Terms of Reference

Selection of Consultant for Preparation of DPR and Bid Process Management for
Riverfront Development in Erode Smart City
Since the beginning of civilization, rivers have played a major and important role in
shaping and influencing the development of the nation and the culture of its people.
Rapid development and urbanization all over the country including riverfront areas is
causing the deterioration of the natural environment by creating flooding, pollution
and drought. These problems disturb economic growth and quality of life and further
resulting in loss of property and lives.

Profile of Erode

Erode is a City Municipal Corporation situated in Peninsular India in the state of


Tamil Nadu. It is the headquarters of Erode District, which was bifurcated from the
composite Coimbatore District in the year 1979. This town was constituted as a
Municipality in 1871 and was elevated to Special Grade Municipality during the year
1980 and upgraded to City Municipal Corporation in the year 2008. The population of
Erode City spread over an area of 109.53 Sq.Km is 4,98,121 as per 2011 census.

The city has a major arterial drain named Perumpallam Odai that runs from east to
west with width varying from 6 to 71 m for a length of 7km through the heart of the
old town. It finally discharges sewage and storm water from the town to the Cauvery
River.
Objective of the Project
The main objective of the project is to provide Erode with a meaningful waterfront
environment along the banks of Perumpallam Odai . The project looks to reconnect
the city with the river and the canals and positively transform the neglected aspects of
the canal front.
Project Background
The project envisages to inventories the natural resources of Erode ABD region,
investigate the conditions resulting in the deterioration of the same including the
current land use patterns and identify interventions that will facilitate sustainable and
vibrant future development of its resources and its influence area (500m either side).
Hence Erode City Municipal Corporation has already conducted a study on
Perumpallam Water front development proposed to initiative Waterfront Development
of Perumpallam Odai and therefore they intend to develop a Master Plan and a
Detailed Project Report for Perumpallam Odai under ABD Area of Erode Smart City.
Objective of the Project
▪ Redevelop and restore Perumpallam Odai which is identified for development under
ABD Area of Erode Smart City.

▪ Revitalise the canal (odai) surrounding areas of approximately the proposed length
as mentioned in summary of the projects into active and vibrant neighbourhoods with
recreational facilities that are environmentally sustainable.

▪ Improve access to the Canals (odai’s) from the surrounding neighbourhood by


providing safe and convenient mobility corridors for all users including pedestrians
and cyclists.

▪ Protect and enhance bio-diversity in the region.

▪ Explore possibilities for developing tourism in the region with possibilities for
commercial development in the project area.
Scope of Work:
The consultant shall include but not limited to the following scope of work:
a) Feasibility Study – The consultants shall perform a feasibility study which will
include the following
i. Detailed Site Investigation and Surveys
ii. Water Management Plan
iii. Biodiversity Assessment
iv. Flora and Fauna habitat mapping
v. Traffic Plan
vi. Assessment of land use network
vii. Assessment of Environmental and Social issues
viii. Stake holder consultations
ix. Others
a) Land use classification / pattern in and around the River area shall be developed in
accordance with the existing law.
b) Based on the previous detailed project prepared by the corporation , the consultant
shall prepare detailed project reports, bill of quantities with revised cost estimates,
and ‘working’ drawings.
c) A sustainable revenue model with at least three options has to be developed and
suggested by the consultant for the maintenance of the assets on regular day-to-day
basis.
d) A tenderable bid document has to be prepared following Tenders Transparency
Act, followed by the Government of Tamil Nadu

b) The feasibility study should result in the production of master plan for ABD area
with geocoding.
c) The feasibility study shall be disseminated to the stakeholders at various
stages as mentioned in the outputs of this TOR.

5. Detailed Tasks to be performed:


The following tasks are to be performed by the consultant:
Feasibility study and Master Plan for Noyyal River, Sangilipallam Odai and
Jamunai Odai with Accessible Mobility Corridors
5.1. Inception report
5.1.1. Review of existing reports
At the commencement of the project the Consultant are recommended to collect and
review all relevant reports, with particular attention to DPR of Noyyal River,
Sangilipallam Odai and Jamunai Odai, Smart City Proposal, City Development Plan
(CDP), Master Plan, Comprehensive Mobility Plans, City Corporate plans, policy
initiatives and guidance. Relevant
