This research becomes a reality with the kind support and help of many

individuals. We would like to extend our sincere thanks to all of them.

Foremost, we want to offer this endeavor to God Almighty for the wisdom he

bestowed upon us , the strength and peace of mind in order to finish this

research.

Rene Gumop-as for his expert, sincere and valuable guidance and

encouragement extended to us in this studies.

Nobody has been more important to us in the pursuit of this study none other

willingly cooperate with us because without them this can’t be done

successfully.

the problems we have faced.

To our classmates that are trying to make us smile and laugh out loud when we

feel down.

Introduction

Nowadays, most of the youths have no courage in terms in terms of studies.

They didn’t prioritize didn’t prioritize their studies and don’t like the ideas of

attending school every day, maybe because some of them are facing different

kinds of problems and etc. The researchers observed that some of the youth

want to study but unfortunately their parents can’t afford sending them to school

and the finance they need. Out of school youth is one of the biggest problems

faced by our country. A country without its people is nothing and people who

has no learning will be least important to the eyes of the government. No high

paid jobs to be offered, no decent homes to live on and unsure life survival is

waiting in the future for the youths.

Casate, Ubay, Bohol is one of the barangay in the municipality of Ubay. Casate

has a high percentage of out of school youths. The researchers decided to know

what and why they choose to stop their studies. Hence the researchers concern

is to encourage them about the value of education in their future.

Almost ten percent of the of the estimated 39 million Filipinos that 6 to 24 years

old were out of school children and youth (OSCY), According to the results of

the 2016 Annual Poverty Indicators Survey (APIS). In this report OSCY refers

to the family members having 6 to 24 years of age were not attending formal

school ; and family members who are 15 to 24 years old are currently out of

school, not gainfully employed and have not finished college or post secondary
course. The most common reasons among OSCY for not attending school were

marriage or other family matters (4 2.3%, high cost of education of financial

concerns (20.2%) and lack of personal interest (19.7%). Among females,

marriage or family matters was the main reason for not attending school with

59.3%; while it is the lack of personal interest among males with 36.5%.

Education nowadays requires people to have good and satisfactory jobs to

avoid poverty because it helps people to have good income for each individual

and that can be the solution of poverty. But no youth is encouraged to work for

their families or assist their personal needs. It may be their choice to work

young, gain money and feel free rather than to learn a lot of knowledge that

could lead their way to success. Some are out of school youths because they

thought that the earnings of their parents are not enough. Supposedly, youth is

the key to the progress of the nation but reconsidering that they cannot even

prove it in this generation because of the different aspects that they encounter

in their lives.The main concern of the researchers of this study is to identify the

problems encountered by out of school youths in Casate, Ubay, Bohol. The

findings of this study will serve as bases in proposing intervention measures.

The purpose of this study is to enlighten the minds of the youth on how important

education is and its power to change their lives for a good future.

Pregnancy and Parenthood


Teen pregnancy can pose concern for students who are trying to high school

academic requirements. Nearly one-third of teen girls who drop out of high

school state that early pregnancy and parenthood as a reason for their decision,

according to “The National Campaign.Org”. Pregnant teens may feel

embarrassed about going back to school, struggle with morning sickness or

fatigue, and have difficulty of keeping up with their class work. Taking care of a

baby is time-consuming, so many may not have the energy to complete high

school. Pregnancy also affects college students, but with the availability of

online courses and the maturity that comes with adulthood, college-aged

women often have the opportunity to complete college coursework.

Financial Problems

Financially weak students have high possibility to drop out. Poor attendance

was the major reasons for student drop outs without completion [18].

Researcher also found that those students also drop out whose parents are not

interested in their studies [19]. Researchers studied that students drop outs

when they are depressed by their poor academic performance [20]. Findings of

previous research shows that there are many socio-economic factors such as

high cost of institutes, parents are not interested to educate their children
instead they want their children to work and earn, early marriage, security

problems that caused the drop out of students from polytechnic institutes [21].

Disassociation and Boredom

Many students became disillusioned with school because they believe that there

is no connection between the material taught in the classroom and jobs in the

real world. Civic Enterprises conducted a study where dropouts were

interviewed to find out why they dropped out. A startling 81% said that they

wished a clearer connection between job skills and the academics studied in

high school had been presented while they were in school. Teachers need to

work hard to keep students interested and engaged in the material being

presented in class and need to show students how the material applies to the

real world.

Legal Basis
The research is based on an Act Instituting a framework of governance for Basic

Education, establishing authority and accountability, renaming The

Departments of Education, Culture, and Sports as the Department of Education

and for other purposes (Republic Act No. 9155), commonly known as The

Governance of Basic Education Act of 2001. RA 9155 provides the overall

framework for principal empowerment by strengthening principal and leadership

goals, and school based management within the context of transparency and

local accountability. It sets the general directions for educational policies and

standards, establish authority, accountability and responsibility for achieving

higher learning outcomes. To provide the framework for the governance of basic

education.

This act aims tom protect and promote the right of all citizen to quality basic

education, to make such education accessible to all by providing all Filipino

children a free and opportunity education in the elementary level and free

education in the high school level. Such education shall also include alternative

learning systems for out of school youth and adult learners. It shall be the goal

of basic education to provide them with the skills, knowledge and value they

need to become caring, self-reliant, provide and patriotic citizen.

To make schools and learning centers the most important vehicle for the

teaching and learning of national values and for developing in the Filipino

learners love of country and pride in its rich heritage.


To ensure that schools and leaning centers receive the kind of focused attention

they deserve and that educational programs, projects and services take into

account the interests of all members of the community.

To enable the schools and learning centers to reflect the value of the community

by allowing teachers or learning facilitators and other staff to have the flexibility

to serve the need of all learners.

Statement of the Problem

Problems Encountered of Out-of-School Youth in Barangay Casate, Ubay,

Bohol.

*The investigator seeks to study to determine the reasons why they stop in going

to school. Findings will serve as basis in the proposing functional guidance

program.

Significance of the Study

The findings of the study will be beneficial to the following:

To the learners, they will be able to understand fully the value of education.

To the parents, they will be able to guide and encourage their students to study

and to have a better life for their future.

To the Department of Education (DepEd), they will be aware in the problem of

increasing percentage of out-of-school youths.

Scope and Delimitation

This research study only covers the entire barangay of Casate. This research

will focus on the youths who are out-of-school. The researchers performed the

study during the second semester, school year 2018-2019 on the month of

January to the out-of-school youths of Casate, Ubay, Bohol. The respondents

are limited to 55 persons only.

Research Instrument
The researcher used the Descriptive Survey Method with the help of researcher

questionnaires, observations and interview techniques. The questionnaire

consist of items that reveal the respondent’s profile.

Statistical Treatment

There is no significance degree of out-of-school youths in barangay Casate,

Ubay, Bohol.

Chi Square Formula is used to it.

Definition of Terms

Casate

-one of the barangay of Ubay. It is an enthralling barangay of Ubay. The place

came from the Spanish phrase; Casate Conmigo.

Out-of-school youth

-a young students who stopped attending schools or who stopped on their

studies.

Education

-is a powerful tool for acquiring knowledge and wisdom in order to make your

life better in the future.

Disassociation

-is one of the problems of out-of school-youth.

-losses connection on their studies and the work they will have in the future.

Parenthood

-it is one of the youth’s problem why they stopped their studies.

-it is a responsibility of being a parent to their child/children.

Pregnancy
-the stage of a female carrying a child in her womb

-is one of the reasons why women stopped their studies.

Financial problem

-is the lack of money to support the youth’s studies.

Boredom

-it is why the youth losses interest in their studies that’s why they don’t like the

idea of studying.
