Subject:  Collegeboard  ethics  news  letter-‐  First  attempt  to  create  awareness.

Hello  Readers

Recently  in  the  Collegeboard  BT  Leadership  meeting  there  were  several  topics  discussed
including  the  top  5  challenges  that  raises  concern  to  you  as  an  employee.  One  of  the  focus
groups  brought  up  the  fact  there  has  been  some  unethical  activities  being  conducted.    There
was  a  broad  request  made  in  the  meeting  to  bring  it  to  the  attention  of  management  if  you
know  of  any  thing.

In  an  attempt  I  request  the  readers  to  carefully  read  the  information  presented  in  this  news
letter.

I  request  your  sincere  and  undivided  attention  for  the  next  15  -‐20  minutes  to  read  through  the
material  that  has  been  put  together  to  bring  to  light  some  harmful  and  alarming  changes  that
has  occurred  in  Collegeboard  in  the  past  couple  of  years. You  as  a  reader  and  a  Collegeboard
employee  is  trusted  and  expected  to  carry  a  moral  responsibility  to  act  upon  the  information
provided  in  this  letter;  this  is  no  spam/scam  or  a  hate  intended  in  this  email.

Just  pure  and  straight  facts.

Please  read  through  the  attachment.

Hello  Readers

A  few  years  back  Collegeboard  Information/Business  technology  department  went  through  a  full-‐scale
structural  and  organizational  change,  change  is  usually  good  every  so  often  to  promote  and  re-‐focus
priorities.  Employees  at  collegeboard  are  very  integral  to  their  mission  and  looked  forward  to  changes.
As  new  management  resources  came  in  it  became  clear  that  mode  of  operation  had  changed  quite
drastically  from  Collegeboard’s  interest  first  to  personal  interests  first.

There  are  many  reasons  why  I  say  this  and  most  readers  will  agree  when  you  read  this.  This  is  not
something  one  person  individually  feels,  it’s  a  broad  consensus  amongst  many  employees  who  are
true  and  integral  to  the  mission.

Organizational  changes  are  not  any  thing  new  in  corporate  world  and  we  have  seen  many  such
organizational  changes.  The  issue  is  when  such  changes  bring  in  questionable  resources  as  “executive
management  talent”,  it  has  a  large  material  impact  to  the  organization  because  the  vision  and  trend
setters  are  not  true  and  honest  to  the  mission.    The  problem  compounds  to  even  larger  extent  when
such  questionable  resources  at  leadership  positions  are  rested  with  a  huge  responsibility  of  hiring  and
building  teams  to  change  the  future  of  Collegeboard  and  invest  a  tremendous  amount  of  money  in  the
process  of  doing  it.    It’s  a  cascading  effect  when  incompetence  and  dishonesty  hires  more  and  more  of
the  same.

Case  in  point,  the  hiring  and  promoting  of  Executive  director  Danny  Boice.

This  is  no  personal  attack  on  one  person,  I  want  to  preface  it,  there  are  many  examples  as  such  for
future  references,  it  was  possible  to  put  together  a  comprehensive  undeniable  whistle  blowing  package
for  the  above  mentioned  and  hence  I  want  to  bring  the  following  to  light.

Collegeboard  executive  positions  are  coveted,  industry  recognized  and  well  paid,  requiring  high  degree
of  talent,  education,  merits,  industry  exposure  etc.    It’s  expected  to  hire  veterans  from  industry
considering  the  standards  and  benefits  that  these  jobs  carry.  Here  are  some  facts  about  who  we  hired.

Quick  Scan  about  Mr.Boice  in  the  public  and  social  web  where  he  is  very  active  on  an  hourly  basis  ….

Sample  tweets  to  the  world  from  Mr.Boice  –

This  is  in  no  way  a  character  attack,  its  more  material  and  factual  and  how  it  conflicts  to  the
employment  policy  at  the  board.    Following  is  the  summary  of  facts  with  evidences  as  an  example  of
how  one  such  mismanaged  hiring  has  impacted  Collegeboard  in  all  possible  dimensions.

1. Misrepresentation  and  Lying  of  Credentials

Mr.  Boice  lied  in  the  job  application  and  probably  in  most  public  forums  about  a  Ivy  league
Harvard/MIT  college  degree  –  He  has  never  attained  a  college  degree.  It’s  very  ironic  we  entrust  a
multi  million  dollar  program  called  College  Planning  with  a  resource  who  has  never  obtained  a
college  degree  –  Lying  in  a  Job/employment  application  construes  –  misreprensetation  /  fraud.  In
fact  a  quick  research  on  the  various  public  sources  reveals  Mr.Boice  has  graduated  DeMatha
Catholic  High  School  in  1997.    There  are  no  education  records  beyond  that  point.

2. Conducting  Multiple  Business  ventures  while  being  employed  in  Collegeboard  as  a  FTE  employee

Mr.  Boice  is  currently  engaged  in  multiple  business  ventures  which  are  in  direct  violation  with
Collegeboard  employee  rules  and  regulations  per  employee  handbook.  Being  an  Ex.  Director  with  a
large  budget  and  staff  is  a  demanding  task  and  it’s  absolutely  unclear  how  could  any  one  have  the

time  /  leverage  to  promote  so  many  ventures  parallely  which  is  exactly  what  the  employee  policy
talks  about  not  to  engage  in.

The  proof  of  such  is  not  any  third  party  information  but  social  networking  sites/products/blogs/
owned  operated  by  Mr.Boice  and  partners    and  legal  entities  such  as  VA  State  Corp  Commission  for
the  business  registrations.

One  sample  summary  compiled  by  Mr.  Boice  is  listed  below.

http://www.zoominfo.com/#!search/profile/person?personId=158284595&targetid=profile  –

Few  examples  of  current  and  past  business  ventures  :

The  first  company  that  I  could  pull  information  about  is  Communiclique  Inc  –  a  Screen  snapshot
from  Virginia.gov  shows  the  Directors  of  this  company  (this  is  important  information  for  more
details    to  follow).  Please  note  the  individual  Mr.  Andy  Powers  who  is  the    “business  partner”  of
Mr.Boice  for  more  future  reading).    The  below  list  is  just  a  sample  of  the  “possible  holdings”.

The  most  important  and  notable  venture  that  has  created  most  of  the  conflicts  of  interest  is  the
association  of  Mr.  Boice  and  Collegeboard  resources  with  Speek.    As  you  read  below  the
connection  would  become  very  clear.

Twitter  Pages  about  work  being  done  in  SPEEK  –  where  Mr.Boice  is  the  CEO

Facebook  profile  updated  –  DEC  2011  –  speaks  about  all  the  personal  business  ventures  involved  in  ….

3. Commingling  Collegeboard  interests  and  property  and  personal  business  ventures

Mr  Boice  has  a  unique  capability  of  taking  credit  for  Collegeboard  developed  assets  and  show  case
as  its  personal  display  of  products,  this  is  in  direct  violation  of  using  collegeboard  resources,  assets,
information,  time  ,  access  to  vendors/  technologies  and  using  it  for  personal  use.

Why  do  I  say  this,  am  I  making  this  up,  by  now,  readers  should  have  gotten  a  clear  understanding
that  im    no  nonsense,  but  a    person  who  does  the  home  work  before  I  blow  a  whistle.

Please  see  below  –  an  extract  from  developer.speek.com  –

(WATCH THE IMAGE that’s posted on developer.speek.com which is on public display

currently ( atleast for now before it would be taken down after this letter) – carefully, it is a
screenshot from a collegeboard desktop which has Vice President’s Names, folder names
of CB products etc.)

This is direct violation of using Collegeboard provided computer and a Collegeboard email
account and use a desktop screenshot to post on a personal company and advertise, market
for an interest)

Another  example  is  the  press  news  wire  provided  by  Speek  developers  on  behalf  of  Mr.  Boice.  The
article  clearly  tells  the  story.  Why  does  SPEEK  take  credit  for  the  work  that  Collegeboard  paid  for,
invested  in  and  delivered?  Needless  to  say  it  would  be  interesting  to  find  out  who  paid  for  the  NYC  trip
for  Mr.  Boice  on  Oct  19th  2011  or  the  2010  BAPI  confererence.  If  Mr.Boice  represented  Speek  in  that
conference  (per  their  PR  news  report)  there  should  not  be  any  Collegeboard  expenses  or  materials  used,
a  quick  check  on  concur  will  show  who  was  charged  for  the  trip.  Now  I  hope  you  get  my  point  that  there
is  too  much  intermingling  of  multiple  business  interests  and  misuse  of  intellectual  property  of
Collegeboard  to  further  personal  interests.

Quick  excerpt  again  showing  how  education  is  repeatedly  misrepresented.

Online PR News – 17-October-2011 –This Wednesday, October 19th 2011, New York City will play host
to Mashery’s “Business of APIs Conference”. Mashery - the leader in API management, structure, and
strategy - has successfully implemented API technology into Fortune 500 companies including Best Buy,
Netflix, New York Times, and Billboard. With Speek also being a Mashery brand, Founder Danny Boice
(who also serves as Executive Director of New Media) will be in attendance.

The M.I.T. and Harvard graduate has been on the cutting edge of technology over the last 15
years, as an entrepreneur, a technology executive, and as an evangelist for APIs and the “Lean Startup”
methodology. It was just last year, at Mashery’s 2010 “Business of APIs Conference”, that Danny
discussed how he implemented API technology into The College Board, and the rapid results that came
from his ideas and organization. As Danny explained, his work at The College Board was naturally based
on the technology of APIs, because it does “...bring everything together: innovation, inexpensive
immersion of the digital market, [and] digitizing our 100-year old books of content...The content all lives
somewhere digitally, so it’s really a matter of unleashing and freeing that content...and that’s something
that we can build, or someone else can build.”

Time  Check  …..So  if  you  are  at  a  stage  in  reading  up  until  now  and  saying  to  yourself,  “I  know  all  this
already  and  what  is  the  big  deal”,  look  further,  don’t  get  disinterested,  you  just  had  the  appetizer,  the
entrée  is  to  follow….

4. Financial  Mismanagement  /  Embezzlement  /  Fraud

The  last  and  the  most  important  aspect  of  this  letter  is  to  bring  to  light  the  financial
mismanagement,  or  what  some  might  call    embezzlement  that  is  being  carefully  orchestrated  and
carried  out.

Let’s  take  a  look  at  the  group  called  BT  Labs;  the  intent  is  a  very  interesting  idea  to  create  unique
new  innovations  in  the  organization.  What  I  found  out  from  past  and  current  employees  in  this
group  is  that  there  are  many  contractors  in  this  division  who  NOBODY  has  ever  seen,  no  one  has

ever  been  in  contact  with,  no  emails,  no  physical  presence  and  never  been  in  Collegeboard  premises
working,  interacting  with  collegeboard  team  members.

The  most  important  part  of  this  news  letter  is  the  connection  and  contracting  practices  carried  out
by  Mr.  Boice  to  hire  contractors  under  BT  Labs  who  mostly  happen  to  be  developers,  partners,  co-‐
founders  of  a  company  that  Mr.  Boice  started  –  Speek.com.

Let’s  take  one  resource  (there  a  handful  of  current  SPEEK  developers/associates  who  are  contracted
in  BT  Labs  group  currently)  as  an  example  –  Andy  Powers,  you  must  have  noticed  this  name  in  the
letter  above  in  many  places.  Yes,  Andy  powers  is  a  business  partner  of  Mr.Boice,  Andy  powers  was
co-‐ceo,  founders  of  past  and  current  business  ventures.

Let’s  review  the  case  of  Mr.  Powers,  as  I  understand  he  was  brought  on  board  in  April  2011  as  a
contractor  to  Collegeboard  under  New  Media/Labs.    He  has  been  in  Collegeboard  as  a  contractor  for
over  10  months,  yet  he  has  never  comes  to  the  Reston  office.  The  resource  is  based  out  of  Arlington
VA  who  is  never  onsite  to  work  with  team  mates.

So  who  is  this  contractor  and  what  relationship  does  he  have  with  Mr.  Boice  –  Some  profile
background  info….

Interesting  pictures  of  Mr.  Boice  and  Powers:  http://omphoto7.dphoto.com/#/album/8644bl

http://www.flickr.com/photos/tekrokstar/with/6595975313/

http://twitter.com/bluezmyboy

http://www.linkedin.com/in/bluezmyboy

According  to  his  public  profile  and  from  little  investigation  he  is  an  angel  investor  and  is  a  business
partner  with  Mr.  Boice  on  several  ventures.

The  business  partnership  between  Mr.  Boice  and  Mr.  Powers  is  also  further  clearly  represented  in  this
blog  post  in  the  company  website  of  Speek.com  (Scroll  all  the  way  to  the  bottom)

http://developer.speek.com/blog/browse/2

So  what  does  he  do  for  the    Collegeboard,  -‐  actually  no  one  knows,  I  conducted  a  small  research  in
various  floors  in  NY  and  Reston  offices  if  any  one  ever  has  seen  this  person  or  heard  his  name,  or
participated  in  a  conference  call,  or  been  in  an  in  person  meeting.  The  answer  was  NEVER  .

His  current  engagement  is  Lean  Agile  development  for  1100  hours  for  which  he  is  fully  allocated,  no
other  members  in  the  project,  it’s  a  single  man  show  who  is  never  onsite,  and  how  can  lean  agile  be
developed  in  isolation?  Has  this  been  presented  or  reviewed  by  Enterprise  Architecture  review  board  or
any  one  else  with  a  mandate  to  spread  it  across  the  Collegeboard  ?    NO

Similarly,  What  were  the  projects/  deliverables  of  Mr.Powers  work  from  April  2011  to  December  2011  –
Does  any  one  know,  has  any  one  seen,  has  any  one  reviewed?    The  answer  is  again  a  NO.

So  what  is  the  issue  here,  following  are:

Mr  Powers  has  been  billing  Collegeboard  at  45  hours  every  week  through  December  2011,  you  may  ask
why  45  hours  for  a  person  who  has  never  been  in  the  office.  It  goes  to  such  an  extent  that  even  holidays
were  not  spared,  and  were  billed  9  hours.  Who  was  the  hiring  manager  –  Mr.  Boice,  if  this  is  not  conflict
of  interest  then  what  is?

Simply  put  this  is  happening  for  the  past  10  months  including  holidays.  If  there  are  doubts  –  check  the
system  for  JULY  4th  –  Independence  Day.

Please  refer  to  CB  employee  handbook  on  policy  around  hiring  someone  with  whom  you  have  a
relationship  prior  to  Collegeboard  and  the  conflict  of  interest  section.

Here  is  an  example  from  Mr.  Powers’s  twitter  page  of  what  he  has  been  doing  during  the  time  he  is
engaged  in  Collegeboard.

Airplane$  is  a  joint  venture  of  Mr.  Boice  and  Mr.  Powers,  Speek  is  a  company  where  Mr.  Boice  and
Mr.  Powers  are  owners.

There  has  been  and  there  are  currently  resources  in  the  BT  labs  team  who  LOG  in  on  behalf  of  Mr.
Powers  in  College  Board  systems  and  regularly  enter  time  –  may  it  be  RPM  or  Econometrix.  My  question
to  the  readers  is  pretty  simple,  if  you  are  a  manager/director/vp  and  manage  contract  resources  can  you
get  away  doing  this?  Have  you  done  this  before,  is  this  normal  business  practice  to  hire  a  contractor  who
is  your  partner  and  never  require  him/her  to  come  to  work  onsite?  (Obviously  College  Board  does  not
have  a  remote  work  policy  even  for  employees  let  alone  contractors).

Proof  of  this  is  below  –  This  is  taken  out  of  the  NEW  MEDIA  WIKI  –  public  information  –none  of  this  is
altered  or  tampered  and  can  be  verified.  This  was  a  transition  document  put  together  by  a  “well  known
resource”  (now  an  ex-‐Employee)  who  was  charged  with  the  task  of  entering  Mr.  Powers  time  in  RPM
every  week  at  45  hours  a  week  without  knowing  what  the  actual  work  products/  tasks  or  deliverables

were.  When  asked  the  one  line  answer  was  “  Mr.  Powers  works  for  Danny  “    and  no  questions  beyond
that.  The  following  document  even  publishes  the  user  id  and  password  of  such  resources.

Another  Extract  from  the  same  wiki,  Watch  the  name  -‐  Lee  Ferrell  in  the  image  above/  below  and
follow  the  image  after  to  show  the  connection  between  Mr.  Boice  and  Mr.  Ferrell  (yet  another
example  of  hiring  a  Speek  developer  who  currently  performs  work  for  Speek,  a  Danny  Boice
company).

Lee  Ferrell  provides  graphics  and  illustration  services  for  BT  Labs.  A  little  research  revealed  that  any  time
Mr.  Boice  or  Labs  would  want  to  do  an  executive  or  a  business  or  SOT  presentation  they  use  the  budget
to  hire  resources  like  Mr.  Ferrell  to  create  good  illustrations  to  make  catchy  presentations  to  the  SOT
and  Business  teams.  This  is  an  example  of  the  culture  of  excess,  when  teams  across  the  company
struggle  for  resources  to  perform  business  critical  activities  we  have  a  group  that  has  the  luxury  to  hire
contract  companies  to  create  budget  presentations  to  the  SOT  team.  In  the  same  time  period  Mr.  Ferrell
also  designs  the  graphics  for  Speek,  a  Danny  Boice  company  and  also  other  illustrations  for  creative
presentations  such  as  the  average  Joe  to  Superman  presentation  for  the  BAPI  conference.

Another  extract  from  the  WIKI

This  image  is  from  http://developer.speek.com/api_gallery  -‐-‐  Now  you  probably  figured  out  the
connection

There  are  more  such  questionable  resources  in  that  group  who  currently  have  business  relationship  with
Mr  Boice  in  his  technology  ventures  such  as  Speek.

Why  has  BT  Labs  become  a  haven  for  folks  who  are  connected  to  Speek,  there  are  more  names  –  Bill  Lim
(  ex-‐Mashery),  John  Brackman  .  All  these  are  contract  resources  under  Mr.Boice  and  below  is  their
connection  to  Speek,  You  be  the  judge.

Bill  LIM-‐    I  captured  the  date/time  stamp  of  the  posting  for  a  good  reason,  this  period  falls  in  the  time
period  Bill  Lim  was  engaged  by  Collegeboard.  This  indicates  Bill  Lim  was  providing  services  for  SPEEK
at  the  same  time  being  engaged  by  Collegeboard  by  BT  Labs.

About  -‐  John  Brackman  –  Not  much  info  except  this  one  tweet  that  establishes  he  is  part  of  the  SPEEK
team.

In  the  above  tweets  –  please  realize  the  following  individuals  who  belong  to  the  Speek  TEAM

@BluezMyBoy—Andy  Powers  –  who  is  on  Collegeboard  Payroll  as  a  contractor  and  never  onsite  at
Reston  Office.

@JohnBracken  –  John  Bracken  -‐  who  is  on  Collegeboard  Payroll  as  a  contractor

@Danny  Boice  –  Daniel  Boice  –  Ex  Director  New  Media  –  Full  time  employee.

More  than  50%  of  this  SPEEK  developer  team  is  on  Collegeboard  Full  time  payroll,  as  recently  as  25th
January,  Where  is  the  justification  for  something  like  this?

The  running  joke  about  this  is  –  Like  Guest  worker  program,  this  is  called  the  GHOST  worker  program,
and  this  was  a  CRIMINAL  offence  when  this  was  done  in  DC  govt  –  See  link  below  …

http://www.computerworld.com/s/article/9180773/Two_sentenced_in_kickback_scheme_at_DC_CTO_
s_office

http://www.wtop.com/?nid=&sid=1622618

Now  apart  from  the  financial  and  moral  impact  what  are  the  other  impacts  to  Collegeboard.  There  is  a
culture  of  excess,  corruption,  no  values,  lack  of  ethics  and  larsony  that  permeates  the  organization  due
to  such  leadership  at  the  top.  The  grass  roots  looks  up  to  the  top  and  idolize  and  when  such  activities

are  done  publicly  with  no  such  consequences  ,  it  gives  room  for  smaller  violations  to  happen  at  the
grassroots  level,  which  is  only  quite  natural.

I’m  going  to  give  a  few  examples  –  all  these  examples  have  solid  evidence  to  back  each  and  every  one
of  them.  None  of  them  are  made  up,  an  audit  will  clearly  bring  out  every  single  information
represented  below  are  accurate  and  correct.  Again,  Im  not  here  to  waste  anyone’s  time.

Example  1  –  Conflict  of  Interest  in  dealing  with  consulting  vendors

Let’s  take  an  example  of  how  contract  staff  hiring  was  performed  at  Collegeboard,  we  all  know  the
process,  system,  we  float  requirements  and  get  resumes  and  hire  resources  that  fit  budget,  skills  and
needs.  The  last  couple  of  years  this  has  completely  changed.  Every  day  we  see  tons  of  recruiting
company  managers  walking  hallways  and  taking  out  managers  for  lunches.  The  consulting  firm  closely
tied  with  the  resources  above  (Resolvit)  would  top  the  list,  the  cascading  effect  has  caught  up  to  many
middle  level  managers  who  frequent  to  lunch  with  the  2  account  managers  3-‐4  times  a  week.

Furthermore  Resolvit  who  has  a  significant  presence  in  the  organization  where  Mr  Boice  belongs  to
consistently  sponsors  an  employee  happy  hour  every  Thursday  at  the  Reston  Town  Center  in  Reston.

Employees  periodically  get  the  luxury  of  getting  Washginton  Capitals,  Wash  Wizards  Floor  level  tickets
which  are  about  $500  a  piece  from  vendors  and  they  regularly  use,  such  events  have  been  witnessed  by
fellow  staff  and  also  has  been  admitted  in  many  occassions.    Employees  and  Senior  Management  also
received  200  dollar  gift  cards  from  MORTON  steak  house  from  the  account  manager  (  Lindsay  )  which  is
yet  another  violation  of  Collegeboard  gift  policy  (  it  states  100$  maximum  for  vendor  gifts  which  is
generous  compared  to  Fed  Govt  at  25$).

Another  creative  way  to  trick  the  system  is  around  the  travel  /expense  budget.

Example  2  -‐  Financial  fraud  on  expense  reporting  and  travel  accounting

There  are  many  occurrences  of  employees  in  the  organizations  mentioned  above  follow  a  creative
way  of  mismanaging  money  under  expense  reports.
Employees  make  travel  plans,  usually  they  travel  on  a  Friday  and  stay  over  the  weekend.  This  was
monitored  and  reported  up  the  chain  by  project  managers  who  were  hit  on  their  budget  but  no
actions  were  taken,  Also,  when  making  travel  arrangements  for  flights  or  trains  or  any  reservations
the  one  creative  way  used  is  to  book  a  ticket  or  a  reservation  at  a  higher  price  and  use  that  for
receipts  and  expenses  and  then  book  a  lower  price  or  a  different  travel  option  like  a  bus  and  pocket
the  cancelled  ticket  cost.  This  is  has  been  happening  in  many  Reston/Nyc  travel  ,  if  you  examine  the
travel  budget  it  would  be  very  evident,  take  a  few  random  travel  samples  and  compare  them  to  the
actual  travel  record  in  amtrak  or  any  other  service  provider  will  show  the  evidence.  It  can  even  be
compared  to  the  credit  card  statements  of  the  individuals  as  it  will  provide  a  credit  back  in  the

following  months.  This  information  was  collected  by  fellow  employees  bold  enough  to  boast  about
this  practice  in  public.  Again  a  quick  audit  will  reveal  this  fact.

Example  3  –  Conferences,  Training  and  travel

The  third  mismanagement  I  would  like  to  bring  up  is  sending  contract  and  full  time  resources  on
conferences  and  training  at  tremendous  costs  to  Collegeboard.  I  want  to  quote  the  infamous  trip  of  a
couple  of  resources  from  this  organization  to  Reykjavik,  Iceland.  The  trip  was  a  collosal  cover  up,  at  the
end  of  the  day;  Collegeboard  incurred  billable  time  and/or  travel  expense  for  this  trip  which  was
explained  as  a  discovery  of  Agile  in  action.  What  strikes  me  is,  are  there  not  any  agile  training  or  agile  in
practice  in  the  east  coast  that  we  find  in  Reykjavik.  Most  importantly  one  of  the  resources  was  a  Scrum
master  contractor  and  if  you  hire  a  staff  augmentation  resource  who  is  an  expert  in  the  field  (which  is
the  primary  objective  of  staff  augmentation)  why  send  the  resource  to  Iceland?  Consistenly  resources  in
this  team  also  attend  conferences  and  seminars  and  site  visits  across  the  country  that  brings  no  value
back  to  the  Collegeboard,  no  information  is  shared  nor  is  any  output  of  the  trips  produced/shared  with
the  rest  of  the  organization.

Example  4  –  Cascading  effect  of  Compromised  Quality  in  Hiring  of  resources

Another  impact  to  the  broader  system  is  to  hire  non-‐conforming  and  unqualified  resources  to
key  positions  by  virtue  of  prior  relationships  in  outside  firms  or  “employee  buddy”  effect.  To
give  an  example,  this  group  hired  an  Attorney  of  practice  as  a  WEB  Architect.  How  was  the
qualifications  of  being  a  Collegeboard  Technology  architect  met  by  an  attorney  at  law  is  not
known.    There  are  other  resources  who  have  never  had  a  real  job  in  any  reputed  organization
before  getting  hired  in  Collegeboard,  they  were  mostly  free  lancers,  never  worked  in  a
corporate  environment,  no  formal  knowledge  of  an  enterprise  but  have  been  hired  in  senior
positions  and  their  public  profiles  stands  testimony  to  this.

Plus  the  interesting  part  is  each  one  has  their  side  consulting  outfit  and  they  do  UI  design
consulting  work  for  companies  outside  during  College  Board  time.  This  happens  every  day.

When  the  top  management  misrepresents  skills,  education  credentials  the  trickle  down  effect  is
hiring  more  of  the  same  and  that’s  exactly  what  is  happening.

This  is  the  IMPACT…..

You  get  my  point…

It’s  catastrophic;  it’s  destructive;  it’s  demoralizing;

More  time  is  spent  on  furthering  personal  interests  than  Collegeboard’s.

The  focus  is  lost,  the  synergy  is  stolen,  the  optimism  is  out,  and  the  energy  has  evaporated.
Why,  very  simple,  when  you  see  incompetence  and  larsony  being  rewarded  and  integrity  and

honesty  and  sincerity  being  left  in  the  dust  ….the  zeal  and  enthusiasm  among  the  true  long
timers  is  just  suctioned  out.

This  news  letter  is  an  attempt  to  create  awareness.  I  have  compiled  a  lot  of  information  that  I
can  really  publish  a  book,  I  took  a  sliver  of  that  and  created  a  news  letter  to  create  awareness.
Before  closing  out  I  request  the  readers  some  actions  on  the  information  presented  to  you  thus
far  if  you  feel  you  have  to  do  justice  to  the  effort  that  has  gone  behind  this.

This  is  not  a  character  assassination  of  any  individual  or  person;  this  is  an  attempt  to  bring  the
systemic  problem  to  light.  This  is  a  consensus  amongst  vast  majority  of  the  employees  who  feel
the  company  is  being  WRONGED  here  and  there  is  not  a  single  voice  to  call  this  out.

If  you  conduct  an  employee  survey  today  on  this  topic  I  can  gurantee  you  there  will  be  an
overwhelming  voice  that  will  acknowledge  support  the  information  in  the  news  letter  without  a
shot  of  doubt.

Lastly  and  most  importantly  what  I  cannot  figure  out  is,

How  did  we  get  here?
What  decisions  did  we  make  that  took  us  down  this  path
How  can  this  be  so  OPAQUE  to  senior  management?
How  could  this  be  missed  when  it’s  out  there  open  in  the  public  eye  so  clearly  ?
Is  there  no  visibility  or  is  it  just  blessed?

There  are  2  possible  answers,
Either  it’s  completely  concealed  and  management  is  not  aware  or  management  is  aware  and  is
purely  complacent.

In  conclusion  my  request  to  the  readers  of  this  letter,  is  the  following

o Analyze  the  facts  outlined  in  this  letter, almost  all  of  it  is  public  information,  if  you  feel
this  is  purely  a  personal  attack/rant/  act  of  jealous  ,  then  discard  the  note  mark  spam
and  delete  email  and  move  on.

o If  you  feel  strongly  the  facts  warrant  action,  please  talk  to  your  peers,  your  bosses,  your
sub-‐ordinates  as  to  why  this  is  happening  in  Collegeboard  –  SIMPLY  PUT,  ASK
QUESTIONS,  DO  NOT  STAY  SILENT,  You  have  a  MORAL  ETHICAL  responsibility  as  an
employee  of  this  institution.

o If  you  strongly  feel  it’s  not  against  Collegeboard  policies,  then  question  or  ask
management  if  such  privilege  can  be  extended  to  ALL  employees?

o Can  we  use  College  Board  intellectual  property  for  personal  interest/use/development
and  financial  business  interest  ?

o Can  I  use  College  Board  travel  funding  to  go  to  conferences  of  for  my  personal  business?

and  pretty  much  everything  else  that  the  preferred  can  do  with  no  consequences  or
actions.

I  made  an  attempt  to  bring  some  of  the  issues  confronting  the  conscience  of  many  employees
in  recent  months,
I  sincerely  hope  that  it  provides  an  insight  and  raises  the  awareness  amongst  every  body  and
once  it  does,  changes  will  happen.
