a

made
in
the
meeting
to
bring
it
to
the
attention
of
management
if
you
know
of
any
thing.
In
an
attempt
I
request
the
readers
to
carefully
read
the
information
presented
in
this

letter.
I

sincere

undivided

the
next

-‐20
minutes

read
through
the
material
that
has
been
put
together
to
bring
to
light
some
harmful
and
alarming
changes
that
has
occurred
in
Collegeboard
in
the
past
couple
of
years.You

employee

Hello Readers
A
few
years
back
Collegeboard
Information/Business
technology
department
went
through
a
full-‐scale
structural
and
organizational
change,
change
is
usually
good
every
so
often
to
promote
and
re-‐focus
priorities.
Employees
at
collegeboard
are
very
integral
to
their
mission
and
looked
forward
to
changes.
As
new
management
resources
came
in
it
became
clear
that
mode
of
operation
had
changed
quite
drastically
from
Collegeboard’s
interest
first
to
personal
interests
first.
There
are
many
reasons
why
I
say
this
and
most
readers
will
agree
when
you
read
this.
This
is
not
something
one
person
individually
feels,
it’s
a
broad
consensus
amongst
many
employees
who
are
true
and
integral
to
the
mission.
Organizational
changes
are
not
any
thing
new
in
corporate
world
and
we
have
seen
many
such
organizational
changes.
The
issue
is
when
such
changes
bring
in
questionable
resources
as
“executive
management
talent”,
it
has
a
large
material
impact
to
the
organization
because
the
vision
and
trend
setters
are
not
true
and
honest
to
the
mission.
The
problem
compounds
to
even
larger
extent
when
such
questionable
resources
at
leadership
positions
are
rested
with
a
huge
responsibility
of
hiring
and
building
teams
to
change
the
future
of
Collegeboard
and
invest
a
tremendous
amount
of
money
in
the
process
of
doing
it.
It’s
a
cascading
effect
when
incompetence
and
dishonesty
hires
more
and
more
of
the
same.
Case in point, the hiring and promoting of Executive director Danny Boice.
This
is
no
personal
attack
on
one
person,
I
want
to
preface
it,
there
are
many
examples
as
such
for
future
references,
it
was
possible
to
put
together
a
comprehensive
undeniable
whistle
blowing
package
for
the
above
mentioned
and
hence
I
want
to
bring
the
following
to
light.
Collegeboard
executive
positions
are
coveted,
industry
recognized
and
well
paid,
requiring
high
degree
of
talent,
education,
merits,
industry
exposure
etc.
It’s
expected
to
hire
veterans
from
industry
considering
the
standards
and
benefits
that
these
jobs
carry.
Here
are
some
facts
about
who
we
hired.

possible
dimensions.
Mr.
Boice
is
currently
engaged
in
multiple
business
ventures
which
are
in
direct
violation
with
Collegeboard
employee
rules
and
regulations
per
employee
handbook.
Being
an
Ex.
Director
with
a
large
budget
and
staff
is
a
demanding
task
and
it’s
absolutely
unclear
how
could
any
one
have
the
time
/
leverage
to
promote
so
many
ventures
parallely
which
is
exactly
what
the
employee
policy
talks
about
not
to
engage
in.
The

of
such
is
not
any
third
party
information
but
social
networking
sites/products/blogs/
owned
operated
by
Mr.Boice
and
partners
and
legal
entities
such
as
VA
State
Corp
Commission
for
the
business
registrations.

Why
do

say
this,
am
I

up,

readers
should
have
gotten
a
clear
understanding
that
im
no
nonsense,
but
a
person
who
does
the
home
work
before

blow

This is direct violation of using Collegeboard provided computer and a Collegeboard email
account and use a desktop screenshot to post on a personal company and advertise,market
for an interest)
Another

is
the
press
news
wire
provided
by
Speek
developers
on
behalf
of
Mr.
Boice.
The
article
clearly
tells
the
story.
Why
does
SPEEK
take
credit
for
the
work
that
Collegeboard
paid
for,
invested
in
and
delivered?
Needless
to
say
it
would
be
interesting
to
find
out
who
paid
for
the
NYC
trip
for
Mr.
Boice
on
Oct
19th
2011
or
the
2010
BAPI
confererence.
If
Mr.Boice
represented
Speek
in
that
conference
(per
their
PR
news
report)
there
should
not
be
any
Collegeboard
expenses
or
materials
used,
a
quick
check
on
concur
will
show
who
was
charged
for
the
trip.
Now
I
hope
you

point
that
there
is
too
much
intermingling
of
multiple
business
interests
and
misuse
of
intellectual
property
of
Collegeboard
to
further
personal
interests.

Online PR News – 17-October-2011 –This Wednesday, October 19th 2011, New York City will play host
to Mashery’s “Business of APIs Conference”. Mashery - the leader in API management, structure, and
strategy - has successfully implemented API technology into Fortune 500 companies including Best Buy,
Netflix, New York Times, and Billboard. With Speek also being a Mashery brand, Founder Danny Boice
(who also serves as Executive Director of New Media) will be in attendance.
The M.I.T. and Harvard graduate has been on the cutting edge of technology over the last 15
years, as an entrepreneur, a technology executive, and as an evangelist for APIs and the “Lean Startup”
methodology. It was just last year, at Mashery’s 2010 “Business of APIs Conference”, that Danny
discussed how he implemented API technology into The College Board, and the rapid results that came
from his ideas and organization. As Danny explained, his work at The College Board was naturally based
on the technology of APIs, because it does “...bring everything together: innovation, inexpensive
immersion of the digital market, [and] digitizing our 100-year old books of content...The content all lives
somewhere digitally, so it’s really a matter of unleashing and freeing that content...and that’s something
that we can build, or someone else can build.”

found
out
from

employees
in

group
is
that
there
are
many
contractors

this
division
who
NOBODY
has
ever
seen,
no
one
has
ever
been
in
contact
with,
no
emails,
no
physical
presence
and
never
been
in
Collegeboard
premises
working,
interacting
with
collegeboard
team
members.

most
important
part
of
this

is
the
connection
and
contracting
practices
carried
out
by
Mr.
Boice
to
hire
contractors
under
BT
Labs
who
mostly
happen
to
be
developers,
partners,
co-‐
founders
of
a
company
that

Now
apart
from
the
financial
and
moral
impact
what
are
the
other
impacts
to
Collegeboard.
There
is
a
culture
of
excess,
corruption,
no
values,
lack
of
ethics
and
larsony
that
permeates
the
organization
due
to
such
leadership
at
the
top.
The
grass
roots
looks
up
to
the
top
and
idolize
and
when
such
activities
are
done
publicly
with
no
such
consequences
,
it
gives
room
for
smaller
violations
to
happen
at
the
grassroots
level,
which
is
only
quite
natural.
I’m
going
to
give
a
few
examples
–
all
these
examples
have
solid
evidence
to
back
each
and
every
one
of
them.
None
of
them
are
made
up,
an
audit
will
clearly
bring
out
every
single
information
represented
below
are
accurate
and
correct.
Again,

not

to
waste
anyone’s

Let’s
take
an
example
of
how
contract
staff
hiring
was
performed
at
Collegeboard,
we
all
know
the
process,
system,
we
float
requirements
and
get
resumes
and
hire
resources
that
fit
budget,
skills
and
needs.
The
last
couple
of
years
this
has
completely
changed.
Every
day
we
see
tons
of
recruiting
company
managers
walking
hallways
and
taking
out
managers
for
lunches.
The
consulting
firm
closely
tied
with
the
resources
above
(Resolvit)
would
top
the
list,
the
cascading
effect
has
caught
up
to
many
middle
level
managers
who
frequent
to
lunch
with
the
2
account
managers
3-‐4
times
a
week.
Furthermore
Resolvit
who
has
a
significant
presence
in
the
organization
where
Mr
Boice
belongs
to
consistently
sponsors
an
employee
happy
hour
every
Thursday
at
the
Reston
Town
Center
in
Reston.
Employees
periodically
get
the
luxury
of
getting
Washginton
Capitals,
Wash
Wizards
Floor
level
tickets
which
are
about
$500
a
piece
from
vendors
and
they
regularly
use,
such
events
have
been
witnessed
by
fellow
staff
and
also
has
been
admitted
in
many
occassions.
Employees
and
Senior
Management
also
received
200
dollar
gift
cards
from
MORTON
steak
house
from
the
account
manager
(
Lindsay
)
which
is
yet
another
violation
of
Collegeboard
gift
policy
(
it
states
100$
maximum
for
vendor
gifts
which
is
generous
compared
to
Fed
Govt
at
25$).

Another creative way to trick the system is around the travel /expense budget.
Example 2 -‐ Financial fraud on expense reporting and travel accounting
There
are
many
occurrences
of
employees
in
the
organizations
mentioned
above
follow
a
creative
way
of
mismanaging
money
under
expense
reports.
Employees
make
travel
plans,
usually
they
travel
on
a
Friday
and
stay
over
the
weekend.
This
was
monitored
and
reported
up
the
chain
by
project
managers
who
were
hit
on
their
budget
but
no
actions
were
taken,
Also,
when
making
travel
arrangements
for
flights
or
trains
or
any
reservations
the
one
creative
way
used
is
to
book
a
ticket
or
a
reservation
at
a
higher
price
and
use
that
for
receipts
and
expenses
and
then
book
a
lower
price
or
a
different
travel
option
like
a
bus
and
pocket
the
cancelled
ticket
cost.
This
is
has
been
happening
in
many
Reston/Nyc
travel
,
if
you
examine
the
travel
budget
it
would
be
very
evident,
take
a
few
random
travel
samples
and
compare
them
to
the
actual
travel
record
in
amtrak
or
any
other
service
provider
will
show
the
evidence.
It
can
even
be
compared
to
the
credit
card
statements
of
the
individuals
as
it
will
provide
a
credit
back
in
the
following
months.
This
information
was
collected
by
fellow
employees
bold
enough
to
boast
about
this
practice
in
public.
Again
a
quick
audit
will
reveal
this
fact.
The
third
mismanagement
I
would
like
to
bring
up
is
sending
contract
and
full
time
resources
on
conferences
and
training
at
tremendous
costs
to
Collegeboard.
I
want
to
quote
the
infamous
trip
of
a
couple
of
resources
from
this
organization
to
Reykjavik,
Iceland.
The
trip
was
a
collosal
cover
up,
at
the
end
of
the
day;
Collegeboard
incurred
billable
time
and/or
travel
expense
for
this
trip
which
was
explained
as
a
discovery
of
Agile
in
action.
What
strikes
me
is,
are
there
not
any
agile
training
or
agile
in
practice
in
the
east
coast
that
we
find
in
Reykjavik.
Most
importantly
one
of
the
resources
was
a
Scrum
master
contractor
and
if
you
hire
a
staff
augmentation
resource
who
is
an
expert
in
the
field
(which
is
the
primary
objective
of
staff
augmentation)
why
send
the
resource
to
Iceland?
Consistenly
resources
in
this
team
also
attend
conferences
and
seminars
and
site
visits
across
the
country
that
brings
no
value
back
to
the
Collegeboard,
no
information
is
shared
nor
is
any
output
of
the
trips
produced/shared
with
the
rest
of
the
organization.
Example 4 – Cascading effect of Compromised Quality in Hiring of resources
Another
impact
to
the
broader
system
is
to
hire
non-‐conforming
and
unqualified
resources
to
key
positions
by
virtue
of
prior
relationships
in
outside
firms
or
“employee
buddy”
effect.
To
give
an
example,
this
group
hired
an
Attorney
of
practice
as
a
WEB
Architect.
How
was
the
qualifications
of
being
a
Collegeboard
Technology
architect
met
by
an
attorney
at
law
is
not
known.
There
are
other
resources
who
have
never
had
a
real
job
in
any
reputed
organization
before
getting
hired
in
Collegeboard,
they
were
mostly
free
lancers,
never
worked
in
a
corporate
environment,
no
formal
knowledge
of
an
enterprise
but
have
been
hired
in
senior
positions
and
their
public
profiles
stands
testimony
to
this.
Plus
the
interesting
part
is
each
one
has
their
side
consulting
outfit
and
they
do
UI
design
consulting
work
for
companies
outside
during
College
Board
time.
This
happens
every
day.
When
the
top
management
misrepresents
skills,
education
credentials
the
trickle
down
effect
is
hiring
more
of
the
same
and
that’s
exactly
what
is
happening.
More time is spent on furthering personal interests than Collegeboard’s.
The
focus
is
lost,
the
synergy
is
stolen,
the
optimism
is
out,
and
the
energy
has
evaporated.
Why,
very
simple,
when
you
see
incompetence
and
larsony
being
rewarded
and
integrity
and
honesty
and
sincerity
being
left
in
the
dust
….the
zeal
and
enthusiasm
among
the
true
long
timers
is
just
suctioned
out.
This
news
letter
is
an
attempt
to
create
awareness.
I
have
compiled
a
lot
of
information
that

book,
I
took
a
sliver
of
that
and
created
a
news
letter
to
create
awareness.
Before
closing
out
I
request
the
readers
some
actions
on
the
information
presented
to
you
thus
far
if
you
feel
you
have
to
do
justice
to
the
effort
that
has
gone
behind
this.
This
is
not
a
character
assassination
of
any
individual
or
person;
this
is
an
attempt
to
bring
the
systemic
problem
to
light.
This
is
a
consensus
amongst
vast
majority
of
the
employees
who
feel
the
company
is
being
WRONGED
here
and
there
is
not
a
single
voice
to
call
this
out.
If
you
conduct
an
employee
survey
today
on
this
topic
I
can
gurantee
you
there
will
be
an
overwhelming
voice
that
will
acknowledge
support
the
information
in
the
news
letter
without
a
shot
of
doubt.
o Analyze
the
facts
outlined
in
this
letter,almost
all
of
it
is
public
information,
if
you
feel
this
is
purely
a
personal
attack/rant/
act
of
jealous
,
then
discard
the
note
mark
spam
and
delete
email
and
move
on.

the
facts
warrant
action,
please
talk
to
your
peers,
your
bosses,
your
sub-‐ordinates
as
to
why
this
is
happening
in
Collegeboard

responsibility
as
an

such

the

actions.
I
made
an
attempt
to
bring
some
of
the
issues
confronting
the
conscience
of
many
employees
in
recent
months,
I
sincerely
hope
that
it
provides
an
insight
and
raises
the
awareness
amongst
every
body
and
once
it
does,
changes
will
happen.
