Dear Ma'am/Sir:

I am Sean Neri Doba, a Senior High School student scholar of University of Southern Philippines. My
attention was called by our Registrar informing me to settle my student accounts brought by dual
enrollments with University of Southern Philippines and with your university, Southwestern University.
I went to Southwestern University to inquire and clarify the said problem and I was told by your
university cashier that I have to pay an amount of Php13,400.00 as withdrawal fee.

In view of what your university cashier told me, I would like to appeal that I should not be compelled
to pay the said withdrawal fee for the following reasons:

1. Although I was able to pay Php500.00 as enrollment fee in your university and even complied
some of the documentary requirements for enrollment, I did not actually proceed in the
enrollment given that I did not have a load slip and I never attended any class.
2. I am currently enrolled and has been attending classes since the school opening in the
University of Southern Philippines as a student scholar whose scholarship is mainly based on
financial incapacity to support one's education. I and my family decided and preferred to study
in the University of Southern Philippines because of the scholarship offer as we are financially
incapable to support my education in Southwestern University.
3. Paying the said withdrawal fee is tantamount to unjust enrichment which is contrary to law,
morals, and public policy. No person should be unjustly enriched at the expense of another.
Paying the withdrawal fee will unjustly enrich your university at my expense since I did not
actually benefit any service from your university.
4. I was not informed of the withdrawal procedures once I paid the enrollment fee. I assumed that
from not having the load slip and from not having attended any class are sufficient to consider
my withdrawal from enrollment in your university. Being compelled to pay the withdrawal fee
based on this failure is considered as excessive, iniquitous, and unreasonable based on the
principle of unjust enrichment.

With those reasons, I am humbly asking for your kind consideration to excuse me from paying the
withdrawal fee and to clear my name in your list of unsettled accounts. I am very willing to comply
with the requirements necessary for my clearance from your university.
