MINUTES OF THE JOINT MEETING OF BARANGAY COUNCIL AND DALDALIGAN-DAYA


IRRIGATORS ASSOCIATION, INC, HELD AT SKIAP TANGALAG, LUBUAGAN, KALINGA. ON
JANUARY 16, 2019 AT 8:00 A.M.

A follow-up resolution respectfully requesting Benito T. Espique Jr. acting Regional Manager, National Irrigation
Administration (NIA) Regional Office, Wangal La Trinidad, Benguet to allocate funds in the amount of (Php 2.5
Million) pesos for the construction of communal Irrigation System (CIS) thru Engr. Patrick N. Resurrection, acting
Manager, National Irrigation Administration, Bulanao, Tabuk City, Kalinga located at Barangay Tanglag,
Lubuagan, Kalinga.

WHEREAS, Barangay Tanglag is relatively a Riceland in the upper stream along the chico river situated at the
Municipality of Lubuagan, Kalinga;

WHEREAS, Tanglag is a wide vast land, the terrorism is naturally upland and hilly, most farmers are indigenous
and their source of living is farming, Balbaliyon Creek is the source of water where the farmers can get plentiful
water supply to irrigate their farm but the problem is no funds for the intended project which is Communal
Irrigation System;

WHEREAS, the increasing population of Tangalag, mostly farmers are requesting the construction of Balbaliyon
Communal Irrigation System (CIS) to address the needs of farmers because it has been almost a problem to till their
rice land and the hardship they encounter during summer season were they are hoping for the rain to come and
water their farm.

WHEREAS, this project if constructed will mitigate the long dream of farmers from upstream to downstream
Tanglag the water supply to irrigate their Riceland;

WHEREAS, an appropriate of 15 hectares of farm paddies will be open to be irrigated and 12 hectares existing rice
land, if the project will be implemented.

WHEREAS, the implementation of this project will improved to help farmers an access to rice production, increase
their harvest, provide enough food and could even send their children to school;

NOWTHEREFORE, the above premises be considered upon a motion, duly seconded, be it.

RESOLVE FURTHER, that Geraldo P. Bonggawen and Belmonte Saba are authorized to submit and follow-up this
resolution until possible funding.

RESOLVED FINALLY, to submit copies of this resolution to Benito T. Espique Jr, Acting Regional Manager,
NIA CAR and Engr. Patrick N. Resurrection, acting Manager, NIA, Bulanao, Tabuk City, Kalinga to their
favorable consideration and approval.

UNANIMOUSLY APPROVED, this 16th day of January at Sitio Sukiap, Lubuagan, Kalinga.
