Review of Related Literature

Segregation is one of the most important activities that we need to promote and

enforce for effective waste management in urban area and to make landfills reduce in

size gradually. (ET Contributors, 2018)

There is no material in this world, which is not useful in one-way or the other.

Also there is no material, which is created out of nothing. It is man’s ignorance that he

considers certain things as waste and other thing as useful. Just as types of wastes are

changing, so must the attitude of people towards waste must change. People must

realize that the solution lies in using waste as a resource rather than to be destroyed.

Only due to hazardous to human health, some of these undesirable substances cannot

be directly reused

According to Asmawati Desa (2012), recycling solid wastes helps the environment to

utilize the amount of materials that are still useful. The attitude of the people regarding

the proper way of segregating must change as soon as the types of wastes are

changing. People must come into realization that all the waste are supposed to be used

since there is no choices could possibly be made in order to manage the escalating

volume of garbage. Everyone needs to visualize that destroying and just dumping solid
waste materials only cause damage to human health, and so, reusing them would

benefit people and help the environment from hazardous substances. It was also stated

that the disposed materials are meant to be reused for other purposes same as the way

we looked upon the other things.

Australia may be a large country, but they live in a throw-away society that is rapidly

filling it with their waste. Their insatiable desire to constantly upgrade disposable

technology and consume over-packaged products has continued unabated for decades.

At the same time however, there has been a trend away from both burning waste in

incinerators and burying it in landfills. Waste management policies now seek to

minimize waste disposal by reducing its generation and by reusing and recycling. Healy

(2010)

Healy (2010) stated that the increasing volume of wastes became unbearable to the

extent of combustion and burying of the garbage in landfills turned to be an option. Their

desire to improve disposable technology to find the most effective way possible to solve

the problem regarding waste management are still in the point of discovery for decades.

Reusing and recycling was done to lessen and manage the waste disposal. It revealed

the situation of the society wherein waste become severe and hard to resolve as of

now. Waste management policies opt to accomplish the reduction of waste.

There are many techniques as to dispose of garbage, the Philippines promotes

the waste diversion requirements. An example of a technique is vermi-composting. A

form of waste diversion requirement is recycling of non-biodegradable materials, e.g.

plastics, rubber, paper, etc. (Felino A. Palafox, 2017)

Solid waste management is defined as the direct generation, collection, storage,

transport, source separation, processing, treatment, recovery and disposal of solid

waste. It is a polite term for garbage management. It is the response to the world’s

stinking and escalating problem on the garbage. Mounting waste problem has been the

core foundation of hazardous illness and land depletion, not to mention is negative

upshot to the environment. The system of handling trash, be it municipal waste

collection, recycling programs, open dumping, incineration and gasification fall on the

same category. Despite the years of attempting to resolve the mounting waste problem,

the problem still persists. (Enriquez, 2011)

According to Enriquez (2011) The problem on waste disposal still doesn’t have a

solution until now. Disposing garbage materials in inappropriate places is one of the

biggest factors that causes hazardous illnesses that affects the people. While dumping

trash doesn’t just cause several implications on the health of the people, thus, it is

evidently the reason why we have an unclean environment and continuously suffering
from it. The situation that the world was currently facing is the increasing problem on

waste disposal. People are having a hard time to sustain and reduce the waste even

though recycling has been the solution over the years to take action on the increasing

volume of garbage. Therefore, resolving this kind of matter still ramained unkown in this

generation.

In cities that do not have enough land available for landfills, controlled burning of

wastes at high temperatures to produce steam and ash is a preferred waste disposal

technique. Combustion reduces significantly the volume of wastes to be disposed.

Moreover, solid wastes can provide for a continuously available and alternative source

for generating energy through combustion. This energy can be channeled into useful

purpose (Debashree, 2012).

Another from Debashree (2012), it was stated that controlled burning of wastes is

an effective technique to perform a proper waste disposal. In this case, burning is

another way to reduce the increasing volume of trash. It is also beneficial for it alters the

use of energy through inflaming solid waste materials. Furthermore, these tactics mostly

works in cities that does not have an alternative way of disposing because of

unavailability of dump sites. This became a temporary solution as it provides a healthy

living from the people that reside in cities.


The Municipal Council enacted an ordinance establishing solid waste management also

known as “Perkash Fashura Ordinance Na Isadanga.”The ordinance prohibits dumping

of garbage anywhere other than those recognized and established garbage facilities;

dumping of unclean and unsegregated waste at the redemption center/facility;

discharging of human feces along the creeks and rivers; throwing of wastes in creeks,

rivers, public places such as roads, sidewalks and establishments; and burning of

garbage particularly non-biodegradable wastes. It also requires residents to practice

segregation of wastes at source. Reusable solid wastes such as bottles, plastics,

cellophanes and papers shall be brought to the barangay material recovery facility duly

segregated or directly to the agent-buyers. Non-recyclable materials and special solid

wastes will be brought to the material recovery facility, while hazardous wastes or

chemicals will be disposed in coordination with concerned government agencies

according to prescribed methods. The local government is responsible for collecting

reusable, recyclable and non-biodegradable waste materials from the material recovery

facilities; and transporting them to the recycling centers and or to the municipal material

recovery facility. Collection of segregated solid wastes is scheduled per barangay

(Saley, 2012).

According to Saley(2012) other term for waste segregation is also known as

“Perkash Fashura Ordinance Na Isadanga” it stated that there is so plenty meaning of

waste segregation they are not only known as throwing garbage anywhere but it defined

by the negative thoughts about that waste segregation. It also explain the different types
of improper segregation or how they throw their garbage properly, and it also stated that

the worse action of improper segregation is dumping of unclean and unsegregated

waste at the redemption center/facility, it explain that if we have a small trash we threw

it everywhere even if cause flood and dirty environment. Saley(2012) explain also that

every residence need to have some knowledge of how to manage proper waste

segregation, they can also innovate some plastic bottles, plastic bags and etc. they can

do some equipment or a thing there and they can sell it to others. And Saley(2012) said

that some non-recyclable materials and special solid wastes will undergo to recovery

facility and while hazardous wastes or chemicals will be disposed because of some

illegal methods. According to Saley(2012) the responsible of collecting the garbage in

Municipality is local government and they are the one who’s separating garbage’s from

Non-Biodegradable and Biodegradable and every week there is a schedule where in the

garbage collectors will collect the garbage in every barangay.
