I. COURSE NUMBER: POS 211

II. DESCRIPTIVE TITLE: Philippine Public Administration

III. COURSE DESCRIPTION:

The course introduces a comprehensive survey of the main themes of


Philippine Public Administration. The symbiotic relation of political science and
public administration shall be established as concepts of administrative
responsibility, management and leadership theories, decision making models,
organizational structures and theories as well as policy process shall be studied. A
great attention shall be focused on the manifestations of contemporary processes,
basic concepts and perspectives on public administration, legal, functional,
behavioral, comparative and environmental approaches in the understanding of
basic concepts of public administration and changes affecting the contemporary
world since the 1920s. The course shall include models of policy making and
financial improvement as part of the techniques of administrative improvement.
Lectures, discussions and class presentations shall comprise the totality of the
classes.

IV. COURSE OBJECTIVES


With the class lecture-discussions, readings and presentations, at the end of the
semester, the student is expected to be able to develop the desired knowledge,
skills, attitudes and values espoused by the University:

On Competence:
1. Acquaint students on the approaches and pillars in the understanding of public
administration;
2. Possess adequate knowledge of the developments in the local arena, in comparison or
contrast to its global neighbors;
3. Develop the ability to effectively and efficiently communicate through oral and
written communication, the knowledge and critique/assessments on public
management.

On Creativity, Research and Scholarly Work:


4. Know and understand the dynamics of public administration including its history,
pillars and approaches as an applied science of political science, a “pure’ science;

5. Relate the concepts of local and regional public administration with the world as a
whole;
6. Corroborate socio-political, economic and socio-cultural concepts with current thrusts
and developments in public management and develop critical thinking skills
7. Provide an overview of contemporary studies and researches on public administration;
8. Displaying the ability to draw out existing knowledge from professional as well as
mass audience materials. This includes the internet;

On Social Involvement and Christian Spirit:

9. Utilizing existing knowledge to explore issues and to communicate that to others


toward the understanding of societies;
10. Evaluating and creating new knowledge toward a Christian civil society’s
participation in the development of societies of the world.
