planned arrangements and whether these arrangements are implemented effectively and
are suitable for achieving the organization's policy and objectives.
Cause Any set of events and/or circumstances, the combination of which might reasonably
be expected to result in a hazardous event. A given hazard may have one, several or
many possible causes
Competence The ability to demonstrate use of education skills and behaviors to achieve the results
required for the job.
Competence-based A technique for collecting sufficient evidence that individuals can perform or behave
assessment to the specified standards in a specific role.
Competent The result of an assessment decision that confirms a person has achieved the
prescribed standard of competence.
Continual Improvement- Process of enhancing the occupational health safety & environmental (OHS& E)
(OHSAS 18001 and ISO management system, to achieve improvement in overall OHS& E performances, in
14001) line with the organization's OHS& E policies. (Process need not take place in all areas
of activity simultaneously)
Dangerous Occurrence -
(RIDDOR)
Environment - (ISO 14001) The surroundings in which an organisation operates, including air, water, land, natural
resources, flora fauna, humans, and their interrelation
Environmental aspect - (ISO Element of an organisation’s activities, products /services that can interact with
14001) the environment. Note - A significant environmental impact is an environmental
aspect that has or can have a significant environmental impact.
Environmental impact - (ISO Any change to the environment, whether adverse or beneficial, wholly or partially
14001) resulting from an organisation’s activities, products or services.
Environmental management The part of the overall management system that includes organisational structure,
system - (ISO 14001) planning activities, responsibilities, practices, procedures, processes and resources for
developing, implementing achieving, reviewing and maintaining the environmental
policy.
Environmental management A systematic and documented verification process of objectively obtaining evidence
system audit - (ISO 14001) to determine whether an organisation’s environmental management system
conforms to the environmental management system criteria set by the organization,
and for communication of the results of this process to management.
Environmental objective - Overall environmental goal, arising from the environmental policy, that an
(ISO 14001) organization sets itself to achieve, and which is quantified where practicable
Environmental performance - Measurable results of the environmental management system, related to an
(ISO 14001) organizational€™s control of its environmental aspects, based on its environmental
policy
Environmental policy - (ISO Statements by the organisation of its intentions and principles in relation to its overall
14001) environmental performance wghich provide a framework for action and for the setting

Environmental target - (ISO Detailed performance requirements, quantified where practicable, applicable to the
14001) organisation or parts of thereof, that arises from the environmental objectives and that
needs to be set and met in order to achieve those objectives
Harm Physical injury and/or damage to the health of people or damage to property or the
environment
Hazard- (OHSAS 18001) Source or situation with a potential for harm in terms of human injury or ill health,
damage to property, damage to the workplace environment or a combination of these.
NOTE many hazards involve exposure to harmful amounts of energy or
agents/substances
Hazard Analysis The identification of hazards and their causes.
Hazard Cause See Cause
Hazard Identification- Process of recognising that a hazard exists and defining its characteristics.
(OHSAS 18001)
Hazardous Event Any occurrence of a hazard whether or not harm results
Incident- (OHSAS 18001) Event that gave rise to an accident or had the potential to lead to an accident. NOTE
An accident where no ill health, injury, damage, or other loss occurs is also referred to
as a "near-miss". The term "incident" includes "near-misses".
Interested Party - (OHSAS Individual or group concerned with or affected by the OH&S performance of an
18001 and ISO 14001) organisation
Non-conformance - (OHSAS Any deviation from work standards, practices, procedures, regulations, management
18001) system performance etc. that could either directly or indirectly lead to injury or
illness, property damage, damage to the workplace environment, or a combination of
all of these.
Objectives - (OHSAS 18001) Goals, in terms of OH&S performance, that an organisation sets itself to achieve.
NOTE Objectives should be quantified wherever practicable.
Occupational health & safety Conditions and factors that effect the well-being of employees, temporary workers,
- (OHSAS 18001) contractor personnel, visitors and any other person in the workplace.
OH&S management system - Part of the overall management system that facilitates the management of the OH&S
(OHSAS 18001) risks associated with the business of the organisation. This includes the organisational
structure, planning activities, responsibilities, practices, procedures, processes and
resources for developing, implementing, achieving and maintaining the organisation's
OH&S policy.
Organization- (OHSAS 18001 Company, operation, firm, enterprise, institution or association, or part thereof,
and ISO 14001) whether incorporated or not, public or private that has its own functions and
administration.
Over 3 Day injury (RIDDOR)
Performance - (OHSAS Measurable results of the OH&S management system, related to the organisation's
18001) control of health and safety risks, based on its OH&S management activities and
results. NOTE Performance measurement includes measurement of OH&S
management activities and results.
Prevention of pollution - (ISO Use of processes, practices, materials or products that avoid, reduce or control
14001) pollution, which may include recycling, treatment, process changes, control
mechanisms, efficient use of resources and material substitution. Note – the

potential benefits of prevention of pollution include the reduction of adverse

environmental impacts, improved efficiency and reduced costs.
RIDDOR E
Risk - (OHSAS 18001) Combination of the likelihood and consequence(s) of a specified hazardous event
occurring.
Risk Analysis Use of available information to identify hazards and to estimate the risk
Risk Assessment - (OHSAS Overall process of estimating the magnitude of risk and deciding whether or not the
18001) risk is tolerable. This includes risk estimation & risk evaluation. NOTE BS 8800
and HSG65 use the term "risk assessment" to encompass the entire process of hazard
identification, determination of risk, and the selection of appropriate risk reduction or
risk control measures. OHSAS 18001 refers to the elements of the process separately
and uses the term "risk assessment" to refer to the second of its steps, namely the
determination of risk.
Risk Estimation Determination of the likelihood of the hazard's occurrence and the severity of the
consequence of each hazard.
Risk Evaluation Judgement on the basis of risk analysis of whether a risk is tolerable
Safe - ISO/IEC Guide 51 Freedom from unacceptable risk of harm. NOTE this implies that a risk assessment
must have been completed in order to judge the risk as being acceptable.
Severity Measure of the possible consequences of the hazard.
Shall E
So far as is reasonably The implication is that the costs and benefits can be weighed by the employer, and
practicable where risks (in terms of likelihood and severity) are assessed as being insignificant
when compared to the expense, inconvenience and practicality of eliminating them,
the employer is at liberty to run the risk. (Edwards v National Coal Board [1949] 1
All ER 743).
Tolerable risk - (OHSAS Risk that has been reduced to a level that can be endured by the organisation having
18001) regard to its legal obligations and its own OH&S policy. NOTE surroundings in this
context extend from within an organisation to the global system.
