1 Scope

1.1 This Specification covers the minimum requirements of men's safety shoes to
provide protection for the toes against falling and rolling objects in an oil field,
desert environment and obligations of the vendor to assure that Saudi Aramco
employees are properly fitted with safety shoes by the vendor.

1.2 This Specification is intended to apply to the situation where a vendor is under
contract with Saudi Aramco to issue and fit safety shoes to Saudi Aramco
employees out of the vendor's shoe supply in Saudi Arabia.

1.3 This Specification is not intended to specify the exact styling of the shoes.
Styling shall be proposed by the bidders and agreed to with the buyer and the
manager of the Saudi Aramco Loss Prevention Department prior to placement of
an order. Bidders may propose various styles for each type of shoe that meet
this Specification.

1.4 Types of safety shoes and their Saudi Aramco Materials System (SAMS) stock
numbers covered in this Specification are as follows:

2 Conflicts and Deviations

2.1 Any conflicts between this specification and other applicable Saudi Aramco
Materials System Specifications (SAMSSs), Engineering Standards (SAESs),
Standard Drawings (SASDs), or industry standards, codes, and forms shall be
resolved in writing by the Company or Buyer Representative through the
Manager, Loss Prevention Department of Saudi Aramco, Dhahran.

2.2 Direct all requests to deviate from this specification in writing to the Company
or Buyer Representative, who shall follow internal company procedure SAEP-
302 and forward such requests to the Manager, Loss Prevention Department of
Saudi Aramco, Dhahran.

2.3 If conflicts and/or deviations arise between this Specification and other Purchase
Order documents not specifically covered as exceptions by the Purchase Order,
the buyer shall be consulted and a ruling shall be obtained by the vendor in
writing before work proceeds.

4 Definitions

Buyer or Purchaser: the Company (Saudi Aramco, AOC, or ASC) actually placing
the order for the material.

Vendor: the other party to the order for the material who may or may not be the
manufacturer of the equipment.

Buyer's Representative: the person acting on behalf of the Buyer, who may be from
the Engineering, Inspection, Purchasing, or User Organization.

5 Basic Design Requirements

5.1 ANSI Requirements

Toe boxes of shoes shall meet either of the following two specifications:
- The highest compression and highest impact requirements of ANSI Z41.
- The compression requirements and the highest impact requirements of BS
1870, Part 1.

5.2 Environmental Conditions

The 6-inch lace-up boot, the pull-on boot, and the dress oxford shall be suitable
for outdoor industrial use in contact with oil and water in a sunny, dusty, sandy,
oil field desert environment, where ambient air temperatures of 43°C, with high
and low humidity, and ground surface temperatures of 71°C are common in the
summer.

The lightweight casual shall be suitable for the above environmental conditions
except its upper to outsole junction need not be suitable for contact with oil.

Winter environmental conditions are mild and should not influence the design of
the shoes.

5.3 Materials of Construction and Manufacturing Methods

Materials of construction and manufacturing methods shall meet the highest


recognized standards of the industrial footwear industry in the U.S.A. or
England, and shall be selected from a podiatric standpoint to permit the shoe to
yield with the foot when the foot is in action.

A manufacturer in England shall follow the performance guidelines of the


SATRA Footwear Technology Center of England.

All leather shall be cowhide (cattlehide) only.

Materials of construction shall not be harmful to the wearer from an allergenic


or toxicity standpoint.

5.4 Closure Design

Closures shall be designed to maintain the foot snugly against the rear of the
shoe during work activities without the toes contacting the toe box.

5.5 Flexibility

Shoes shall flex at the ball joint of the foot during walking with only a
comfortable bending force required from the wearer.

5.6 Inside Shape

The inside shape of the shoes except toe boxes shall follow the shape of the foot.

5.7 Ladder Usage

Shoes shall be suitable for safely and comfortably climbing and standing on
ladders with 19.1 mm diameter rungs without breakdown of the shoe arch.

5.8 Last Design

Last designs shall be based on the following foot dimensions and geometry:
length, ball girth, waist girth, instep girth, heel to ball distance, shank curve, heel
angle, heel curve, heel measurement, shank curve, and toe spring.

Lasts shall be designed such that each measurement on any last is always in
proportion to the others. For example, when the ball width is increased from
one size to another, there is a proportional increase in the girth measurement at
the waist, instep, and heel of the last.

5.9 Outsole Contact

The forepart of the outsole shall be designed to fully contact a flat floor when
the heel is raised during walking.

5.10 Toe Spring

The forepart of the shoe shall have a slight upward angle (toe spring) to match
the natural shape of the foot.

6 Manufacturing, Material and Detailed Design Requirements

The definitions of terms not defined herein shall be per "The Art and Science of
Footwear Manufacturing".

6.2 Manufacturing Method

Shoes shall be manufactured with one of the methods per the following
descriptions and table:

1. Goodyear Welt (Welt). A welt is sewn to the upper and the insole rib, and
an oil resistant outsole such as neoprene is sewn to the welt.

2. Goodyear Welt/Injection Molding (Welt/Injection). A welt is sewn to the


upper and the insole rib and a polyurethane outsole is formed and attached
to the upper and the insole in an injection molding process.

3. Goodyear Welt/Cement (Welt/Cement). A welt is sewn to the upper and


the insole rib, a midsole is sewn to the welt, and a polyurethane outsole is
cemented to the midsole.

4. Vulcanized. A nitrile rubber outsole is formed and attached to the upper


and the insole in a vulcanizing process.

5. Cement. A preformed polyurethane outsole is cemented to the upper and


the insole.

6. Injection Molding (Injection). A polyurethane outsole is formed and


attached to the upper and the insole in an injection molding process. A
nitrile rubber overlay may be attached to the polyurethane outsole for
improved traction. See Table 1.

Commentary Note:

Note that all types of shoes except the lightweight casual must be suitable for
contact with oil per paragraph 5.2. A dress oxford with cemented or injection
molded construction shall not be proposed unless its upper to outsole junction
can withstand oil.

6.3 Arch Support and Insole Cushioning

Shoes shall be provided with a highly resilient polyurethane foam or rubber arch
support permanently attached to the insole in the arch area. The arch support
shall be covered with leather, "Cambrelle" fabric, or polypropylene.

The dress oxford and lightweight casual shoes shall be provided with highly
resilient, polyurethane sock liners (insole cushioning). They shall be covered on
the top with polypropylene, "Cambrelle" fabric or chrome-tanned, corrected top
grain leather and shall be removable or permanently attached to the insoles. If
permanently attached, they shall extend from the heel to at least ¾ the length of
the shoe. If removable, they shall extend the full length of the shoe.

The 6-inch lace-up and pull-on boots shall be provided with sock liners per the
above if vulcanized nitrile rubber or neoprene outsoles are provided.

6.4 Counters

Shoes shall be provided with counters. The counters shall be firm, shall fit well
against the heel of the foot, and shall be waterproof. The counters for the 6-inch
lace-up and pull-on boots shall be constructed of either:
- Leatherboard at least 2.3 mm thick at the point of maximum thickness or
- A synthetic material known at "Thermo Shoe Counter" material.

If "Thermo Shoe Counter" material is used, it shall meet the following


specification:

- Thickness: 1.5 to 1.6 mm

- Manufacturer: British United Shoe Machiney Ltd.,


P.O. Box 88, Ross Walk, Leicester LE4 5BX, England

- Technical Identifier: Formoset SLN 587N composition

- Description: Thermo Shoe Counter material consisting of synthetic fibered,


needled, non-woven fabric, impregnated with a filled styrene butadiene
synthetic latex and coated on both sides with an EVA/resin compounded, hot
melt adhesive

- Composition:
o Polyster fabric, 21% by weight
o SBR/calcium carbonate impregnant, 55% by weight
o EVA/synthetic resin adhesive, 12% by weight

o Other ingredients per manufacturer's proprietary rights, 12% by weight

"Thermo Shoe Counter" material shall be forced to conform to the shape of the
shoe last by applying heat and pressure per the manufacturer's
recommendations.

6.5 Counter Pocket/Quarter Reinforcer

The 6-inch lace-up boots shall be provided with full or corrected top grain
leather counter pockets between 1 to 1.5 mm thick.

The pull-on boots shall be provided with a full or corrected top grain leather
counter pocket/quarter reinforcer between 1.0 to 1.5 mm thick and it shall
extend nominally 102 mm above the top of the counter.

6.6 Collars

The 6-inch lace-up boot shall be provided with a black collar around the
enclosure constructed of full or corrected top grain leather at least 1 mm thick.
It shall contain two nominally 25 mm wide ribs, padded with sponge rubber at
least 3 mm thick.

6.7 Eyelets and Hooks

The 6-inch lace-up boots shall be provided with at least 4 eyelets and 3 hooks of
nickel, nickel plated brass, or brass crimped into the eyeroll on each side of the
quarter.

Eyelets for the 6-inch lace-up boots shall be size AA as manufactured by PCI,
Industrial Park, New Bedford, Massachusetts, U.S.A., or an equivalent approved
in writing by the buyer.

Hooks for the 6-inch lace-up boots shall be size 40 supplied by Textron, 530
West Street, Braintree, Massachusetts, U.S.A., or an equivalent approved in
writing by the buyer.

The dress oxford shoe shall be provided with at least 4 eyelets of brass or
aluminum on each side of the quarter.

The lightweight casual shall be provided with at least 3 eyelets of brass or


aluminum on each side of the quarter, unless an elastic strap is provided.

6.8 Gussets and Eyestays

The 6-inch lace-up boot shall be provided with a gusset to prevent sand from
entering the shoe.

An eyestay shall be provided either as part of this gusset piece or separately and
must cover the lower half of the eyeroll on the inside of the boot.

The gusset and eyestay shall be the same color as the vamp and quarter and shall
be at least 1 mm thick. The gusset leather shall be soft and pliable.

6.9 Heels

The heel height (the vertical distance between the bottom of the heel of the foot
and the bottom of the ball joint of the foot while in the shoe) shall be between
12.7 to 19.1 mm.

To reduce the tendency for the foot to slip on a 19.1 mm diameter ladder rung,
the bottom of the heel shall protrude at least 12.7 mm below the bottom surface
of the outsole in the arch area, and the radius of curvature at the heel-outsole
junction shall not exceed 19.1 mm.

The heel shall be square breasted (front face of the heel nominally perpendicular
to the outsole in the arch area) except for the radius of curvature as permitted
above.

A flat outsole (wedge shaped sole) is not acceptable.

6.10 Heel Pads

Heel pads shall be provided where nails are used in the heels.

6.11 Height

The height of the 6-inch lace-up boot shall be nominally 152 mm.

The height of the pull-on boot shall be nominally 254 mm.

6.12 Insoles

Insoles shall be designed from a podiatric standpoint with a combination of


firmness, flexibility, and moldability that comfortably supports the foot and
molds to the shape of the foot during action. The insoles shall be an inert
material with the following capabilities:
- Absorb and hold moisture away from the foot and expire moisture to the air
when the foot is removed.
- Retain resilience and flexibility throughout the life of the shoe.
- Resist hardening, cracking, or warping due to moisture or perspiration acids
or alkalis.

- High flex endurance, surface integrity, and dimensional stability.

Insole material shall be that manufactured by Texon, Inc., South Hadley,


Massachusetts, U.S.A., and shall be of a type and thickness recommended by
Texon or better for the manufacturing method used.

The insole rib for the Goodyear welt method of manufacture shall be constructed
of the best quality cotton and shall be cemented to the insole with neoprene
cement.

6.13 Laces and Elastic

Laces for the 6-inch lace-up boot shall be braided nylon nominally 2.5 mm in
diameter.

Laces for the dress oxford shall be braided polyester nominally 3 mm in


diameter and shall have hardened tips nominally 15 mm long.

If a lace-up enclosure is provided for the lightweight casual it shall have laces
per the above for the dress oxford.

If a slip-on closure is provided on the lightweight casual, it shall have an elastic


retaining strap at least 25 mm wide.

6.14 Linings

The entire vamp shall be lined with an inert, abrasion resistant, moisture
absorbant, rapidly drying "Cambrelle" fabric with "Syntex" backing or an
equivalent material approved in writing by the buyer.

Cambrelle fabric is available from the Faytex Corporation, 240 Ivory Street,
Braintree, Massachusetts 02184, U.S.A., and Camtex Fabrics Limited,
Blackwood Road, Lillyhall, North Workington, Cumbria CA144JJ, England.

The quarter (the upper, excluding the vamp) of the 6-inch lace-up boot, the pull-
on boot, and the lightweight casual shoe shall be unlined.

The quarter of the dress oxford shoe shall be lined with dry-tanned, chrome-
tanned, corrected top grain leather 0.8 to 1.2 mm thick.

6.15 Outsoles

Outsoles shall be non-marking, flexible, durable, oil-resistant, slip resistant, and


abrasion resistant nitrile rubber, neoprene or polyurethane, depending on the
manufacturing method per paragraph 6.2. Polyurethane may be covered with a
nitrile rubber overlay for better traction.

Outsoles shall be dark brown or black.

The outsole shall be at least 6.35 mm thick excluding the tread and any midsole
if used.

A lug pattern tread that provides good traction shall be provided on the outsoles
of the 6-inch lace-up and pull-on boots.

Polyurethane shall be stabilized against degradation due to ultraviolet radiation


in sunlight.

6.16 Pull-on Straps

Each pull-on boot shall be provided with 2 pull-on straps of the same leather as
the base leather for the upper.

6.17 Quarter and Top-Line

The quarter of the pull-on boot and the 6-inch lace-up boot shall be reinforced in
the back of the shoe with a backstay made of the same leather as the base
material for the upper.

The backstays on the dress oxford and lightweight casual shoe are optional, but
if provided shall extend from the bottom of the quarter to the top-line with no
exposed raw top edge.

The pull on boot shall have a top-line that is skived, folded, and stitched.

The dress oxford shoe shall have a foam padding inserted between the quarter
and its lining all around the top-line of the shoe, except the eyeroll, and the
quarter and its lining shall be sewn together with no raw edges. The nominal
width of the padded area shall be 11 mm.

The lightweight casual shoe shall have foam padding inserted between the
quarter and a top facing all around the top-line of the shoe and the top-facing
shall be sewn to the quarter. The top-facing shall be at least 22 mm wide and
shall be constructed of dry-tanned, chrome-tanned, corrected top grain leather
0.8 to 1.2 mm thick.

6.18 Seams

Upper leather cut parts shall be skived at seams to reduce bulk and to provide a
smoother fitting. All skiving shall be done on the flesh side.

The vertical seams on the pull-on boots from the outsole to the top-line shall be
covered with a stitched side seam reinforcer, nominally 19 mm wide.

6.19 Shanks

Each shoe shall be provided with a steel or fiberglass shank, curved to follow
the shoe arch.

Shanks shall be designed to provide adequate strength and comfort while the
wearer stands on a 19.1 mm diameter ladder rung and shall also be designed to
prevent collapse of the arch during normal work activities.

If fiberglass shanks are provided, they shall be the heaviest duty commercially
available and shall be caused to match the contour of the insole by heat curing
the shank while it is attached to the insole on the last.

If steel shanks are provided they shall be as follows:


- Double ribbed.
- At least 19.1 mm wide.
- At least 18 U.S. standard gauge (1.21 mm thick).
- Coated with a corrosion resistant material if carbon steel.

6.20 Stitching and Thread

Welt to midsole or outsole stitching shall be with a double thread lockstitch and
all welt to upper and insole rib stitching (inseaming) shall be with a single thread
chainstitch.

The ends of a chainstitch shall not be exposed. All stitching where ends are
exposed shall be done with a lockstitch.

The looper side of all chainstitching shall be on the inside of the shoe.

The seam where a vamp is joined to the front quarter on the 6-inch lace-up boot
shall use a wax coated 3 row chain stitch.

Inseaming stitching shall be at least 1.18 stitches per cm (3 per inch) and all welt
to midsole or outsole stitching shall be at least 1.97 stitches per cm (5 per inch).

Thread shall be polyester per U.S.A. Federal Standard V-T-285 of the following
minimum weights:
- Welt to midsole and inseaming: No. 690.
- Upper: No. 69 through 207, as appropriate.

Toe boxes shall be of a height, width and shape such that the first four toes shall
protrude into the toe box for protection without impinging against the toe box
while the foot is snug against the rear of the shoe.

Carbon steel toe boxes shall be coated with a suitable corrosion resistant
material.

Refer paragraph 5.1 for ANSI requirements.

A flexible plastic material such as Du Pont's "Surlyn" toe box material shall be
placed between the vamp lining and the toe box with the "Surlyn" material
extending beyond the back edge of the toe box to prevent the toes from feeling
the edge of the toe box.

A backing material shall be placed between the toe box and the vamp to prevent
the back edge of the toe box from showing a ridge through the vamp.

6.22 Tongues

The tongues of the dress oxford and lightweight casual shoes shall be lined with
dry-tanned, chrome-tanned, corrected top grain leather 0.8 to 1.2 mm thick. The
tongue lining shall be cemented to and stitched all around the edges of the
tongue.

6.23 Upper Leather

The base material for the uppers shall be full or corrected top grain, chrome-
tanned cowhide (cattlehide) of the following thicknesses:

The upper leather for the 6-inch lace-up and pull-on boots shall be oil-tanned,
containing at least 18 percent oil by weight for water repellancy, if the
manufacturing method (welt, welt/injection, welt/cement) per paragraph 6.2
permits the use of oil-tanned leather.

The upper leather of the 6-inch lace-up and pull-on boots shall be oiled after
manufacture if the vulcanizing method of manufacture is used.

The upper leather of the 6-inch lace-up and the pull-on boots shall be dark
brown except the collar on the 6-inch lace-up shall be black.

The upper leather of the dress oxford and the lightweight casual shoes shall be
dry tanned leather, polished dark black. The vendor may stock other colors if
the vendor desires but black must be available.

Upper leather shall be taken from the following areas of the hide:
- Gussets: Belly and flank.
- Pullstraps and Backstays: Shank or brisket or better.
- Counter Pockets and Vamps: Upper hindquarter (bends).
- Tongues: Upper front quarter and middle side.
- Other part of quarter: Upper front quarter and middle side.
- The hair side shall be on the outside of the upper.

6.24 Vamps

The vamps of the 6-inch lace-up boot and the pull-on boot shall be of a
seamless, plain toe design.

The vamp of the dress oxford may be of any suitable design.

The vamp of the lightweight casual shall be constructed of two pieces of leather
with a raised overlay moccasin design.

6.25 Welting

For the welt/injection molding method of outsole manufacture, an all-around


vinyl storm welt shall be provided.

For the welt/cement method of manufacture, either an all-around vinyl storm


welt or an all-around leather storm welt shall be provided.

A leather welt shall be constructed of vegetable-tanned, oil-tanned leather


containing at least 18% oil by weight.

7 Size and Fitting

7.1 Sizes

Shoes shall be supplied in the following length and width sizes, in the American
Standard System or equivalent:

Width Length
B (narrow) 8-15
D (medium) 5-14
EEE (extra wide) 7-13

Shoes shall be available in full and half sizes up to and including size 12. Sizes
over 12 need only be carried in full sizes.

7.2 Fitting

The vendor shall be responsible for proper fitting of shoes to Saudi Aramco
employees and shall provide and use "Brannock Devices" for measuring feet.
Vendor's employees responsible for fitting shoes shall be knowledgeable in the
proper use of the "Brannock Device".

A "Brannock Foot Measuring Device" is a professional tool used in measuring


foot size. It reads the three following important foot dimensions:
1) heel to ball dimension,
2) heel to toe length, and
3) foot width.

Shoes shall normally be fitted such that the arch base of the shoe and the ball
joint of the foot meet at the same place with the toes not touching the end of the
toe box and with the heel snug.

A different size for each foot shall be provided when the measured size
difference between left and right feet is more than 1½ length sizes (American or
equivalent) or 2 width sizes (American or equivalent).

8 Labeling

Shoes shall be labeled with identifying numbers and letters per ANSI Z41 or BS 1870,
Part 1, as applicable, and each pair of shoes shall be labeled with its size and the
manufacturer.

9 Boot Oil

A 237-milliliter (8-fluid ounce U.S.) container of petroleum based boot oil and
instructions for application in English and Arabic shall be provided with each pair of 6-
inch lace-up or pull-on boots issued.

10 Samples Required with Proposals

Bidders shall submit at least one sample shoe cut longitudinally from heel to toe and
one intact shoe for each style proposed.

11 Quality Requirements

11.1 Quality Program

The vendor shall implement and maintain a Quality Program which shall include
clearly defined and documented procedures for the relevant Quality System
functions. The Quality Program documents shall be made available to the
Buyer's Representative for review and audit.

The manufacturer's testing methods to assure shoe quality shall be equal or


equivalent to the methods of the Footwear Industries of American (FIA) and the
SATRA Footwear Technology Center of England.

11.2 Inspection Requirements

Shoes manufactured to this Specification are subject to verification by the


Buyer's Inspection representative per Saudi Aramco Inspection Requirements
Form 175, attached to the purchase order.
