1.0 SCOPE
1.1 General
1.1.1 This specification covers the requirements for material selection and piping design used
in Pembina Pipelines ( from now on, Pembina) facility piping systems, in the following
services as defined in CSA Z662 “Oil and Gas Pipeline Systems”, ABSA ,and in Section 2.2
of this specification:
• Low Vapour Pressure (LVP) sweet liquid
• High Vapour Pressure (HVP) sweet liquid
• Sweet Hydrocarbon Vapour (SHV)
• Sour Service Hydrocarbon Vapour (SSHV)
1.1.2 Materials for pipelines are included under this specification, in Attachment A
1.1.3 Mechanical fabrication, installation, testing and construction quality assurance/ quality
control are not covered in this specification.
1.2 Application
1.2.1 This specification applies to Pembina’s facilities including LACT, valve assemblies,
compressor stations, crude midstream processing facilities, pump stations, and
assemblies including pig traps and block valves. It does not apply to pipelines. Pipelines
are covered by Pembina’s pipeline specifications. At the time of issue, it does not apply
to the Gas Services Business Unit (GBU) or the Natural Gas Liquids Business Unit (NBU)
processing facilities.
1.2.2 The Spec break from Pembina’s pipeline specifications to the facility piping specification
shall generally occur after the riser. Although this specification applies to all above
grade piping, it also applies to underground piping within facilities and assemblies. Spec
break between pipeline specifications and the facility piping specification shall be shown
on the drawings.
1.2.3 For SHV piping low temperature materials are specified due to the outside use and that
the piping will not be insulated. If the SHV piping is used inside a heated or insulated
enclosure, regular materials can be used.
1.2.4 Tables 1.2.1 shall be used in determining specification requirements

1.3 Responsibilities
1.3.1 The Engineer is responsible for determining whether piping falls within the scope of this
specification.
1.3.2 The Engineer is responsible for establishing and specifying the piping design parameters
including flows, pressures, temperatures, and fluid properties.
1.3.3 The Engineer is responsible for ensuring testing requirements are established, collecting
required documentation, ensuring compliance with applicable codes, standards and
regulatory requirements, and any other requirements in accordance with this
specification and good engineering judgment.

ESS 3.42 Facility Piping Specifications
3.1 Overview
3.1.1 The piping fabricator shall design, manufacture and test such parts in accordance with
these specifications. . The piping fabricator shall submit in writing deviations request to
the Pembina Pipelines or its representative. Failure to provide deviation requests in a
timely manner is solely at the risk of the requestor.
3.1.2 Requests for exceptions and deviations (with comments, justifications and data sheets)
shall be submitted at the time of quotation and shall be resolved prior to proceeding
with further consideration of the proposal or award of order.
3.1.3 Shop and manufacturing requests for deviations which may arise after placement of
order, during the design, quality planning, manufacturing and/or test phases shall follow
Pembina Pipeline’s Management of Change (MOC) process.
3.1.4 Site construction, operations and maintenance requests for deviations shall follow the
Company MOC process.
3.1.5 NOTE: Typical deviation requests requiring approval are items such as, but not limited
to, deviations from (i) specifications or design, (ii) quality plan, (iii) control logic or
philosophy, (iv) approved drawings (v) drawings issued for construction (vi) specified
material properties (vii) defined installation, operation or maintenance practices or
procedures.
4.1 Overview
4.1.1 The Company has defined certain terms to ensure correct interpretation; where such
terms (or their derivatives) appear throughout this specification.

4.3 Terminology
Term Definition
Acid Gas Natural gas which contains significant amounts of Hydrogen
Sulphide(H2S) or Carbon Dioxide(CO2) or similar
contaminants
Boiler Condensate Found in boiler systems where the steam cools and
condenses resulting in boiler condensate
De-mineralized or De-Ionized water A type of purified water with mineral ions such as sodium,
calcium, iron copper, chloride and bromide are removed.
Dry Inert Gases Gases with a low oxygen content that are used for purging and
cleaning piping and vessels such as nitrogen
Glycols Fluids used in plants and pipelines for anti-freeze and
coolants, de-icing, dehydration of gases and hydraulic fluids
High Vapour Pressure (HVP) Hydrocarbons or hydrocarbon mixtures in the liquid or quasi-
liquid state with a Reid Vapour Pressure greater than 110 kPa
o
absolute at 38 C.
Low Vapour Pressure (LVP) Hydrocarbons or hydrocarbon mixtures in the liquid or quasi-
liquid state with a Reid Vapour Pressure less than 110 kPa
o
absolute at 38 C.
Hot Oil Heat transfer fluid designed specifically for use in thermal
heating systems
Hydrocarbons Consist of gases and liquids associated with the petroleum
industry. Examples: natural gas, condensates, oils, oil

Pressure Relief Valve (PRV) A Safety device that relieves over pressure in a vessel or

Valve (TRV). Purpose is to permit controlled release of
pressure at a prescribed set point for vessels and piping.

Sour / Corrosive Fluids Fluids which contain Hydrogen Sulphide (H2S) or Carbon
Dioxide (CO2) and any other corrosive contaminates
Sour Service Natural Gas (SSHV) Sour service refers to a service in which combinations of the
Hydrogen Sulphide (H2S) content in the gas phase of the
pipeline substance and the Maximum Operating Pressure
(MOP) of the pipeline exceed that specified in the Canadian
Standard Association (CSA) Standard CSA Z662: Oil and Gas
Pipeline Systems.
Sweet Hydrocarbon Vapour (SHV) Natural gas
5.1 Pressure
5.1.1 Design Pressure
5.1.1.1 The designated Design Pressure of any piping system shall be at least 10% or 175kPa
(whichever is greater) more than the maximum operating pressure of the system.
The Design Pressure should not be less than that of any connected equipment.
5.1.1.2 The design pressure for lines containing liquefied gases (propane, butane, and
similar products) shall be at least equal to the full pressure rating of the flange
pressure class that meets the system requirements.
5.1.1.3 Where the designated Design Pressure is less than 350 kPag, the piping system shall
be mechanically capable of containing an internal pressure of at least 350 kPag in
the corroded condition.
5.1.1.4 If piping systems are registered with jurisdictional authorities, only those piping
systems with designated Design Pressures greater than 103.4 kPag and containing
expansible fluids shall be registered. Only the Designated Design Pressures shall be
used for piping registration. The minimum required internal pressure capability of
350 kPag shall not be used a basis for piping registration.
5.1.1.5 All systems operating below atmospheric pressure shall be designed for full vacuum.
5.1.1.6 For centrifugal pump discharge piping, the design pressure shall not be less than the
greatest of the following:
• 1.25 times the rated pump differential plus the maximum operating or relief
pressure at the pump suction;
• 1.1 times rated pump discharge pressure (gauge);
• Normal pump discharge pressure plus 175 kPa;
• Maximum pump discharge or stalling pressure (when known) plus maximum
pump suction pressure.

ESS 3.42 Facility Piping Specifications
5.1.1.7 Pump suction piping - including any valves or other components - shall not be
smaller than the pump suction connection.
5.1.1.8 For centrifugal compressor discharge piping, the design pressure shall not be less
than the greater of the following:
• The sum of the surge differential pressure of the compressor plus the normal
pressure at the compression suction, where the normal compressor suction
pressure is based on the operating pressure of the equipment from which the
compressor is taking suction, or
• The design differential pressure of the compressor plus the maximum pressure
at the compressor suction, where the maximum pressure at the compressor
suction is the design pressure of the suction equipment less the suction line
pressure drop at the maximum design flow rate;
• Where the compressor is equipped with a variable speed drive, the surge
differential pressure and the design differential pressure (as used in the above
clause) shall based on the compressor performance curve for 105% RPM;
• For piping systems exposed to pulsating pressure conditions such as those
associated with reciprocating pumps and compressors, the design pressure shall
be at least 15% or 210 kPa (whichever is greater) more than the expected peak
operating pressure of the system, except that the pressure rating of the piping
system need not exceed that of the connection integral to the compressor or
pump producing the pulsation.
5.1.1.9 Pressure drops and velocities in compressor piping shall not exceed the compressor
manufacturer’s or packager’s recommendations. Where conflicts exist between
pressure drop and velocity criteria, velocity shall generally govern over pressure loss,
subject to this specification.
5.1.1.10 Compressor discharge piping size shall be limited by the more restrictive of a
maximum allowable pressure drop of 20 kPa/100m, maximum velocity of 18 – 24
m/s, or noise control requirements.
5.1.1.11 Automated bypass valves and piping shall be sized for make-up requirements only,
with valve trim size minimised for control purposes.
5.1.1.12 The size of compressor suction piping shall be determined in accordance with the
compressor manufacturer’s recommendations but shall not be smaller than the
compressor inlet connection.
5.1.2 Pipe Pressure Control and Overpressure Protection
5.1.2.1 Pipe pressure control and overpressure protection shall be in accordance with EG
3.6, “Pressure Control and Overpressure Protection”.

5.2.3.2 Unless otherwise supported by calculation and except for relief valve piping, the
minimum mean metal temperature for normal operation shall be considered to be:
5.2.3.3 Unless otherwise supported by calculation, the minimum design temperature for
relief valve discharge piping shall not be warmer than either -29°C or the minimum
design temperature of the relief valve inlet piping, whichever is less.
5.2.3.4 Where piping will be hydrotested outdoors, the minimum design temperature shall
be selected with consideration to the potential ambient temperature range at the
time of hydrotest. The minimum design temperature for such piping should not be
warmer than -29°C.

5.6.2 Actual pipe wall thickness and component ratings utilized shall be based on calculations
by the Engineer in accordance with this specification and the governing design code or
standard to accommodate the loads. Wall thickness calculations shall include provision
for joint efficiency, corrosion allowance, threading or groove allowances, any other
applicable mechanical allowances, and temperature de-rating. Manufacturing tolerance
shall be included when required by the governing design code or standard.
5.6.3 The calculated required wall thickness for stainless steel tubing manufactured to ASTM
A269 shall include allowance for manufacturing tolerances for wall thicknesses in excess
of 0.083”.
5.7 Bends
5.7.1 Induction Bends
5.7.1.1 Induction bends should be manufactured as per the Pembina Engineering Standard
Specification “ESS 2.28 Induction Bends from Steel Pipe”.
5.7.2 Shop Pipe Bends
5.7.2.1 Shop pipe bends are to have a centerline radius of 15D or larger, where D is the
nominal pipe size of the pipe prior to bending.
5.7.3 Field Pipe Bends
5.7.3.1 Field pipe bends are to have a centerline radius of 20D or larger, where D is the
nominal pipe size of the pipe prior to bending.
5.7.4 Hot Pipe Bends
5.7.4.1 Hot pipe bends are to have a centerline radius of 5D or larger, where D is the
nominal pipe size of the pipe prior to bending.
5.7.4.2 Note: If pigging is required, check minimum radius required for pigging before
choosing radius of bend.

5.8.2.2 Where possible, directional changes in flow shall be minimized on both suction and
discharge piping for reciprocating pumps. Any necessary turns should be
accomplished with long radius or sweep elbows.
5.8.2.3 Suction piping diameter for reciprocating pump should be at least one pipe size
larger than the suction connection of the pump with the use of an eccentric type
reducer at the pump connection with the flat side up.
5.8.2.4 Pump suction piping, including any valves or other components, shall not be smaller
than the pump suction connection.
5.8.2.5 For positive displacement pumps the upstream piping shall be one pipe diameter
larger than the pump suction connection.
5.8.2.6 The Engineer shall investigate the potential for piping pulsation adjacent to
reciprocating pumps. Consideration shall be given to the use of in-line stabilizers
and dampeners. In the event that in-line stabilizers and dampeners are not required
at the anticipated initial operating conditions, sufficient space shall be left in the
piping for the addition of in-line stabilizers and dampeners in the event that
operating conditions change in the future.
5.8.2.7 A minimum straight pipe length of 5 pipe diameters shall be used upstream and 10
pipe diameters shall be used downstream of all pumps.
5.8.2.8 For pump suction piping, Net Positive Suction Head Available (NPSHA) should be at
least 25% greater than Net Positive Suction Head Required (NPSHR). Subject to
Corporation approval, NPSHA values less than 25% greater than NPSHR may be
acceptable. NPSHA values equal to or less than NPSHR are not acceptable. NPSHA
calculations for reciprocating pumps shall include acceleration head loss, without
credit for any suction stabilization devices on the pump inlet.
5.8.2.9 Pump suction piping pressure drop shall also satisfy the following criteria:
ΔP ≤ 0.005*ρ
Where: ΔP = pressure drop in kPa/100m
ρ = fluid density in kg/m3
5.8.2.10 Flowing pressure loss in pump suction and discharge piping should not exceed the

5.8.2.11 Velocities for pump piping should not exceed the values listed below; pump
discharge velocities should generally not exceed 3 times the suction velocity for light
hydrocarbons and water.

5.8.3.2 The recommended minimum velocity for liquid lines is 0.9 m/s, except for gravity
flow or pump suction. Actual minimum velocities shall be adjusted based on fluid
viscosity, fluid density, particle size, and particle density to prevent or minimize
solids deposition and corrosion.
5.8.3.3 Recommended general velocities for single phase liquid lines are listed below.
5.8.3.4 The maximum liquid velocity in piping transporting liquid from one pressure vessel
to another via pressure differential shall not exceed 4 m/s.
5.8.3.5 The design velocities for corrosive liquids including sour water, sour glycols, amine
and caustic in internally bare steel lines, shall be selected to mitigate excessive
corrosion and/or erosion.
5.8.4 Reciprocating Compressor Piping
5.8.4.1 Pressure drops and velocities in compressor piping shall not exceed the maximum
set out below. Where conflicts exist between pressure drop and velocity criteria,
velocity shall generally govern over pressure loss, subject to the compressor
manufacturer’s or packager’s recommendations.

5.8.4.2 Compressor discharge piping size shall be limited by the more restrictive of a

5.10.8 Piping shall not generally be supported from other piping except that piping 60mm (2
NPS) and smaller may be supported or suspended from piping 168mm (6 NPS) and
larger provided:
• Provision of independent supports is impractical (as judged by the Manager, Technical
Services) or would impair operational or routine maintenance access to equipment,
valves or controls
• Provisions have been made for differential expansion or deflection and the loads
imposed by the supported piping
• Neither the smaller nor larger piping is in cyclic, vibrating, or pulsating service
• Support spacing shall limit pipe sag or deflection to the lesser of:
• 12.7 mm between supports, or
• That required to ensure drainage, or
• That required to prevent combined stresses in excess of allowable stress levels
5.10.9 Table 5.10.2 may be used as a general guideline for maximum un-supported pipe span.
The listed span values correspond to straight run pipe with more than two supports
between endpoints. For other piping configurations, approximate allowable spans may

5.10.10 Pipe spans shall be adjusted as necessary to accommodate any additional weight
loads including but not limited to insulation, valves, meters, controls, or external loads
such as seismic or wind loads.
5.10.11 Spacing for pipe supports carrying multiple pipe lines shall be a maximum of
6000 mm.
5.10.12 Weight calculations for piping containing gas or vapour under normal operating
conditions shall take into consideration the weight of liquid under hydrostatic test
conditions
5.10.13 Tubing support spacing for straight run tubing shall be no greater than 1300mm
for 1/4” tubing, 1600mm for 3/8” tubing, and 1900mm for 1/2” tubing. Maximum
support spacing shall be reduced by a factor of 0.65 for any tubing runs other than
straight runs. Support spacing shall be adjusted to support the weight, operation, or in-
situ maintenance of any valves or controls installed in the tubing run.
5.10.14 Tubing shall not be supported directly on or from conduit or ladders.
5.10.15 Dead legs in piping are not accepted.
5.10.16 If corrugated or bellows type expansion joints are used, anchors and guides shall
be designed and located to force expansion movement into the joint, and designed to
withstand a force equal to 150% of the force determined from the flexibility analysis,
including any coincident pressure or weight loads.

5.10.17 Dummy pipe supports may be utilized for butt welded carbon steel piping not
subject to vibration or pulsation. All vertical dummy pipe supports – and any capped
horizontal dummy supports - shall be provided with 6mm diameter telltale holes.
Dimensional limitations for Dummy Supports are as follows:
5.10.18 Horizontal dummy supports shall extend a minimum of 250mm past the
centerline of their support point. Maximum length noted above for horizontal supports
is the distance from supported piping to the support point. If Dummy Leg length is
greater than 1800mm, minimum size for the Dummy Leg shall be line size. Dummy Leg
wall thickness shall be based on supported loads but shall be no less than
Schedule/Extra Heavy.
5.10.19 Pipe supports shall be designed for un-insulated metallic piping to rest directly
on the support, except that sliding supports / shoes shall be provided where excessive
wear due to thermal movement may occur, or where corrosion may occur at a support
due to condensation forming on the piping.
5.10.20 Pipe support shoes shall be provided for insulated, lined, or clad metallic piping,
and all non-metallic piping.
5.10.21 All clamped pipe shoes shall be designed to ensure resultant reactions & bearing
stresses are within allowable stress limits.
5.10.22 Structural welding on pressure piping is not permitted.
5.10.23 If the piping system is subject to shock loads, hangar designs shall include
provisions for shock absorbing devices.
5.10.24 Hangar rods shall be subject to tensile loading only; where lateral loads or axial
movement is anticipated, linkage shall be provided to permit hangar to swing.
5.10.25 Hangars shall be designed so that hangars cannot be disengaged by pipe
movement.
5.10.26 Control valve stations subject to vibration shall not be supported by hangars or
jacks. There shall be rigid supports at each end of such control valve stations.

5.12.2 Every pipe containing a flow meter shall be provided with two sample connections and
shall provide samples from the middle of the main run of pipe. Sample connections shall
be suitable for use of an insertion probe or quill.
5.12.3 In situations where the pressure is not easily reduced (e.g. pipelines) double valve
sample connections (using a 1” root valve and ½” needle valve for regulation) and are to
be installed such that flow to instruments will not be disrupted during sampling.

5.16.5 Below grade pressure piping shall have a minimum depth of cover of 1.8 m in high traffic
areas and 1.2 m in low traffic areas.
5.16.6 Below grade drain non-pressure piping shall have a minimum depth of cover of 0.5 m.
5.16.7 Hex head bushings are not permitted for a change of one NPS size. Swages shall be used
for a change of one NPS size and are preferred for changes of more than one NPS size.
5.16.8 All Pembina facility piping systems shall be electrically isolated (for cathodic protection)
from pipelines and from third party piping systems. As well, where feasible, buried
sumps and pipe supports shall be electrically isolated from piping.
5.16.9 Check valves shall be installed downstream of pumps in a manner to prevent backwards
flow through the pump. Piping to be configured to allow check valves to be isolated by
pump isolation valves. Check valves shall adhere to the guidelines for check valves
outlined in Table 5.20.1 Recommended Valves Table.
5.16.10 Permanent in-line strainers shall be installed on the inlet piping to all meters.
Strainers shall be utilized on the suction piping of all pumps.
5.16.11 Welds for threadolet and/or sockolet fittings shall be a minimum of 150 mm
from center of adjacent girth welds.
5.16.12 Threadolets and sockolets on pipe NPS 4 and smaller shall be separated by a
minimum of 150mm along the pipe axis. Threadolets and sockolets on NPS 6 pipe may
be separated by less than 150 mm along the pipe axis provided they are 180° apart.
Threadolets and sockolets on NPS 8 and larger pipe may be separated by less than
150mm along the pipe axis provided they are 90° or more apart.
5.16.13 Structural welding on pressure piping is not permitted.
5.16.14 Sufficient plain pipe spacers (pipe pups) shall be provided in all piping runs to
allow for future modification to the piping. These modifications may include changes in
equipment dimensions and valve and other piping component dimensions.
5.16.15 The installation of O’lets on fittings is not permitted unless approved by
Manager, Technical Services.
5.16.16 The use of unregistered fittings (this includes field fabricated wyes or laterals) is
not permitted. All fittings used must have a Canadian Registration Number (CRN) valid
in the province where the fittings will be installed and must be approved for the
intended service.
5.16.17 The use of crosses is permitted where there is insufficient room for two tees, but
piping containing a cross must be stress analyzed.
5.16.18 Short radius elbows shall generally not be used. An exception is made for
replacement of existing short radius elbows or cases where a piping modification can
only be made economically by the use of short radius elbows.

5.16.19 Piping design shall consider stud and nut removal from flange connections and
nozzle connections (i.e. flanges shall be installed to allow complete removal of studs,
from either side.
5.16.20 For above-ground piping, minimum pipe size shall be 27mm except that:
• For vibrating, pulsating, or cyclic services, the minimum pipe size shall be 33 mm;
• For underground piping, minimum pipe size shall be 48 mm for metallic piping and 60
mm for non-metallic piping.
5.16.21 The minimum pipe size for extended process and utility piping runs in pipe-racks
shall be 60mm.
5.16.22 Metallic piping 60mm and larger shall generally be of butt welded construction.
5.16.23 Piping design shall include the following minimum corrosion allowances unless
otherwise required by service conditions or specified by Pembina.
5.18.2 NDE testing shall be performed in accordance with applicable CSA & ASME codes.
5.20 Valves
5.20.1 All valves shall be in accordance with Pembina’s Engineering Specifications “ESS 3.35
Gate Valves”, and “ESS 3.37 Ball Valves”.
5.20.2 All liquid service valves shall be ported for liquid service.
5.20.3 In no case shall a block valve that is commissioned into service and is open to
atmosphere be left open without a blind flange or threaded seal plug.
5.20.4 Block valves used to isolate workers from pipeline pressure shall be double block and
bleed valves as per Alberta OH&S requirements (two independent seals against
upstream pressure).
5.20.5 Main pig trap valve, pig trap kicker (side) valve, and pig trap bypass valve shall be double
block and bleed valves as per Alberta OH&S requirements (two independent seals
against upstream pressure).
5.20.6 Block valve located between the meter prover connections is to be double block and
bleed as per the API definition (seals against upstream or downstream pressure).
5.20.7 NPT valves in drain systems shall be full port.
5.20.8 Drain valves in the vertical position shall be installed with the handle horizontal in the
closed position; and up in the open position.

5.22 Tubing
5.22.1 Instrument, pump and equipment tubing shall be annealed seamless tubing ASTM A269
stainless steel grade 316. Wall thickness for tubing shall be as described in Piping
Material Tables. Material hardness shall be Rb80 or less. Tubing shall be free of

scratches and suitable for bending and flaring. Tubing with visible scratches, particularly
in the ferrule sealing surfaces, shall be rejected.
5.22.2 Fittings shall be type 316 stainless steel “Swagelok” fittings.
5.22.3 When using tubing with outside diameter greater than ½”, a hydraulic swaging unit and
a bender (either bench-top or electric) should be used to ensure the proper fitting seal
and correct radius bends are achieved. Refer to manufacturer’s specifications and
guidelines for correct installation.
5.22.4 Instrument tubing shall include all tubing to static instrumentation, including but not
limited to; pressure transmitters, gauges, instruments, meters, regulators, and similar
services. For applications where flowing product is to samplers and chromatographs,
tubing sizes shall be limited to 3 mm (1/4”) through 12.7 mm (1/2”) O.D.
5.22.5 Tubing shall be supported throughout its length in raceways, channel ducts, metal trays,
and/or structural steel angles, with no unsupported length greater than 1000 mm. All
instrument valves should be restrained and supported to ensure that the operation of a
valve does not transmit stress to the tubing & fittings.
5.22.6 To determine tightness of nuts on ferrules, gap inspection gauges shall be used, were
practical. In lieu of gauges, when installing the tubing into a Swagelok fitting, make sure
the tubing rests firmly on the shoulder of the fitting and the nut is hand tight. While
holding the fitting body steady with a back-up wrench, tighten the nut to Swagelok
specifications.
5.22.7 Changes in direction of tubing shall be made with bends wherever practical. No bends
are permitted within 1.25 tubing diameters of tubing fitting nut.
5.22.8 Coupled joints in runs shall be kept to a minimum.
5.22.9 The numbers of fittings used shall be kept to a practical minimum. Dead legs shall not
be permitted unless required for future expansion within 12 months from initial in-
service date.
5.22.10 Tubing sizes shall be specified using imperial dimensions.
5.22.11 Tubing smaller than 1/4” OD shall not be used.
5.22.12 1/4” OD tubing is permissible only for individual supply or control signal lines to
pneumatic instruments, and shall not be used in services susceptible to fouling.
5.22.13 Tubing larger than 1/4” OD may be used in lieu of pipe for auxiliary services
(hydraulics, lube oil, seal oil, coolants) and chemical injection.
5.22.14 Tubing used for instrument vents or drains, sampling lines, and Instrument
sensing, control, or supply lines shall be no larger than 1/2” OD. Piping shall be used if
larger tubing sizes are required for these services.

5.22.15 Subject to Corporation approval, tubing may be used in lieu of pipe where
minimum flow velocity or fluid service requirements render minimum allowable pipe
sizes un-useable or impractical.
5.22.16 Tubing shall not be used for drain, vent, supply or distribution headers.
5.23 Bolting
5.23.1 Only studs and nuts of the correct material and grade shall be used. Each stud bolt and
nut shall be legibly stamped with its ASTM material grade.
5.23.2 Studs shall be ¼” longer than shown in standard tables for stud length and shall be
threaded for the full length.
5.23.3 Only bolting and nuts that comply with ASME B16.5 shall be used to joint flanges. No
structural bolting is allowed.
5.23.4 Gasket seating, target, and maximum torque values shall be determined and
documented for the following bolted joints:
• Joints with 1” and larger studs where the joint is either exposed to temperatures greater
than 350°C, or is in temperature-cyclic service, or is a joint that has not been pressure
tested that is connected to rotating equipment or heat exchangers;
• Joints with stud size larger than 22mm (1-1/4”) in piping rated higher than ASME 150
Class; such joints include the following flanged connections:

• The gasket manufacturer’s recommendations for minimum and maximum gasket

• Where the bolted joint is at the connection to components or equipment, the
component or equipment manufacturer’s recommendations for stress or torque values

6.1 General
6.1.1 The Company shall be notified five working days in advance of fabrication start and two
days in advance of welding, heat treatment, welding procedure qualification,
hydrostatic testing and final inspection.
6.1.2 The Supplier shall bear full responsibility for the conformity of its supply to all
requirements of this specification. The Supplier shall, for this purpose, take all necessary
measures, making use of suitable means, devices and qualified personnel, enabling him
to ensure permanent and effective control at each stage of manufacture.
6.2 Inspection
6.2.1 The Supplier shops shall make copies of their Quality Assurance program available for
the Company’s review.
6.2.2 The Supplier shall make all quality assurance data, material and test certificates and
procedures and qualification records, radiographs and all other documentation required
for inspection. The Supplier shall provide free access to the work being inspected.
6.2.3 All internal parts shall be suitably supported or braced for transportation. Loose parts
shall be packed and tagged to avoid loss during shipping and storage.
6.2.4 All flanged connections shall have covers installed for shipping. All threaded connections
shall have bar stock plugs installed.
6.2.5 Free access shall be allowed to the Inspector at all times during manufacture and
testing. A suitable working area shall be reserved for him at the end of the production

line or at any other agreed location so that he can carry out his own inspections on the
finished pipes.
6.2.6 The Supplier shall develop a Inspection Test Plan for approval by the Company and shall
carry out all inspections and tests required by this specification.
6.2.7 All inspections carried out by the Supplier during manufacturing shall form the subject
of constantly updated reports. These reports shall be available for consultation by the
Inspector at any time.
6.2.8 If during the main production, more than 5% of the pipes are rejected in any day's
production or re-routed for repairs or re-processing, then the Inspector shall have the
right to ask the Supplier to increase his Quality Control Programmer to an appropriate
level and to maintain it until the causes of defective quality are identified and
eliminated. Where above rate attains 10%, the Inspector may require the main
production to be stopped.
6.2.9 Only pipes fully meeting the requirements of this specification shall be presented to the
Inspector for final acceptance.
6.2.10 All visual inspection, dimensional inspection and Non-Destructive inspection procedures
shall have prior approval of the inspector Qualification records shall be established by
the Supplier, duly reviewed and signed by the Inspector and filed in the final
documentation turned over by the supplier.
6.2.11 The Company’s appointed inspector might audit any of the following areas at his
discretion:
• suitable methods of marking and segregating the Company’s supplied materials
• welder certification and testing procedures;
• NDE procedures and proposed Sub-contractors;
• hydrostatic testing procedures;
• fabricators QC manual and procedures
6.2.12 The inspectors shall have full access to all relevant documents and activities during the
Fabricator's working hours. The Supplier shall provide three days notice prior to testing,
to allow client sufficient time to schedule witness testing activities. Inspector to provide
shipping release upon satisfactory completion of all deficiencies prior to shipping.
6.3 Tests
6.3.1 Non-destructive examination requirements and acceptance criteria shall be as required
by Code and the Company’s specifications.
6.3.2 All pressure piping shall be hydrotested per ASME B31.3. A pressure and temperature
recorder shall be used on all hydrotests that are not witnessed by the assigned
inspector. The pressure and temperature recorder must be checked and certified by a
competent instrument company one week prior to its use.

6.3.3 All hydrostatic tests shall be held for at least one hour per inch of shelf thickness (one
hour minimum). After completion of successful hydrotest vessels shall be thoroughly
cleaned and dried. Pneumatic testing shall not be permitted.
6.3.4 Hydrostatic testing of vessels to ASME Section VIII Div 1 and Section 1 (latest editions)
and Alberta Boilers Safety Association requirements.
7.1 General
7.1.1 The Supplier shall prepare modules for shipment as follows:
• Complete all instructions shown on structural, piping, electrical layouts, piping, electrical
and instrumentation drawings.
• Remove all instruments or internals and protect for shipping purposes.
• Any instruments, light bulbs, pendant fixtures, fire eyes, gas heads, or other
components shipped loose shall be suitably crated for shipment and shall be clearly
tagged as to their intended location. All items shipped loose must accompany the
package.
7.1.2 No components shall be shipped loose unless components have been previously
installed on package to ensure correct fit-up and subsequently removed.
7.1.3 The Supplier shall supply and install packing, closures and protective covers for the
protection of installed materials during transportation. This shall include as a minimum
the following items:
• wooden or plastic covers for open flanges, butt-weld valves, and exterior junction
boxes;
• plastic caps on open pipe and tracer ends;
• plugs or caps for threaded ends of pipe and conduit;
• Protection of windows.
7.1.4 Provide temporary blocking, bracing, tie down or other suitable supports for
components which could be damaged during transportation due to their flexible nature.
7.1.5 A final check shall be made prior to transportation to ensure that all structural and flange
bolts are tight.
7.1.6 The Supplier shall load the package onto a truck for shipment and shall ensure it is
adequately supported. Preparation for shipment is the responsibility of the Supplier
c/w itemized list for all ship loose items contained within the package. Off-loading by
Others. The Supplier is to notify the assigned inspector of the shipping time and date.
7.1.7 After the completed package is loaded and prior to it leaving the fabrication yard, it
will be inspected by the Company or its representative.

ESS 3.42 Facility Piping Specifications
8.1 General
8.1.1 For each pipe, the Supplier shall submit for the Company review printed and/or reproducible
copies of design and fabrication documents and subsequent revisions. These documents include
at least the following:
8.1.1.1 The Outline and assembly drawings shall show all design basis and data as listed hereafter:
• Applicable Code including edition and addenda
• Applicable Company specifications
• Maximum Service Pressure (MSP)
• Maximum and minimum Service Temperatures (MST and mST)
• Design pressure(s)
• Design temperature(s)
• Other loadings
• Corrosion allowance
• Joint efficiency
• Insulation
• Materials specifications
• Post Weld Heat Treatment (PWHT)
• Hydrostatic test pressure
• Lifting weight
• Operating weight
• Hydrostatic test weight.
8.1.1.2 These Welding documents shall include as a minimum:
• Weld map
• Welding Procedures Specifications (WPS)
• Procedures Qualification Records (PQR).
8.1.1.3 The Fabrication procedures shall include as a minimum:
• Forming procedures for shell plates and heads
• Post weld heat treatment procedure
• NDT procedures
• Pressure test procedures.
8.1.1.4 Manufacturer data report
• In case of stamped vessels, the Manufacturer data report must be signed by the ASME
• Authorized Inspector and must be issued to the COMPANY during the final testing and
inspection of the vessels
• Tube metal temperature

7. Compression Fittings to be Swagelok. Ferrule and fitting hardness to be greater than tubing
hardness. Thread sealant shall be used on all tubing NPT connections.
9. PWHT required for welded piping wherever weld size or pipe thickness is greater than 19mm
except for socket-welds or seal welds.
10. Piping for Glycol, Amine, and Hot Oil Service, shall be welded except that 33 mm and smaller
threaded piping and branch connections are permitted for instrumentation, sampling, chemical
injection, and maintenance vents and drains.
13. Bore for BW fittings and flanges to match connected pipe schedule.
16. For Orifice Flanges larger than 324 mm, use standard flanges and install pressure taps on pipe
utilizing appropriate branch connections
17. Maximum Hydro-test Pressure is the maximum upper limit for test pressure during testing.
Applicable only for pressure tests conducted below 38 C, and is subject to reduction based on
limitations of any valves, controls, equipment, and/or vessels connected to the piping system during
hydrotest.
18. Minimum Hydro-test Pressure is the minimum pressure threshold for hydro test at 38 C or less
(Refer to ASME B31.3 Para 345.4.2).
19. Greasing or doping of flange seating surfaces is prohibited.
20. Thread sealant shall be used on all NPT connections. Combination use of pipe thread tape and
dope is prohibited.
21. Pipe nipples shall be between 50mm and 150mm in length, and shall be minimum S/XXH in cyclic
or vibrating service. Pipe sections longer than 150mm are not considered pipe nipples.
30. Piping shall be in accordance with Pembina Specifications.
31. Threaded plugs 33mm and smaller to be heavy hex head. Hub flange plugs and 48 mm plugs to be
solid round head. 60mm and larger plugs to be bull plugs.

7. Compression Fittings to be Swagelok. Ferrule and fitting hardness to be greater than tubing
hardness. Thread sealant shall be used on all tubing NPT connections.
9. PWHT is required on welding piping:
a. wherever weld size or pipe thickness is greater than 19mm, or
b. in MEA or rich amine service, or
c. where the maximum operating pressure is greater than 435kpag and either
i. the piping is in vibrating or cyclic service, or
ii. the Weld Procedure Qualification Hardness exceed HV5 248 (weld, HAZ, base metal)
and the H2S partial pressure is greater than 70 kPa, or the H2S content is greater than
5%, or water H2S content is greater than 100 ppm.
PWHT is required on socket-welded piping:
a. wherever weld size is greater than 13mm, or
b. where the maximum operating pressure is greater than 435kpag and either

19. Greasing or doping of flange seating surfaces is prohibited.

32. Strength and leak hydrotest to be conducted with water or water with anti-freeze chemical. Test
durations to be as noted below. Visual Leak Check to be conducted after Strength Test and before
reducing hydrotest pressure below the Minimum Leak Test Pressure. Tests shall be chart recorded.

33. The SMYS of any pipe, flange, or fitting shall not be greater than 485 MPa.
34. The hardness of any pipe, flange, fitting, and tubing or tubing fitting shall not exceed HRC 22
35. All carbon steel components shall meet the requirements of NACE MR0175-ISO 15156-2 for SSC
Region 3.
36. Any stainless steel components shall meet the requirements of NACE MR0175-ISO 15156-3.
37. Carbon steel pipe, flanges, and butt-weld fittings shall meet the sour service material property and
composition requirements of CSA Z245.1 for pipe, CSA Z245.12 for flanges, and CSA Z245.11 for
BW fittings.
38. Any CSA Z245 components shall be marked for sour service in accordance with the applicable
CSA Z245 standard. All other components shall be stamped, marked, labeled, or tagged for sour
service in accordance with NACE MR0175-ISO 15156.
39. Pressure retaining components shall be supplied with MTR’s.
40. Wall thickness was based on SMYS of Gr. 359, design factor of 0.8, location factor of 0.9,
temperature factor of 1.0, joint factor of 1.0 and location class 1.Wall thickness applies to risers and
pig assemblies only.
41. Engineer to confirm wall thickness is adequate based on design conditions, location factor, pipe
grade and regulatory bodies.
