Introduction

We are living in a world where technology has been changing on how we deal in every day’s situation.

Technology has been the source of how we live, communicate, work and even learn. Electronic services are fast

growing and been in the mainstream in technological development. In line with this internet is one common

platform that is being used for operations. In this digital era, education is greatly influenced by said technology.

Many barangays have their computer set but they don’t use it as a web-based system or desktop-based system.

Instead they use it for printing purposes. The barangay management system is an advanced automated process

of managing barangay to let go the manual process in the usual barangay hall such as hand written document,

keeping records in the drawer that tends to lose some records. It is automated in such way that all records and

transactions that the barangay needed will be totally organized. Easy to process and fast

automated barangay management system. This result for them to have secured file. Barangay officials are

attracted because the use of the said system make the transaction faster and easier. This project is intend to help

barangay officials in managing and recording all the given files of the citizens. It is believed that with the help

of a software developed and designed this on the needs of the client; tasks will be simplified and thus makes the

record more organized and secured

According to Caubang(2017), Residents Record Management and Certificate Issuance is a way to

enhance of managing, issuing certificate and keeping all the barangay residents confidential records safe. This

will facilitate the Barangay management to the client to maintain their resident records complete and up-to-date

as possible and easy to access for verification and reference purposes. It will also help the business owners to

get easily their papers for their business

According to Seed (2017), Barangay Computerized accounting system the traditional of accounting is

using excel the disadvantages of manual accounting is will reduce the speed, increase effort of the treasurer,

will be slower to propose project for your barangay, difficult to monitor and greater difficulty to monitor and

correct inaccuracies and mistakes. Computerized accounting system will be a great help to the treasurer for

much more faster transaction and proposal of project for your barangay, Errors will be reduced whereas

computerized accounting helps eliminate those errors through constant mathematical error checking.

According to Prabhjot and Sharma (2017), Database Management System is a computer software designed for

the purpose of managing the database. Database management System. The main aim of a DBMS is to supply a way to

store up and retrieve database information that is both convenient and efficient A Database Management System (DBMS

) is basically a collection of programs that enables a user to insert, modify, retrieve data and thus make it easy to design,

maintain and access databases. The DBMS relieves the user from knowing how the data is stored physically and complex

algorithms used for performing operations on the database. It only concentrate on how the operations are to be

performed to retrieve the data from the database. The DBMS is also in charge of access, security, storage and host of

other functions for the database system. It does through a selection of computer programs. This allows it to manage a

large, structured set of data, which makes up the database and provides access to the data for multiple, concurrent users

while maintaining the integrity of the data.

The Barangay Clearance Application System (BCAS) Marvin Samiento (2008), Stated that the barangay Clearance

application System (BCAS) is one of Barangay Application System that will enable the barangays process, print and store

all applications for barangay clearance in a fast and most efficient way. The BCAS enables the barangays to process

computerized barangay clearance in a fast and efficient manner. Printed certificates, containing pertinent data and

photograph of the applicant will be process automatically. In addition, The information is stored in a database for storage

and retrieval. The database is web enabled so the BCAS can be used cross check whether applicants have records in

other barangays. This feature will be activated once all database from other barangays are linked to the internet

technology, one of the most basic components of our government is unfortunately left behind: The barangay unit. Every

aspect of the Barangay’s process and services are still done manually in some barangay: from filing and recording

compliant, checking the records before releasing a barangay clearance, to filling incidents that happen in the barangay.

This somehow obstacle method of filling records and complaint presented several problems. In most barangays, records

were kept in logbooks which could either damage or lost. Logbooks also make difficult to search specific or record.

Skimming through several logbooks for a certain report can be tedious and take a lot of time. This will slow down

proceedings, investigations, and inquiries that needed production of that information. Security and integrity of the

information also present another set of problems, it is difficult to keep track of redundant record or even update

proceedings of a case. Also, logbooks can be easily taken out of the office or rip off pages without anyone noticing it.

Victor also said that one solution seen to minimize these problems is the automation of barangay process. This will

improve efficiency of filing reports and complaints in the barangay level. Storing barangay information in a central

database allows for easy and storing and updating records. Retrieval of records will also faster, translating to faster

transaction time. With the records readily available in the server, this will allow concerned government agencies to

gather data for planning and development. Furthermore, automation will reduce the use of paper
