NATIONAL HOME MORTGAGE FINANCE CORPORATION

TERMS OF REFERENCE (TOR)

FOR THE
PROCUREMENT OF GENERATOR SET FOR NHMFC HEAD OFFICE
(SUPPLY, INSTALLATION AND COMMISSIONING OF A BRAND NEW 1-UNIT
75-KVA GENERATOR SET)

1. Background

The National Home Mortgage Finance Corporation (NHMFC) was created


in 1977 by Presidential Decree No. 1267. It is mandated to increase the
availability of affordable housing loans to finance the Filipino homebuyer’s
acquisition of housing units through the development and operation of a
secondary market. As a primary secondary mortgage institution, NHMFC
was mandated to operate a viable home mortgage market by purchasing
mortgages originated by both private and public institutions that are
within NHMFC’s approved guidelines. These mortgages will be seasoned,
pooled and securitized to recycle funds to provide liquidity for housing.

In compliance with Republic Act. No. 9184 known as the “Government


Procurement Act”, the Corporation will be conducting a public bidding
for The PROCUREMENT OF GENERATOR SET FOR NHMFC HEAD
OFFICE (SUPPLY, INSTALLATION AND COMMISSIONING OF A BRAND NEW
1-UNIT 75-KVA GENERATOR SET)

2. Objective

This project aims to provide and purchase a back-up stand-by generator


set intended for the NHMFC Head Office at Filomena Building located at
#104 Amorsolo Street, Legaspi Village, Makati City. This is one of the
Corporation’s emergency measures and protection support to our
Information Technology Disaster Recovery Plan (IT-DRP) in providing
continuous service to our valued clients in case of power outage, hence,
ensuring information system uptime, data integrity and business stability.

3. Approved Budget for the Contract

The Approved Budget for the Contract (ABC) is One Million Eighty
Thousand Pesos (PHP 1,080,000.00), inclusive of all applicable taxes,
insurances/bonds, permits, licenses and/or other miscellaneous expenses
and cost on the required civil and mechanical works except for the
electrical installation/cabling within the office building premises and will
be sourced from the corporate funds for CY-2015.
4. GENSET Specification/s and Accessories

The NHMFC shall purchase a one unit brand new soundproof 75 KVA
generator set with following item descriptions and technical specifications:

5. BIDDER’S SUPPORT SERVICES

5.1) Bidder/Supplier Requirements

 Preferably with 8 years industry experience in the supply of


generators set. (Added points if with government project/s awarded,
please specify, during the last same number of years)
 Must secure the necessary Permits and Licenses for the permissible
operation of the generator set (National/Local/Barangay/DENR,
etc.)

5.2) Delivery

The generator set including all items and its appurtenances must be
delivered within fifteen (15) calendar days after receipt of Purchase
Order (PO) from the procuring entity.

6. Installation, Testing and Commissioning

The Unit’s Installation, Testing and Commissioning, properly coordinated


with the Building Administrator and NHMFC, include the following:

 Complete installation, assembly and testing/commissioning on-site


in thirty (30) calendar days upon delivery of the unit to the
procuring entity
 Chipping and restoration of wall to provide access for the
hauling/positioning/repositioning of the unit onsite at the
building’s basement designated area
 Supply of liquid consumable (engine oil)
 Installation of power cable from Genset to ATS, cable pulling and
termination
 Installation of flexible pipe and ATS mounting
 Termination of control wires from Genset to ATS
 Installation of radiator ducting
 Installation of exhaust pipe extension with testing port
 Installation of cladding at muffler and exhaust pipe exhaustion
 Labor and restoration onsite include civil and mechanical works
(Unit must be elevated at a min. of 0.20 meter above the base
ground level)
 Supply of rubber Vibro Isolators
 Hands-on training of at least two (2) authorized personnel from the
corporation on proper operation and preventive maintenance
 Comprehensive Operations and Maintenance Manual
 The Generator set should be tested by operating it continuously at a
minimum of 4 hours but not to exceed 8 hours
 Provide supply of Diesel fuel to the generator set during the entire
duration of testing (free of charge)
 On-site commissioning and testing of the unit. Testing and
commissioning shall be conducted by the supplier’s technical
representatives and must be witnessed by the Corporation’s
authorized/designated representatives
 During the testing and commissioning, the necessary readings for
the required recordings should be set within the standard
parameters, otherwise, the Corporation’s authorized representatives
may stop the testing and declare it as failed

7. Terms and Conditions

 The procuring entity shall impose penalty of 1/10 of 1% of the total


value of the undelivered order for each day of delay as liquidated
damages after the specified allowable number of days to deliver the
unit/item as stated in Item 5.2
 Purchase Order (PO) shall be accepted by the supplier before the
delivery of goods and/or services
 Non-availability of stock/item shall be made known to the procuring
entity before the acceptance of the PO
 The Corporation shall have the right to reject and return the items
and cancel the corresponding Purchase Order (PO) if goods delivered
are defective, incomplete or non-compliant to the specification noted
in the TOR
 Deliveries should be made during/within office hours on working
days on or before the stipulated date on the PO unless otherwise
specified for valid reason why the same cannot be complied with.

8. Warranty

The Generator set shall carry a one (1) year (12 months) warranty on
parts and service or 1500 hours of operation whichever comes first,
commencing on the date of commissioning, against factory defects under
normal operating conditions.
After Sales Service and Support during the warranty period, all reported
defects shall be completely/satisfactorily repaired/replaced by the
winning bidder/supplier within 72 hours after receipt of a verbal and/or
written notice from the procuring entity.

8. Payment Terms

The payment shall be done within twenty-one (21) working days upon
submission of complete documents including, delivery, installation,
testing, commissioning and acceptance of the unit by the
authorized/designated representatives of the Corporation subject to
performance security retention, if any.
