1 PURPOSE
This Appendix describes the Conformity Assessment activities which shall be performed, as a
minimum, by CONTRACTOR appointed Third Party/Independent Verification Body (Basic
Certification or Certifying Authority) during the execution of the WORK.

2 GENERAL
Basic Certification or Certifying Authority shall provide evidence that all CONTRACT and
SPECIFICATION requirements have been met by CONTRACTOR. CONTRACTOR shall issue
the certificates required by SPECIFICATION, or applicable regulations.
Where Certifying Authority Scope of WORK is duplicated with the one of the Marine Warranty
Surveyor, the duplicated services shall be performed by both the Certifying Authority and
Marine Warranty Surveyor. CONTRACTOR shall nominate within their organisation a
responsible for the certification dossier.
Any general or specific requirements related to the scope of the Certifying Authority or more
generally to the scope of a Third Party, as defined in COMPANY’s Standards (SD), or other
documents listed in EXHIBIT E, shall be included in CONTRACTOR Scope of WORK.

3 DEFINITIONS
For purposes of this document, the following terms are applicable and consistent with the
ISO/IEC 17000 and ISO/IEC 17020 standards.
Accreditation: Attestation by which an authoritative body conveys formal demonstration that a
certification body is competent to carry-out conformity assessment tasks.
Accredited Means: Accredited by a member of the European Cooperation for Accreditation
(EA) or of the International Accreditation Forum (IAF).
Basic Certification: The Basic Certification shall be contracted by CONTRACTOR as an
independent service and be part of the scope of WORK as an ancillary service through the
CONTRACT as described in EXHIBIT A. The certification is given by a Non-accredited Third
Party which shall be APPROVED. The certification scope of WORK shall be also APPROVED.
The Basic Certification company shall be selected from the list of APPROVED
SUBCONTRACTORS/VENDORS LIST (Refer to EXHIBIT J, when applicable).
Certificate of Conformity: Document issued for the PLANT stating Conformity for the
complete installations including design, fabrication, installation hook-up and commissioning and
final testing. The document is issued at the completion of the specified activities.
Certification: Process by which an independent Third Party gives written assurance that a
product, process or service conforms to specified requirements.
Certifying Authority (CA): The accredited Certifying Authority shall be contracted by
CONTRACTOR as an independent Third Party and be part of the scope of WORK as an
ancillary service through the CONTRACT, as described in EXHIBIT A and EXHIBIT H. Third
Party CA certification is given by an Accredited Third Party. The Certifying Authority company
shall be selected from the list of APPROVED SUBCONTRACTORS/VENDORS LIST (Refer to
EXHIBIT J, when applicable).
Conformity Assessment: All activities (Certification, Quality Surveillance and Quality Control)
to assess the conformity of the WORK.
First Party: Person or organisation that provides the object. Enterprise under contract with a
COMPANY entity to perform a service or deliver an object.
Inspection: Examination of a product design, product process or installation and determination
of its conformity with specific requirements or, on the basis of professional judgment, with
general requirements.
Marine Warranty Surveyor: The Marine Warranty Surveyor (MWS) is a Third Party contractor
recognised by insurance companies. A MWS is not a certification body as such; it acts on behalf

of the insurance companies to reduce the operational risks that are covered. The Marine
Warranty Surveyor is contracted by COMPANY.
Quality Control: is CONTRACTOR’s operational processes to ensure that designed, procured,
manufactured and installed facilities comply with CONTRACT requirements. Quality Control
includes all technical observation (inspection and testing) used to fulfill predefined
requirements for quality, as well as all associated records. QC is performed by CONTRACTOR.
Quality Surveillance (not referring to ISO 9000): Quality Surveillance is the customer process
of monitoring that Quality Assurance and Quality Control activities are properly implemented
within the supply chain. Quality Surveillance applies to COMPANY’s surveillance of
CONTRACTOR activities. Quality Surveillance also refers to CONTRACTOR’s surveillance of
SUBCONTRACTORS and VENDORS.
CARE: ‘Supply Chain’ is to be understood in its larger sense, from a COMPANY or
CONTRACTOR point of view, even if it is internally performed. It should cover all the WORK.
It comprises document reviews, auditing, inspection, and testing activities, as required.
Registration or Classification: Registration is the procedure by which a Third Party body
indicates relevant characteristics of a product, process or service in an appropriate, publicly
available list. The Registration Company shall be selected from the list of providers who are all
members of the IACS (Refer to EXHIBIT J, when applicable). CONTRACTOR shall confirm the
validity of the classification society registration certificate just before the request for
classification of the concerned WORK. In case of invalid certificate at that time, COMPANY
shall immediately be informed of such, and a joint action with COMPANY shall be initiated to,
if necessary, appoint another provider from the list. Where one of the Third Party listed is
nominated for classification, the classification scope of work shall be taken as the main basis.
Second Party: Person or organisation that has a user interest in the object; client of the first
party (COMPANY entity signing a contract with a first party).
Statement of Conformity: A statement confirming that specified requirements are met.
Statement of Conformity shall be included in all certification deliverables.
Survey: The combination of spot checks, witness testing, inspection, surveillance of inspection
done by Certifying Authority Representative, scrutiny of inspection and maintenance records
and any other relevant documentation or statement for the purpose of giving a status of the
installation or parts thereof in connection with the certification.
Survey Report: Document issued by Certifying Authority, giving status of interventions carried
out. Survey.
Third Party: Person or body that is independent of the person or organisation that provides the
object, and of user interests in that object. Note: An inspection company acting on a COMPANY
entity detailed instructions is not a third party, but a second party.

5 LEVEL OF REQUIREMENTS FOR CONFORMITY ASSESSMENT


Depending of the Type and Scope of Contract with his customer, external body shall act as:
 Registration or Classification => Accredited Third (3rd) Party Body,
 Certification by Accredited Body => Accredited Third (3rd) Party Body,
 Basic Certification => Non Accredited Third (3rd) Party Body,
 Quality Surveillance => Second (2nd) Party,
 Quality Control => First (1st) Party,
and has the ability to be involved and to perform activities in accordance with below synthesis

7 REGULATORY COMPLIANCE
In addition to section 6, CONTRACTOR shall identify and comply with Regulatory Compliance such as
permits, licenses, approvals, notifications and associated laws and regulations that are relevant to the
SCOPE OF WORK, in particular with Qatar Decree Law Nº 4 of 1977 on Preserving Petroleum
Resources.

CONTRACTOR shall prepare a PLANT Certification Scope of Work in conjunction with the Certifying
Authority in order to comply with the Qatar Decree Law Nº 4 of 1977 on Preserving Petroleum
Resources.

Certifying Authority shall issue to all PARTIES when the activity is completed the following certificates:
 Certificate of Conformity for the PLANT Design.
 Certificate of Conformity for the PLANT Procurement, Fabrication and Construction Survey.
 Certificate of Conformity for the PLANT Installation Survey.
 Certificate of Conformity for the overall PLANT.

Above certificates of conformity shall be issued by the Certifying Authority branch based in Qatar.

PLANT Certification monthly meeting shall be organised by CONTRACTOR with the presence of the
Certifying Authority and COMPANY.

8 REPORTING
Throughout the period for which the here-above Certifying requirements are applicable, the
Certifying Authority shall issue to CONTRACTOR and COMPANY monthly reports describing:
 Progress made in the Conformity Assessment activities.
 Outstanding matters.
 Problems arising from above.

9 CERTIFICATION DOSSIER
CONTRACTOR is responsible to maintain continuously updated a compiled dossier of all the
Third Party(ies) records (e.g. Recommendations, Inspection reports, Interim/Provisional/Final
Acceptance Certificates, Certificate of Conformity, Statement of Conformity, Survey Report).
At any time during CONTRACT performance, COMPANY is entitled to request full or partial
copy of this dossier.

10 CLOSE-OUT REPORTING
The Basic Certification and the Certifying Authority shall issue to CONTRACTOR a close-out
report with similar content to that of CONTRACTOR’s close-out report, but covering only the
Basic Certification or the Certifying Authority scope of work.
