Discussion:

The major problems that caused flooding in Barangay Calauag, Naga City are
the location, climate change, land use, and improper waste disposal along with the
unstable, improper, and unfinished drainage systems.

I. Summarize the major problems

A. Location
For the location of Barangay Calauag in Naga City, it is landlocked with
rice fields nearby that having no water ways in its locality except the irrigation
system and the topographic location is considered as one of the low-lying areas
in Naga City.

B. Climate change
For the climate change, we already know that the entire world is
experiencing abnormal weather conditions and unseasonal climate patterns
because of the global warming caused by ozone depletion contributed by the air
pollutants. According to the one of the longtime residents in Barangay Calauag,
Naga City which this testimony was agreed by her companions that sometimes in
a year with continuous rains even at nighttime and nowadays, a sudden rainfall
with rain rate of moderate to heavy just after or even during fair weather to mostly
cloudy skies.

C. Land Use
For land use, as we noticed that when the company build buildings,
subdivisions, people build their own house of their land area that they cover, the
land is consumed by these. So, the trees cut down and the natural habitats are
displaced. But for residential areas such as subdivisions and non-subdivision or
random individual houses; they planted more trees, ornamental plants, other
plants, and vegetation within their land area.
 D. Improper Waste Disposal
Barangay Calauag, Naga City is suffering from undisciplined children who
are collecting garbage from houses for money. The homeowners did not know
that their garbage was not thrown in the proper bins. Instead, these children are
throwing this garbage on the irrigation system of the rice fields that will result to
severe flooding.

E. Unstable, Improper and Unfinished Drainage Systems

Barangay Calauag, Naga City has an improper drainage system that can
cause accidents to the drivers, passengers, people who are passing by, and
animals. Some drainage systems are unfinished. This improper drainage system,
by its wide opening on it, can gather garbage and other objects whether by
accident or not, and will soon to be filled resulting to blockage which could cause
a severe flooding on this area.

II. Alternative Solution or Solutions for Each Problems

A. Location

1. The solution for the location is create a larger and improved drainage
system in the area.
The advantage of the larger and improved drainage is to prevent
flooding at all times.
The disadvantage of the larger and improved drainage system is if it is
not yet finished, there is a possibility of numerous accidents and if
neglected when the garbage will gather at the larger and improved
drainage system, it will cause flooding.
B. Climate Change

1. The solution for the climate change is to gather the environmental

government organizations and non-government organizations for reducing
the air pollutants.
The advantage of this is to prevent massive ozone depletion which is
caused by air pollutants.
The disadvantage of this is the economic unbalance for banning of use
of fossil fuels and manufacturing materials (e.g. plastics) across the
country or world for this time.

C. Land Use

1. One of the solutions for the land use is to plant trees and ornamental
plants on the land area of establishment, additional of other plants and
vegetation on subdivisions and other residential areas.
The advantage of this is to prevent flooding in the area covered by
establishments, subdivisions, and other residential areas.
The disadvantage of this is in case for establishments that no more
land area to plant trees or at least ornamental plants.
2. One of the solutions for land use is to create their own drainage system
underground (e.g. Pozzo Negro, non-cemented flooring/soil flooring).
The advantage of this is to prevent flooding in the area covered by
establishments, subdivisions, and other residential areas.
The disadvantage of this is to dig deeply that will result to the slight to
moderate depletion of nutrients of the soil.
D. Improper Waste Disposal

1. One of the solutions is to strictly implement the proper waste disposal to

the establishments, subdivisions and other residential areas of Barangay
Calauag, Naga City.
The advantage of this is to segregate easily the biodegradable, non-
biodegradable, and hazard substances.
The disadvantage of this is some people are ignorant to throw their
garbage in a wrong bin (e.g. a man throws a banana peel on a non-
biodegradable trash bin).

2. One of the solutions is to establish recycling facility for non-biodegradable

garbage.
The advantage of this is to reduce manufacturing and using plastics
and to reuse the other materials aside from plastics such as metal, dry
paper, and others.
As of this time, no recycling facility exist here in Naga City, Camarines
Sur.

E. Unstable, Improper and Unfinished Drainage Systems

1. The solution is to strictly implement for finishing or completion the

construction of the drainage systems to prevent accidents and flooding in
the area.
The advantage of this is to prevent accident and flooding at all times.
The disadvantage of this is if it is not yet finished, there is a possibility
of numerous accidents and if neglected when the garbage will gather at
the larger and improved drainage system, it will cause severe flooding.
