REACTION PAPER0:

“ANTI-BASTOS LAW”

I agree and salute our President Rodrigo Roa Duterte for signing into the law the Anti-

Bastos Bill or Republic Act 11313 or the “Safe streets and Public spaces Act” our chief executive

signed it last April 17, but Malacanang only released it to the public on Monday, July 15. This bill

seeks to prevent Gender-based sexual harassment from occurring in streets, Public places,

Online workplaces and Educational training institutions.

Since our President Rodrigo Roa Duterte signed that law I hope he will also recognizes the

need for that law and since he is the chief enforcer of all laws in the Philippines i hope he will be

the first to obey the law he signed. For me our President Rodrigo Roa Duterte never was bastos.

When he cracks jokes it was intended to make people laugh, never to offend. If you will just listen

to the jokes of our President Duterte I know you will surely laugh, For me our President Rodrigo

Roa Duterte is respectful and reacts “negatively” to those people who offend women. We must be

thankful to our President Rodrigo Roa Duterte and also our government for passing this law.
According to the law, these crimes are committed through any unwanted and uninvited

sexual actions or remarks against any person regardless of motive for committing such action or

remarks. Among these acts are Cursing, Wolf-whistling, Catcalling, Leering and Intrusive gazing,

taunting, Unwanted invitations, Misogynistic, Transphobic, Homophobic , Sexist slurs, Persistent

unwanted comments on one’s appearance, Relentless requests for one’s personal details such as

name, Contact and social media details or destinations and also use of words gestures or actions

that ridicule on the basics of sex gender or sexual orientation, identity and for expression.

Moreover, Our local government units are mandated to pass ordinances based on the law

while the Philippine National Police and Metropolitan Manila Development Authority will arrest

those who violate it. Those found guilty of violating the Anti-Bastos Law will be fined Php 1,000 to

Php 100,000 and may also be imprisoned for 1 month and also the Online sexual harassment,

cyber stalking invasion of privacy in Educational institutions are banned. Those found guilty of

these acts will find Php 100,000 to Php 500,000.

And this law also enumerated that gender-based online sexual harrassment includes acts

that use the information and communication technology in terrorizing and intimidating victims

through physical, psychological and emotional threats and etc.

Likewise, deemed as sexual harrassment under the new law are the invasion of privacy

through cyber stalking and incessant messaging, uploading and sharing without consent of any

unauthorized photos, videos or information, impersonating identities of victims online or posting

lies to harm their reputation or filling false abuse on online platforms to silence victims. A gender

sensitivity seminar will be imposed on first time violators.

A six to 10 days imprisonment or fine of Php 3,000 will be imposed on second time

violators while third time offenders will be sent to jail up to 30 days and fined Php 10,000
For acts such as making offensive body gestures and exposing private parts, public

masturbation, groping and similar lewds actions, first offenders will be fined Php 10,000 and

ordered to do 12 hours of community service and compelled to attend a gender sensitivity

seminar.

Second time violators will be punished with 11 to 30 days imprisonment and a Php 15,000

fine while third time offenders will be imprisoned from one month and one day to six months and

fined Php 20,000.

Our new law also punishes stalking and brushing against any part of the victim’s body. On

the first offense, Violators will be fined Php 30,000 or jailed 11 to 30 days and required to attend a

gender sensitivity seminar.

On the second offense, Violators will be punished to pay a Php 50,000 fine and face

imprisonment for one month and one day up to six months; while on the third offense , Violators

will be slapped with a Php 100,000 fine.

Meanwhile, the penalty of prision correctional in its mediumn period or a fine ranging from

Php 100,000 to Php 500,000 will be imposed on any person found guilty of gender-based online

harrassment.

Also in the restaurants, bars, cinemas and other places of recreation shall install in their

business establishments clearly-visible warning signs against gender-based public spaces sexual

harrassment, including the anti-sexual harrassment hotline number in bold numbers and letters,

The anti-sexual atleast one and the anti-sexual harrassment officer to receive gender-based

sexual harrassment complaints. Security guards in these places deputized to apprehend

perpetrators caught in flagrante delicto and are required to immediately coordinate with local

authorities.
Our new law authorizes also the land transportation office to cancel the license of a person

found guilty of comitting sexual harrassment in public utility vehicles.

It also allow the Land Transportation Franchising and Regulatory Board to suspend or

revoke the franchise of operators who commit similar actions.

All is becoming because of this law because all of the employers are required to post a

copy of the law in the workplace, as the new decree others to department of labor and

employment and the civil service commission to conduct yearly spontaneous inspections to

ensure compliance of both emloyers and employees to the law.

Hence, The Local Government Units were also directed to “bear primary responsibility in

enforcing the provisions” of the safe spaces act by passing ordinances to localize its applicability.

The schools and universities are ordered to create standard procedures wehich harassed

students or teachers will follow to file their complaints. The Philippine Commission on women will

lead in reviewing the implemented provisions of the law along with other government agencies.

I hope all of the Filipinos are too much aware to Anti-Bastos Law or RA 11313. All of the

Filipinos will benefit to this new signed law especially the women. I wish all of the peoples learn

how to be kind to everyone and how to avoid disrespecting of women because all of the women

deserves to be loved and respected thus women must also respect themselves first if they also

want to get respected and for all the men we must teach ourselves how to respect girls not how to

dress appropriately.

I also encounter this past days where a woman was got catcalled by a truck driver and his

helpers and I got mad but don’t know what to do, so I was too much thankful because in our new

signed law there will be a warning signs even in public places which it will give us an idea about

our new law so many of the people who will see it will be aware in our new signed law.
I hope all the violators will be punished according to their sins and must learn from their

mistakes.

From my experience I was a gentleman but a bit rude to get used to jokes but all I just do it

to make other people happy because I also felt how sad the world is and for now I knew it is

covered by our new law signed by our President Rodrigo Roa Duterte so I will obey and refrain all

the bad accustomed and do my best to have a good manners, I hope all people who was covered

and protected by our new law must be followed correctly and wasn’t used as a tool to destroy

others life like framing up them because they are angry to that person.

I believe the quotation that “Do not do unto others what you don’t want to others to do unto

you” and specially to your relatives as well. It means that life is like a mirror, what we do to others

reflects back to us.
