Pedestrian Bridge

• BMA requested staff secure a

consulting firm to conduct a
feasibility study
• Mattern & Craig conducted the
study
• Purpose of the bridge is to connect
downtown to future developments
at Brickyard Park
• Pending future use, the thought was
the project could qualify for a grant
• 25’ floor height, 175’ span
Sterling Project Development - Team
Multipurpose Event Venue
• Number one requested item from the One Kingsport Summit
• Previous downtown studies identified the need for “magnet” projects in
order to draw people to our downtown
• At the request of the BMA, staff secured Sterling Project Development to
conduct a feasibility study
• Goal was to have a multipurpose venue capable of hosting a variety of
sporting events, festivals, concerts, community events, etc.
• Study evaluated private development options (public/private partnership)
around the proposed venue as well as the 25 acres adjacent to the site
• Additional work included geotechnical study, road layout, and preliminary
cost estimates

Leadership Kingsport
• Concept is to create an urban
bike park
• One Kingsport funding has been
earmarked
• Idea to expand the area to
include Cement Hill remains a
possibility
Next steps
• General Shale Site - Recommend further evaluation of the site to include:
• Additional geotechnical analysis
• Continue evaluating venue option (public/private partnerships)
• Passive park
• Residential with park space
• Entire study site residential
• Business park
• Results should provide direction on what is highest and best use of this
property
• Sterling Project Development has submitted a proposal with a fairly
aggressive delivery schedule (Phase 1 in October)
• Study results will be beneficial for Opportunity Zone recruitment
