• The LTE 2617 increases intra-LTE inter-frequency monitoring for idle
mode mobility.
• The LTE2617 extends the number and the size of data records carried in
SIB5.
- A new field ReducedMeasPerformance is introduced in SIB5 for normal/reduced performance
configuration of UE intra-LTE inter-freq. idle mode measurement.
- A new information element (IE) cellReselectionSubPriority-r13 is introduced in SIB3, SIB5, and
the RRCConnectionRelease message.
- UE capability signaling for the support of the extended number of E-UTRA carriers monitoring
is introduced.

• The LTE2617 feature introduces automatic adaptation of code rate and
repetition for SIB5.
• To ensure that even cell edge UEs can decode the broadcasted information,
the messages could be repeated within their broadcast window.
-
This repetition is mandatory with high priority for coding rate auto adaption case.
• SIB5 consistency check is changed as a result of newly introduced SIB5
message "cutting rule".
-
When configured content is larger then expected, firstly code rate will be adapted, if after
adaption, the size still too large, then some SIB5 content will be cut out as a result. A warning is
raised as the same time.

LTE2617
The LTE2617 Increased carrier monitoring in idle mode feature supports
increased carrier monitoring for intra-LTE inter-frequency idle mode
mobility management according to 3GPP R12 definitions specified in TS
36.133.
Specifically, the feature does the following:
• Extends the maximum number up to 16 of E-UTRA frequencies (combination of FDD and TDD)
configurable for idle mode mobility and broadcast in System Information Block Type 5 (SIB5)
• Increases the maximum number of E-UTRA frequencies which can be indicated in the
RRCConnectionRelease message with dedicated priorities for cell reselection from 8 to 16.
The LTE2617 feature offers customers an extended number of supported
inter-frequency layers for monitoring in the area of idle mode mobility.

The LTE2617 feature supports interFreqCarrierListExt (Rel. 12)
and the reduced measurement performance in System
Information Block Type 5 (SIB5) and the RRCConnectionRelease
message. The existing intra-LTE maximum instance number for
3/1.4 MHz cells is changed in consistency checks.
Note: The newly introduced solution on system information content
cutting and retransmission adding only applies to wideband LTE, i.e.
system information in Cat-M and NB-IoT doesn't apply to this change.

(Rel 12). Extended frequency band range introduced by LTE2824

LTE3145 Slim Carrier:
LTE2617 introduced system information coding rate adaption
when SI TBS (Transport Block Size) exceeds limit. LTE3145
reduces available DL PRB numbers including SIB.
The LTE2617 feature takes into account the reduced DL
bandwidth when LTE3145 is enabled.

• The feature LTE2617 is a BSW (Basic Software) feature, no activation parameter is
defined.
• It affects idle mode load balancing features, increasing the number of targets E-UTRA
frequencies from 8 to 16.
• Please note that to configure a large size of SIB5 will cause increasing of coding rate
and SIB5 repetition number.
- If siWindowLen is set to smaller than 20, then poor chances for repetition is expected.
- Also transmission range will be less then expected as a result.
• Some scenarios that will cause loss of PRB hence loss of coverage for system
information:
- LTE4499 NB-IoT Guardband (FL18SP); LTE3570 NB-IoT Guardband 15/20 MHz (FL18SP) add 1 PRB
and takes away power for 3 PRBs
- QAM256 standalone already has power backoff.

• The LTE2617 Increased carrier monitoring in idle mode feature impacts
system performance and capacity as follows:
- An increase in coding rate and SIB5 repetition number may sometimes occur if a large size of SIB5
is configured.
- The transmission range decreases if a large size of SIB5 is configured and the coding rate is
increased.
- Increased carrier monitoring may impact cell re-selection delay performance.
• There are no key performance indicators or counters related to the LTE2617
feature.
