★Jiangsu Province Lists the First Batch of Enterprises Exempted from Production Limitation and Halt

Jiangsu Province releases Measures of Jiangsu Province on Production of Off-peak Production and Emergency Control of Heavy
Polluted Air in Autumn and Winter.

The official file defines that enterprises whose emission level of pollution is obviously better than that of other enterprises in the same
industry or those involved in the protection of people's livelihood can exempt from production halt and limitation when staggering
production and comprehensive control of Air pollution are executed. These enterprises shall meet regulation of environment
management and compliance with emissions.

★EVRAZ Announces 2018 Q3 Report

Q3 2018 vs Q2 2018 HIGHLIGHTS:

• In Q3 2018, EVRAZ’ consolidated crude steel output fell by 10.3% QoQ to 3.1 million tonnes, primarily due to lower pig iron
production.

• Sales of finished products descended slightly by 1.2%, which was mostly attributable to lower sales volumes of railway products
and flat-rolled products. Sales volumes of semi-finished products edged down by 0.7%, primarily due to lower crude steel
production.

• Production of raw coking coal climbed by 9.6% QoQ to 5.9 million tonnes due to increased productivity at the Raspadsky open-pit
mine.

• Coking coal product sales dropped by 8.3% QoQ, mainly due to logistical limitations amid maintenance works at railroads in
Russia.

• External iron ore product sales fell by 15.9% QoQ, primarily as a result of increasing stockpiles to ensure stable production
volumes and steady shipments to customers during the capital repairs of EVRAZ KGOK’s indurating machine no. 1 in
September-October.

• Sales of vanadium products declined by 3.9% QoQ, mainly due to large maintenance at EVRAZ Vanady-Tula to reline the roasting
kiln refractories as well as replace the grinding mill (during September and October) and regular annual maintenance at EVRAZ
Nikom.

★ThyssenKrupp Develops New Technology for Making Automotive Steel Plate


ThyssenKrupp, an industrial company in Germany, has developed a new technology called smart form for making automotive steel
plates, which was based on making thin sheets and to reduce a usage amount up to 15%. In addition, the new technology could
stabilize the quality and prevent plates rebound. This kind of steel plate was expected to be mass-produced.
It was understood that Volkswagen has begun to adopt this technology, and Japanese automotive industry has also been
suggested.

★Northern Europe Rebar Prices Dip with Consumer Buying Limited to the Short Term
The price for rebar produced and delivered in Northern Europe edged down on Wednesday November 28, with consumers only

willing to commit to purchases in the near term amid uncertainty surrounding the market further ahead.
Fastmarkets’ weekly price assessment for domestic rebar in Northern Europe slipped to €540-560 ($611-634) per tonne delivered on
Wednesday, from €550-560 per tonne a week ago. The low end of the range has trended higher in recent weeks as producers
pushed for higher prices due to their own increasing costs, but has now slipped with some sellers accepting the lower numbers to
secure deliveries.
“Customers are buying normal volumes for normal consumption, but there is no buying wave,” a producer said.
A number of sellers have been forecasting a spate of forward buying from consumers looking to secure first-quarter 2019 volumes,
but that has yet to transpire. It is becoming more accepted now that consumers may be able to maintain their very short term outlook
at least until February, when the European safeguard import quotas are renewed.
Presently the quotas are rapidly filling and there will be a period after they are completely full but before they are renewed when
some domestic producers were hopeful of an opportunity to grow market share or raise prices. But with limited demand in their own
end-user markets, many rebar buyers will simply hold off on purchases until the quotas renew, when imported material will once
again be able to compete with domestic metal.
“Importers could start booking now for February, but until then they’ll just be buying what they need in the short term,” the producer
said.
Around 72.4%, or 517,464 tonnes, of the European safeguard import quota for rebar - under tariff codes 7214 20 00 00 and 7214 99
10 00 - has been taken up so far, according to the EU tariff quota consultation. This compared with 67% or 479,050 tonnes a week
ago.
Fastmarkets’ weekly price assessment for rebar imported into Northern Europe was €500-505 per tonne cfr main ports on November
28, unchanged from last week.

★Europe Sections Prices Follow Trend of Falling Feedstock Costs


Prices for hollow steel sections in Northern Europe moved down this week following falls in feedstock prices, market participants told
Fastmarkets MB.
Fastmarkets MB's domestic price assessment for commodity-size, grade-S235 square hollow sections made in Northern Europe
was €635-650 ($718-735) per tonne delivered on Thursday November 28, down from €640-660 per tonne delivered on November
21.
There have been no price moves in the hollow sections market in Europe in November until this past week despite the continued fall
in feedstock prices since the start of fourth quarter.
Fastmarkets MB’s weekly price assessment for domestic hot-rolled coil (HRC) in Northern Europe, the feedstock used for hollow
sections, was €540-550 per tonne ex-works as of November 28, down from €560-575 per tonne ex works on October 3.
The corresponding Southern Europe HRC price assessment is also down - it fell to €470-520 per tonne ex works on November 2
from €520-550 per tonne ex-works on October 3.
The HRC market has been affected by low demand, reduced trading activity and competitive import offers.
“Price movements up or down take longer to work their way through the system. The hollow sections market has a direction of its
own sometimes that has nothing to do with HRC and you just have to work with the market... business [for the first quarter of next
year] will be done by now, “a distributor said.
On July 18 this year, the European Commission (EC} imposed preliminary measures in a regional safeguard case in the form of tariff
rate quotas on 23 steel product categories, based on average import volumes over the past three years. Imports will face a 25% tariff
if the quota is exceeded.
The quota volume set by the EC for hollow steel sections allows for 387,343 tonnes of material to be imported free of tariff before
February 2, 2019.
Only 21% of the quota remains, with 82,132 tonnes unallocated as of November 28, down from 96,994 tonnes on November 21 and
147,574 tonnes on November 7.

China Steel Inventory
China Longs Inventory for November 15-22, 2018 (40 marketplaces)

According to SteelHome survey, by the end of 22 November, 2018, China wire rod inventory at 40 big cities attained
1.1729 million tons, up 15,100 tons or 1.3% from the previous survey. China rebar inventory at 40 big cities came to
3.42 million tons, down 44,300 tons or 1.28% from the previous week.

Besides, SteelHome also conducted investigations into longs inventory in some small cities. For more information,

Note: SteelHome adds Suzhou, Wuxi, Maanshan, Taian, Xiamen, Haikou, Sanya, Yinchuan and Xining city to
