SCRIPT/STORYBOARD PUBLIC SERVICE ADVERTISEMENT: “One Goal. Education for All.

Rhetorical Statements/Script
1. Education … a right… a social equalizer … … a symbol of hope for the hopeless.
2. But what happens to a nation when its people are uneducated?
3. What happens to a nation when the basic rights to know how to read and write are stifled?
4. Is LITERACY so exclusive as to be enjoyed by a chosen few?

General Overview

 The 1987 Philippine Constitution emphasizes the universal goal of education

 the “State shall protect and promote the right of all citizens to quality education at all levels
 and shall take appropriate steps to make such education accessible to all” (1987 Constitution, Article XIV, Section 1, par 1).

Global, National/Local Situation (Factual)

 However, this is not how we characterize our global and national situation
 In the Philippines, 80% of 55 million Filipinos is considered out–of-school-youth
 while 57% of the population is unable to have full access to education (LRP Foundation, Inc., 2012).
 In 2013, one in every ten or about 4 million Filipino children and youth is out-of-school
 Out-of-school children are those ages 6 to 14 years who are not attending school
 while out-of-school youth are those ages 15 to 24 years not attending school,
 ….have not finished college or post-secondary course,
 ….and are not working (Philippine Statistics Authority, 2013 Functional Literacy and Media Survey).
 The World Data Atlas of 2015 reports that the total number of adults over age 15 who cannot read and write with
understanding a short simple statement in their everyday life has reached 2,317,572.

 Though these figures present some relatively positive indicators on the improvement of literacy in the country, the remainders
of illiteracy issue still speaks of the selective efforts of our government to edify the entire country.

Challenge
1: I am a teacher
2: …and I have question.
3:…What can I do?
4: What can WE do?
 As one united nation, the situation calls for our commitment to personal and social action.
 If Education is the problem,
 Then, Education is the solution.
