SUBJECT : SMS Report Re: Information on the Alleged Irregularity in the

Performance of Duty of PO1 Melchor Natonio Navisaga

d. Launching of RD’s Hotline dubbed as I-Send Mo, sa Team NCRPO
(ISMot)dated June 29, 2018;
e. Memo from C, DInvU of EPD dated March 8, 2019.

2. This pertains to the SMS report from a certain Zyrill Cesar Ramirez informing
the alleged irregularity in the performance of duty of PO1 Melchor Natonio Navisaga ,
presently assigned at Eastern Police District (EPD).

3. Investigation disclosed that subject PNCO was summoned and he appeared at

Mandaluyong CPS. However, he failed to submit his written explanation despite due
notice. Hence, his office presumes that he invoked his right to remain silent and he
manifested his willingness to answer the allegations or complaint against him by stating
that he would answer the same in proper forum after a formal charge has beed filed with
the proper disciplinary authority.

4. Further, on March 6, 2019, Mandaluyong CPS sent a letter via registered mail
addressed to BFAR Regional Office VIII, SDCI Bldg, Marasbas, Tacloban City, Leyte
informing a certain Zyrill Cesar Ramirez that his SMS complaint reached their office.
They further advised him that in as much as to initiate administrative complaint against
PO1 Navisaga, it is not possible without the duly subscribed and sworn affidavit and
Certification of Non-Forum Shopping as required by NAPOLCOM MC 2016-002. Thus,
he should coordinate with the Mandaluyong CPS for him to be assisted in filing a formal
complaint.

5. This Office is closely monitoring the status of this alleged complaint and any
development will be forwarded to your Office as soon as obtained.
