Procedure for submission of Online Building Plan Application

 Visit HMDA website (www.hmda.gov.in) and click on “DPMS” – Online DPMS. Registered user
can login with credentials.

 New user can register in the link “Click Here For Architect or Citizen Registration (as may be the case).
 Complete the registration process duly entering the required fields.
 After completion of the registration process, the selected User-Id and Password will be sent to applicant through SMS/email that is
provided at the time of registration.
 Login with user id and password.
 Select “Apply” option on right side top of the page. In the apply option, select the type of application i.e. Building Permission,
Layout,NOC, Occupancy etc.,

Submission of details:

Filing and submission of a new application

Note: When the applicant logs into the system using the user id and password, an OTP is sent to the architect who shares it with the
applicant. Only after the citizen enters the OTP, he/she will be allowed to use the architect details

For making a new application follow the below steps:

 Click the Proposal Information Tab and fill the following information
o Proposal Information: In this tab,
 Under the “Project type” choose one of the following options
 Building permission
 Layout open plot
 Layout with housing under gated community (with compound wall)
 Layout with housing
Note: For project types, other than Building permission, Survey number and locality/landmark is required.
 Under the Application type choose one of the following as may be the case
 Residential
 Commercial
 Industrial
 Institutional
 Under the case type, choose one of the following as may be the case
 New
 Renewal/Revised
o Fill the Location of the proposed construction. Select the Mandal and village in that Mandal. The Zone office and
District will be selected automatically
o In the Site address field fill the specific address of the proposed construction. Site address section is required only for
Building permission & NOC project types
 Click the Applicant Information Tab. The following information is to be filled in based on the login credentials
o Architect/Engineer Information:
 In Architect login: The details of architect are automatically captured based on the login credentials
 In citizen login: The Architect details are to be filled manually.
o Applicant’s information:
 In Architect login: The applicant’s information namely, owner name, address and contact details are to be manually
filled.
 In the citizen login, the applicant information is pre-populated from login credentials
o Structural Engineer Information: Fill the consultant name, address & Validity. (For layout with open plot type, structural
engineer information section is not required).
 Click Save option at the top right of the screen, a temporary draft file number will be generated and willbe sent to the registered
mobile number of the applicant. This temporary number can used to access the draft application anytime
 Now, click each of the following tabs and enter the details as mentioned and mandatory in the tab.
o Plot Details Tab,
o Land Details Tab and
o Building Details Tab and
Note: Each page/tab after entering the details should be saved separately before moving to the next tab.
 Once the details are filled, click on the application checklist and fill in the details as per the application made. Once the application
checklist page is filled, the mandatory and conditional mandatory documents that need to be uploaded to support the application are
shown.
 Then select the “Documents” Tab to upload the required documents& drawings. Upload the Auto Cad drawing of the proposals in Pre
DCR format.
 Next, select the Geo Location Tab. In this section,
o Select the Plot co-ordinates in the displayed Google Map. The Latitude and Longitude coordinates are updated automatically.
o Then enter the Plot measurements with reference to the coordinates and save the page.
 Once the applicant is satisfied that the information is accurate, click on the “Submit” button.
 Once the application is submitted, it will be available for view in “Pending for Payments” tab and the initial fee status is displayed as
unpaid.
 To pay the initial processing fee, Go to Payment page and pay the processing fee of application through Online Integrated Payment
Gateways.

 After payment of initial charges the temporary file number generated earlier is converted into permanent file number. A SMS is also
sent to the Citizen / Architect to the registered mobile number stating the permanent application number. This permanent application
number can be used to check the status of the application anytime by the applicant.
 Since the permanent application number is generated after the initial processing fee is paid by the application, in the payment status,
the initial fee field is shown as “Paid”. After confirmation of payment by Accounts Dept of HMDA, the status of payment is shown as
“verified”.
 Only after the payment is verified, the applicant can “submit” the application. For this click on the “Send to HMDA” button for
completing the submission process.
 Once file is submitted to HMDA, it is sent to 3 different officers simultaneously for verification and initial approval
o Revenue Officer-Verifies File B/ Ownership Aspects
o Site Inspection Officer- Verifies the Site details
o Technical Officer- Verifies Technical Aspects
The inspection procedure is detailed below for reference of applicant
 Applicant can check the status of applications in the Submitted Applications folder.
 Status of the file is automatically updated on the website and SMS message will be sent on periodical process of stage wise
approvalsi.e. site inspection, shortfall letter/rejection letter, fees intimation letter, permission plan & proceedings.
 After final approval, the building permission order and sanction plan will be sent through registered email and also will be available in
Architect/Citizen login for view and download purpose. Approval notification is also sent to applicant through SMS to the registered
mobile.
Insp ection Procedu re:

1. Title scrutiny/ownership aspects

Once the application is received in the console of the Revenue officer, the following information is checked:
 Documents are verified against the ownership of the proposed site.
 Any ECs and land records information given in the documents is verified
 Sale deed and layout plans are checked to establish the legal ownership of the proposed land/site
2. Site Inspection Procedure

 Once the application is submitted, the application will appear in the login of three officers as mentioned earlier.
 The site inspector is randomly selected from the pool of inspectors by the system itself.
 The selected inspector will click “plan a site visit” button and schedule a site inspection.
 The date and time is intimated to the applicant through SMS. The same message will also be sent to the site inspector’s mobile. A
site inspection intimation letter will be available in the applicant’s login also.
 On the scheduled date and time, the applicant will be present at the site. The site inspector is given a Tablet for making and
submitting the inspection report on real-time basis.
 The inspector will check the lat-long co-ordinates mentioned in the application and verify the same on-ground. (Detailed checklist
of site inspection is placed in the HMDA website for further reference of the applicant)
 The inspector will also take photographs of the site and upload them in his/her inspection report. This report is uploaded into
DPMS within 24-48 hours of the completion of the inspection.
 The applicant may view the site visit report at any time by clicking the “site visit report” button available in his/her console.
3. Technical verification
The technical officer will verify the following aspects:
 The mandatory and conditional mandatory documents are reviewed against the application checklist and overall application
 The drawings are verified after the completion of the auto-DCR and shortfalls if any, identified by the system are verified again
against the application.

Note: Detail ed checklist s and docum ents requi red are placed in the HMDA websit e for further reference of the
applicant

Post inspection and verification procedures


 After the completion of the verification process and site inspection, in case of any shortfalls, the applicant is informed of the same. A
SMS alert is sent informing the shortfall the details of which the applicant can verify in his/her console.
 In case of no shortfall with any of the three officers the application will move forward to the next level planning officer (PO).
 The PO will verify and review the inspection reports submitted by the APO/JPO and Site Inspector and give necessary recommendations
before sending the file to the next level of approving authority, Director
 The Director will verify the reports and recommendations given by PO and recommends the file to the Metropolitan Commissioner (MC)
for his/her final approval
 The MC will finally review the file and submitted recommendations to give the necessary his/her approval to the file
 The status of the application and time taken by each officer to process the file is visible to the applicant in his/her conso le in the proposal
flow.
 Once the MC gives approval, the sanction proceedings and approved drawings are available to the applicant for downloading. All
approvals are digitally signed by the MC.

Engineer and also NOC from concerned Revenue Authority not below the rank of Joint Collector showing the respective distance from
FTL boundary(Duly certified)
10 NOC from the concerned airport authority if site under reference falling air funnel zone or within vicinity of airport.(Attachment to be
added)
11 Latest market value certificate per Sq.Yrd issued by the concerned sub-registrar office, in case the site is not part of approved layout.
12 NOC from the Defense Institutions in case the site is located within 500m of Defense institution. (Military establishment / Defense
Area).
13 Contour Plan in '5Mts' interval in case the site is of uneven surface.
14 Plans & Sections where required (viz. in case of Group Housing Scheme/Group Development Schemes,etc.) of proposed sewerage disposal
system water supply system of proposed building/blocks to suitable scale and as per ISI Code & Standards(Original + 5 Prints),STP in case
of proposals having more than 50 residential units Applicant may also, in addition to the above, submit softcopy in DWG/DXF format
15 Copy of Previously approved building plan (if any)
16 Agricultural to non Agricultural conversion certificate issued by the RDO/DRO under APAL(Conversion of Non-Agricultural purpose
act-2006).

23 Building Plan shall be invariably signed by the owner of the property, builder if any, the Architect and the Structural Engineer who
designed the structure. They shall give their present and permanent addresses and to submit license copy
24 If the construction is being taken up by a builder/enterpreneur, an attested copy of the registered agreement entered between the owner of
the property and the builder shall be submitted. In case of any changes in the agreement at a later date, a copy of the same shall also be
submitted to the local authority.After permission obtained from the HMDA /Local Authority
25 An undertaking on a Non-Judicial Stamp Paper of Rs.100/-duly signed by the owner/builder/AGPA/S.P. specifying that no flat or built-up
area shall be given possession to the purchaser / tenant unless they obtain the occupancy certificate from the local authority and to provide
all regular service’s and connections.
26 Contractor / Builders / Developer / Owner shall submit All Risks Insurance Policy for the Building construction period.
27 NOC from Competent Authority shall be obtained in case site is falling within the vicinity of Raw water channel/ pipe line of Krishna,
Godavari, Osman Sagar&Manjeera Water from the HMWS & SB.
28 Report of Geo-technical Investigation issued after personal inspection by Institution / Consultant empanelled with / licensed by the local
authority
29 Owner/Developer shall submit environmental clearance from SEIAA. Environmental Clearance (EC) from State Environmental Impact
Assessment Authority (SEIAA)
30 Copy of registered sale deed.

Tension Electricity Lines.2.Wherever the road id not feasible below the HT line , green belt can be provided below the HT
line and this will be in addition to 10% open space to be provided as per rules and for such cases, TDRs as applicable to road
