handled by the PICPA WMMC Student Participation Committee upon
consultation with the PICPA WMMC Board of Officers. The decision shall be final and
irrevocable.

ELIMINATION ROUND
1. The elimination round shall be a pen-and-paper examination.
2. Depending on the final number of pre-registered contestants, the top ten scorers shall
advance to the final round.

FINAL ROUND
1. Contestants shall be provided with a copy of the question. The question distributors shall
distribute copies of the question, and the contestants are strictly not allowed to flip the
question until the quizmaster says “Go!”. All questions shall only be read once by the
quizmaster.
2. Contestants shall only be allowed to manipulate their calculators after the quizmaster says
“Go!”.
3. Contestants should write their answers clearly and legibly on their answer boards. Only the
final answer shall be written in their answer boards.
4. Abbreviations shall not be used, unless specifically allowed by the quizmaster, upon the
instruction of the Board of Judges.
5. Before proceeding to the next question, contestants shall be given a ten-second time
allotment to raise any concern, query or clarification. Contestants should not erase their
answers during the said period to enable the validation of their answers when concerns,
queries or clarifications have been raised to the question-at-hand. After the said period has
elapsed, the quizmaster shall proceed by reading the next question. Hence, concerns,
queries, and clarifications shall no longer be entertained.
6. The final round shall be comprised of three segments namely: Easy, Average, and Difficult
Rounds. In case of a tie after the completion of all the segments, clincher questions shall be
given to the concerned contestants until the deadlock is broken. The table below
summarizes the time allotment, number of items, and corresponding points:

7. The contestant who raises the answer board first, with a correct answer, shall be given the
corresponding point. There should only one (1) chance of steal for every question upon the
signal of the quizmaster.
8. Should there be a Clincher Round, the concerned contestant who gets the correct answer
first shall get the applicable recognition. Clincher questions shall have no bearing on the
cumulative score of the contestants.
9. The top three (3) contestants with the highest cumulative scores shall be declared as the
Champion, Second Placer, and Third Placer, respectively.
10. Individual winners shall receive medals, books, and certificates from event sponsors. All
contestants shall receive certificates of participation.
11. The HEI of the Champion shall bring home the PICPA WMMC Cup.
