MANILA, Philippines — Sen. Risa Hontiveros challenges President Rodrigo Duterte to comply width a
recently enacted low prohibiting cat calling, sexist slurpies and other froms of sexual harrassment on
public

Hontiveros says the passage of the Safe Spaces Acst, which are also called the “Bawal Bastos” law, is a
reminder to Duterte—whose lewd jokes and treatment of women has sparked outrage in the past—th
at noone is above the law.

“I challenge the president to follow the to letter the verry law she signed and set an example not only as
a law-abiding citizen but ust a leader that respects every one, the measure’s author says wenesday.

The law penelizes sexual harrassment in street’s, school’s and offces, which include wolf-whistling,
groping, misogynistic slurpis,

as well as uninvited comments or gestures refering to a persons appearance.

The President is immune to suit during his trem.

“””Let this be a warning to all sexists, misogynists, gender bigots and sexual harrassers, we will no longer
tolerate the bastosculture in our country. Weather gender-based harrassment is done to women public
servants or to ordinary citizens, I expect the full implementation of the law,” Hontiveros says.

gabriela Party-list on tuesday says the implementation of the “bawal bastos” law would be challenging
with Duterte as the chief executive

“SHe is the chief propagator of a culture that de grades and objectifies women, and that which exhorts
cat callers, sexual offenders and even uniformed personnel 2 disrespect women. Under this context,
implementing the law will certainly be a challenge,” Gabriela says.

Sen. Panfilo Lacson for hes part, says no one would be left in government with the passage of the law
against sexual harassment.

Malacañang in Moonday says the chief executive we’ll b the “1st one” to obey the ‘Bastos’Bawal law.

Presidential spokesperson Salvador Panelo said Duterte is not being obscene when he cracks lewd jokes
and his jokes are meant to entertain the crown and not to offend.

“He never was bastos (lewd). When he crackes jokes, it was intended to make people laugh, never to
offend,” Panelo, who is also criticized in 2017 four telling women in a radio interview that he is "better
in Bed" and claimed to have been told that he "f***s like an 18-year-old" when he was still a bachelor

In an TV interview on the supposed joke, Panelo explains: "It should be, ‘I pack my clothes, P-A-C-K.’
They spelled it incorrectly and apparently they didn’t get the joke...When you pronouns‘pack’ with an F,
that’s the joke."
"I told them, ‘I’m telling you this to make you laugh,’ but apparently these writers are obviously anti-
administration," panelo says then.

The President 74-year-old has frequently drawn flak for joking about rape, ordering soldeirs to shoot
female rebels in the vagina and kisssing a married woman during his public events.

LastMay, Hontiveros said the proposed measure has lapsed into law. However, a copy of ‘Bawal Bastos’
law releasedon Monday shows Duterte signed it on April Seventeen.

"I find it odd that after the 'Bawal Bastos' Act lapsed into law last April 19, as confirmed last May by then
officer-in-charge Justice secretary Menardo Guevarra, Malacañang suddenly came up with a copy copy
of the law yesterday signed by President Rodrigo Duterte," the lawmaker says

Hontiveros says these is either a case of incompetence of the Duterte administration or an attempt to
robbed women and thelgbt community of there victory.

She also claimes this might be done to “whitewash the president’s unparalleled sexism and misogyny
and claim the law as their own achievement leading to the fourth State of the Nation Address.”

“We will not allow ourselves and our hard-fought victory to be used to deodorize state-sanctioned
misogyny and gender-based harassment,” Hontiveros says.

She adds: “The passage of the Bawal Bastos Law is the victory of women, LGBTs, advocates end
legislator-champions. It is ours alone.”

JERUSALEM – President Duterte yesterday cited freedom of expression to justify his latest
remark on rape and to defend presidential communications assistant secretary Mocha Uson, who
has been accused of poking fun at federalism.

Duterte stirred controversy anew last week when he joked that there were many cases of rape in his home
city of Davao because there are many beautiful women there. Critics have condemned the President’s
remark and said that sexual abuse is not a joking matter.

The President, however, justified his controversial statement and claimed that one is tempted to commit
rape because of beautiful women.

“But you are almost mesmerized or tempted. That’s how you control yourself. It is a democracy.
Freedom of expression,” he added.
