Anne Shepherd, MLS, Founder

Anne has 20+ years of solid experience in six states, working with public, academic, and special libraries. She has competed
dozens of library renovations and new builds. With accountability and efficiency as her goals, she is known for managing
some of the most efficient libraries in Florida and other states. She has achieved recognition in staff development, grant
writing, public speaking and is a forceful advocate for quality library services. She holds a Bachelor of Arts in Child Develop-
ment and Anthropology from Central Michigan University and earned a Master of Library Science degree from Western
Michigan University. She has state librarian certification in Michigan, North Carolina and Wisconsin.

Glenn Norton, MBA, of Counsel

Glenn is of Counsel at Shepherd & Associates and has 20+ years of library development and management accomplishments.
His project management experience includes architecture, design and commercial/institutional furnishing, fixtures and
equipment acquisition. He founded GN Associates and is skilled in library space planning with dozens of successful projects
in his portfolio. He holds a Bachelor of Business Administration degree and an MBA from the University of New Orleans.

Tim Shepherd, MS, of Counsel

Tim is an award winning communications professional with two decades of experience in financial services, consumer mar-
keting, public relations and executive recruiting in both the private and the public sectors. He is an accomplished at public
relations and community affairs. He has served on numerous public boards and commissions including municipal and coun-
ty planning agencies and finance boards. He has taught university level courses in communications, marketing research and
design, statistics, economics and human resources. Tim holds a bachelor degree with majors in communications and eco-
nomics from Michigan State University and studied at the London School of Economics. He earned a master of science de-
gree in communications and research design from Florida State University.

Robert Resch III, Registered Architect, of Counsel

Robert is a Florida Registered Architect who is also an NCARB (National Council of Architectural Registration Boards) na-
tionally registered Architect which allows him to obtain registration in any state. Robert has been operating his own firm in
the Tampa Bay area of Florida for more than 20 years, and his practice is known for his design, construction and engineering
expertise. His portfolio includes dozens of municipal projects, including library design, construction and renovation. Robert
began engineering studies and received his bachelor’s and master’s Degrees in Design and Architecture from the University
of Florida.
