Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

A resort is a place used for vacation, relaxation or as a daytime getaway. While

this can be a single structure such as a hotel, it also can be a whole island. One of the

most looked-for aspects of a resort is that visitors are freed from most daily errands,

which are typically taken care of by the facility’s staff. Numerous activities are usually

presented at resorts, as well as massages, meals, live entertainment and

cosmetic treatments.

There are many types of resorts. Some cater to a certain audience, such as families

or single adults, while others attempt to have a wider plea.

Resort is a place to spent holiday for relaxation and recreation so that, one can give

dynamism to their leisure time. Oxford is dictionary defines resort as place that is

frequented for holidays or recreation or for a particular purpose. One can go and swim in

resort, can have lunch, can go just to pass time, plan an overnight stay and lit campfire,

artist can complete their portrait, novelist can finish novel, a poet can create his poem and

tourist can have charming stay there.

A resort can function as a conference center, as a meeting center, as a banquette,

as a restaurant, as a health club and various other functions. A resort could be day serving

and night serving, and it provides the cuisine service

Persons with disabilities (PWDs), according the UN Convention on the Rights of

Persons With Disabilities, include those who have long-term physical, mental, intellectual
2

or sensory impairments which in interaction with various barriers may hinder their full

and effective participation in society on an equal basis with others.

The Indoor Beach Resort will design for the absolute comfort of all its visitors. It

welcomes families, as well as adults and children. Those with children are given the

option of taking advantage of the supervised kids programs, child-care experts, and

professional nannies.

In order to best serve the PWD, the resort is equipped with ramps and wheelchair

accessible lifts scattered throughout the resort. It is a fully wheelchair accessible resort

with access to the indoor beach. There will be a rooms in the resort designed specifically

for wheelchair users. The bathrooms also have a roll-in shower, rails, extended shower

heads, and raised toilet seats. The bathroom door can accommodate a wheelchair.

The resort will also have restaurants, and all are accessible for wheelchair users,

another restaurant will be located on the beach and are accessible only with beach

wheelchairs. Beach wheelchairs are subject to availability. There is one beach wheelchair

and regular wheelchairs available to rent as well as motorized scooters.

Accessible tourism enables people with access requirements, including mobility,

vision, hearing and cognitive dimension of access, to function independently and with

equity and dignity through the delivery of universally designed tourism products, services

and environments. It includes people in wheelchairs independently or with helper,

walking stick or crutches, disabled tourist with trolleys and heavy luggage, visual and

hearing impairments, seniors, families with prams and, pregnant women who can

frequently move anywhere as their wish.( Darcy & Dickson 2009, 34). The disabled
3

tourists want to enjoy the services and facilities without any restriction by service

provider for spending theirs enjoyable leisure time at popular tourism destination.

Therefore, the disabled tourists need specific help and support at destination. The specific

support to disabled tourist is depended up on the standard service of public transportation,

accommodation and travelling services. However, the fundamental of service provider

should be well known about extra service, gift, bonus or economic benefits (Ideas 2012)

those services which make a customer happy.

Objectives of the Study

The main objective of this is to design a complex structure, an Indoor Beach

Resort for PWD, and to attain unique design of an indoor beach resort. Also to

establishment of tourist resort that will create the economic opportunities. Provide a

recreational environment for the resort through varieties of facilities and functions.

Provide hospitality for both domestic and foreigner tourists and promote tourism

ultimately Promote local as well as national economy through the promotion of both

internal and external tourism.

Statement of the Problem

You may think that having a wheelchair means the chance of going anywhere is

impossible, much less going to an all-inclusive resort, however, is a misconception.

Wheelchair or not, you can most definitely go to a Resort and spend your time at any

number of beautiful all-inclusive resorts.

Many of the luxurious resorts you’ve heard of have gone to great lengths in order

to allow people with wheelchairs to not only be able to come visit them, but to really

enjoy and experience what the resort has to offer.

4

Specifically, this study aimed to answer the following questions:

1. Why, is it important to give assistance for People with Disabilities?

2. What kind of services and assistance could you offer or the resort can offer

specially for Senior Citizen?

3. Where should a ramp be located inside the beach resort?

4. What are the implications of the study for PWD?

Hypothesis

Significance of the Study

SIGNIFICANCE TO ARCHITECTURE STUDENTS

The research is an innovative approach for medical and leisure facilities that will

be designed by adapting the sensibilities of persons with disabilities both physical and

intellectual. It is an architectural approach on how a built environment will respond to the

needs of PWDs. The development will be first of its kind in our country. The study will

also serve as a model for future development not just for leisure or medical resort

facilities but also for other building typologies that adapts disabled sensibility to fully

make a universal design. The project will also contribute to the significance of

architecture in promoting health and wellness for PWDs.

SIGNIFICANCE TO PWD

The significance of the study conducted is to address the effect of architectural

initiatives to a medical resort facility to be proposed. The study will provide a new

concept on planning and designing facilities that are centered for different types of
5

persons with disabilities. This project is not just designed for leisure purposes but also as

a therapeutic facility for them especially for the physically disabled and an alternative

educational setting for the intellectually disabled. The envisioned outcome will be an

architectural design solution for a true inclusive facility for them.

SIGNIFICANCE TO THE COMMUNITY

By first considering where the project is located, it will have a great significance for

Angeles City because they are aiming to make their city a medical tourism destination.

This could be one step start for their city goal. Aside from this, the proposed project will

provide a new rehabilitation environment for people in the community especially for the

people from the numerous hospitals in Angeles City.

Scope and Delimitations of the Study

The scopes of the projects are, the resort with recreational facilities possess wide

range of scope. If we analysis the present trend of internal resort tourism and need of

leisure place, then it is acceptable to have multifunctional resort, which not only focus on

overnight stay but also concern in day services too.

Definitions of Terms

BANQUETTE- an elaborate and formal evening meal for many people, often

followed by speeches.
6

CONFERENCE CENTER- A convention center (American English; conference

centre outside the USA) is a large building that is designed to hold a convention, where

individuals and groups gather to promote and share common interests.

Convention centers typically offer sufficient floor area to accommodate several thousand

attendees.

DYNAMISM- the quality of being characterized by vigorous activity and

progress.

FACILITY- a place, amenity, or piece of equipment provided for a particular

purpose.

HEALTH CLUB- A health club (also known as a fitness club, fitness

centre, health spa, and commonly referred to as a gym) is a place that houses exercise

equipment for the purpose of physical exercise.

HOTEL- an establishment providing accommodations, meals, and other services

for travelers and tourists.

INCLUSIVE- including or covering all the services, facilities, or items normally

expected or required.

INDOOR BEACH- Use the adjective indoor to describe something that happens

or is used inside a building or house. Your indoor furniture is probably a little fancier than

your plastic outdoor furniture. Indoor sports are the ones you play inside, like ping pong

and floor hockey — beach volleyball is not an indoor sport.

LEISURE- use of free time for enjoyment.

7

LUXURIOUS- extremely comfortable, elegant, or enjoyable, especially in a way that

involves great expense.

MOBILITY- the ability to move or be moved freely and easily.

PWD (PERSON WITH DISABILITY)- A disability may be generally defined as

a condition which may restrict a person's mental, sensory, or mobility functions to

undertake or perform a task in the same way as a person who does not have a disability.

... Disabilities affect people in different ways.

RESORT- a place that is a popular destination for vacations or recreation, or

which is frequented for a particular purpose.

RESTAURANT- a place where people pay to sit and eat meals that are cooked

and served on the premises.

SENSORY IMPAIRMENTS- is when one of your senses; sight, hearing, smell,

touch, taste and spatial awareness, is no longer normal. Examples - If you wear glasses

you have a sight impairment, if you find it hard to hear or have a hearing aid then you

have a hearing impairment.

TOURIST- a person who is traveling or visiting a place for pleasure.

UN- The United Nations (UN) is an international organization formed in 1945 to

increase political and economic cooperation among its member countries.

WHEEL CHAIR- a chair fitted with wheels for use as a means of transport by a person

who is unable to walk as a result of illness, injury, or disability.

RAMP- a slope or inclined plane for joining two different levels, as at the entrance or

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter presents a review of reading materials related to the present study

that will provide background information, better insights and understanding about the

topics covered.

Related Literature

Everyone dreams of going on the ultimate vacation, a vacation of a lifetime and

wheelchair-users want this as much as anyone. We too dream of white sandy beaches and

beautiful crystal blue pools, but we also need to make sure where we go is accessible. The

good news is that there are more and more amazingly accessible resorts opening each

year, offering every level of accessibility you need to make sure no matter what kind of

disability you have, you'll still have an amazing time (as you should be).

The following facilities are available for persons with disabilities.

A-ONE Pattaya Beach Resort - Pattaya City, Thailand - A resort

designed from the ground up with wheelchair accessibility in mind, the modern A-ONE

Pattaya Beach Resort is one of the few resorts in all of Thailand offering completely

accessible rooms. At this resort you'll find rooms that have all of accessible features you'd

expect from an ADA-compliant hotel room, as well as an emergency call button. And a

rather cool feature - the entire hotel is connected by ramps not stairs, so you never have to

worry about accessing the various levels.

9

Concordia Eco-Resort - St. John, U.S. Virgin Islands - For the eco-

conscious traveller with a disability, the Concordia Eco-Resort on St. John is one of the

only eco-resorts in the world offering accessible accommodations. The purpose of this

resort is to make as little of an impact on the surrounding environment as possible.

The property has four accessible tents with enhanced facilities, as well as solar heated hot

water showers (awesome) and lighting and fans power by a 12-volt photovoltaic system.

It also has accessible walkways and ramps throughout the lust natural landscaping. If

you're looking for a low cost way to enjoy the jungle and ocean without any hindrances,

this is it.

Resort at Squaw Creek - Lake Tahoe, California. - If you are more of a

winter person and have always wanted to try out adapted skiing, sit-skiing for those in the

know, you can't get any more chic and accessible than the Resort at Squaw creek in Lake

Tahoe. This awesome resort not only offers fully accessible rooms and fitness center, they

also have a staff trained to help guests with disabilities.

They also have a "Disabled Access Ambassador" Mario Rey, an accomplished mono-

skiier, who helps guests with disabilities navigate the property, showing them the best

places to ski, as well as equipment you can rent

Sirens Resort - Loutraki, Greece. - For those with dreams of soaking in

the rays of the Mediterranean, the Sirens Resort in Loutraki, Greece goes above and

beyond. This hotel offers five fully accessible rooms/apartments that can sleep between 1

to 8 people. The units have everything you need from grab bars to roll-in showers and
10

accessible kitchens. They also offer rentable electric beds, shower chairs, hoists and

wheelchairs. That will sure save on your luggage costs when flying.

The real stunner of this resort however is the fully accessible beach, which is made

possible by a one-of-a-kind ramp that goes directly into the sea. Once out in the water,

you can get out of your wheelchair and float, grabbing a nearby floated. Wheelchair

taxis are also on-site and several accessible excursions are offered

Turtle Bay - Oahu, Hawaii. - You know a resort is an accessible when

they have Life Rolls on Founder Jesse Billauer as their ADA spokesperson. Located in

Oahu, Hawaii, Turtle Bay is one of the most accessible resorts in Hawaii. This hotel

offers 13 fully accessible rooms with all the amenities and there are lifts on all of the

pools and hot tubs throughout the property. One of my favourite features of this resort

however is the accessible wheelchair golf cart to cross the huge resort. You got to love a

wc-friendly golf cart.

Freedom Shores - Isla Aguada, Mexico -Founded many years ago by

a vet injured in the Vietnam War, Freedom Shores in Isla Aguada, Mexico is another

resort built from the ground-up with wheelchair accessibility as its ultimate goal. This

resort is one of the few resorts in the world that offers on-site caregivers too in addition to

a completely accessible resort.

Roll-in showers, shower chairs are included with each room, as well as chauffeured

wheelchair accessible taxi for arriving and local excursions. To get to the beach, they've

installed in a wide promenade right next to the water and they also have an accessible

deck/dive boat if you're interested in trying out scuba diving

11

Hotel Tranquility Hill - Palmares, Costa Rica. - For another accessible

resort owned by a quadriplegic, the Hotel Tranquility Hill in Costa Rica offer is the

ultimate in resort accessibility. This beautiful small resort located in the lush mountains

of Costa Rica is a peaceful 1 acre space with 10 rooms, two of which that are wheelchair

accessible. And they have a brand new roll-in swimming pool, making it incredibly easy

to take a dip. Also, if you need an on-site PCA, that too is available. Skilled nursing is

also on-site

Beaches Turks and Caicos Resort.- Was designed for the absolute comfort

of all its visitors. It welcomes families, as well as adults without children. Those with

children are given the option of taking advantage of the supervised kids programs, child-

care experts, and professional nannies.

In order to best serve the guests in wheelchairs, this resort is equipped with ramps and

wheelchair accessible lifts scattered throughout the resort. It is a fully wheelchair

accessible resort with access to the beach. There are two Caribbean Premium rooms in the

resort designed specifically for wheelchair users. The bathrooms also have a roll-in

shower, rails, extended shower heads, and raised toilet seats. The bathroom door can

accommodate a wheelchair.

The resort has 19 restaurants, and all are accessible for wheelchair users except for Sky,

which is located upstairs. Another restaurant called Barefoot is located on the beach and

is accessible only with beach wheelchairs. Beach wheelchairs are subject to availability.

There is one beach wheelchair and 6 regular wheelchairs available to rent as well as

motorized scooters.
12

There’s a lot to do at the Turks & Caicos resort! They have all sorts of nightly

entertainment, golf, a kid’s camp, a DJ academy, an Xbox play lounge, a spa and more!

Wheelchair or not, going to this resort would be a relaxing, enjoyable experience for

everyone

ADA Standards for Swimming Pools

There are over 50 million people with disabilities in the United States, which equates to

18% of the population – making persons with disabilities the largest minority group. To

protect this population, the Americans with Disabilities Act (ADA) was designed to

prevent discrimination against a person based on a disability. The goal of the ADA is to

provide a level playing field so that a person with a disability can compete equally for

jobs and also enjoy the same benefits of living in the United States as a person who is

able-bodied.

Swimming Pool Lifts

Often the main safety issue with an injured, disabled or elderly swimmer involves safe

entry and egress. Therefore, the most common solution is a lift. This is the primary means

of access that is a mechanical device used to transfer an individual in and out of a

swimming pool. A lift can be added to the side of an inground pool, above ground pool,

or hot tub and can be battery or water pressure powered. As of May 15, 2012, all public

swimming pools in the U.S. must be equipped with assisted entry systems. With this

American Disability Association (ADA) compliance law, disabled Americans around the

nation will be able to enjoy the health and leisure benefits of public pools. As part of the

2010 Standards for Accessible Design, regulations of the Accessible Design for
13

Recreational Facilities have required all public pools and hot tubs to be outfitted with an

ADA compliant swimming pool lift or sloped entry.

Sloped entries

Primary means of access that is ideal for facilities with a large group of ambulatory users.

A sloped entry can be a built-in entryway or a removable ramp. Facilities that use sloped

entries as a means of access are also encouraged to provide a mobile aquatic chair

designed for access into the water. Multi-purpose disability access ramps consist of a

ramp, stair and underwater parallel bars. It can easily be removed from the pool making

room for automatic cleaners and pool covers.

Transfer Walls

A secondary means of access that allows someone to transfer onto the top of the pool wall

from a wheelchair and ease into the water. At least one grab bar should extend the width

of the top of the pool wall. This type of access is typically used in hot tubs.

Accessible Pool Stairs

This secondary type of access provides balance and support for someone entering the pool

from a standing position. Portable access ladders act as an easy-to-use staircase that can

be attached anywhere along the edge for effortless entry or exiting. They also come with

a deck adapter platform, side skirting to prevent underwater entrapment and dolly. The

staircase consists of slip-resistant tread steps.

ADA regulations affect several types of aquatic areas. These include swimming pools, hot

tubs, wading pools and other aquatic recreation facilities such as wave pools and lazy
14

rivers. Beaches, lakes, rivers, and catch pools are NOT affected by the new ADA

legislation. Means of access will need to be provided to the types of aquatic areas affected

by the legislation.

The newly adopted regulations define five permitted means of access for swimming

pools, including:

As part of the legislation passed by the ADA, over 100,000 commercial swimming

poolswill be required to become accessible to people with disabilities by March 15, 2012.

Generally, this legislation will only affect state and local government-owned facilities,

parks and recreation departments, state-run schools and universities, as well as hotels,

health clubs, private schools and community centers. Private residences, apartments, and

condominiums are not affected, with a few exceptions:

 If an apartment complex sells memberships to their pool to people living outside

the complex, the pool IS considered public and is subject to the ADA regulations.

 If a condominium actively rents out their units, similar to a hotel, this is also
considered a public accommodation and subject to ADA regulations.

Related Studies

Alex, A nine-year-old wheelchair user. Hobsons Bay City Council’s Accessible

Beaches Project pushes the boundaries of universal design in a complex natural

environment. In a first for Australia, beach matting is available twenty-four hours a day

seven days a week, and beach wheelchairs, including water chairs are available at Altona

and Williamstown Beaches. This universally designed infrastructure supports people with

a disability and provides universal access for older people, those with prams, and
15

toddlers. Most importantly, it has empowered families of people with a disability to

spontaneously share a day at the beach without having to sit on the sidelines. Over the last

two summers Council has led the way in beach accessibility state-wide and continues to

be a catalyst on a national level. Through inter-council collaboration and with the support

of many stakeholders, the beach access movement has gained momentum and seen some

fantastic wins. This presentation will outline a four year case study capturing the trials

and tribulations of endeavouring to work towards two fully accessible beaches by 2020. A

highlight this summer was the introduction of an adult changing facility completing

Altona’s accessible hub and providing the platform to deliver activities such as accessible

snorkelling sessions to the community. Six Victorian beaches now run beach access

programs in 2018. There were none in 2015. There are huge positive health and wellbeing

impacts of having an accessible beach available, a conduit to promoting social inclusion

amongst the community, raising awareness around the needs of people with a disability,

strengthening family connections as well as enabling independence for users – all

important aspects that contribute to overall community wellbeing. Hobsons Bay will

continue to lead the way in making beaches for all by providing the opportunity to be

spontaneous and actively participate in the community rather than watch from the

sidelines.

Leduc Aquatic Centre Whirlpool — Alberta, Canada

It's not often you can find a wheelchair accessible hot tub/whirlpool, which is why we had

to include this universally-accessible whirlpool to our list. The Leduc Aquatic Centre in

Leduc, Alberta, Canada, is a beautiful whirlpool that features a circular ramp. This allows
16

you to gradually enter the whirlpool completely on your own, free of any electric lift,

which is nice because those aren’t the most reliable and help is needed to operate them.

Kent State University Natatorium — Ohio

Located in Kent, Ohio, this aquatic building is part of the Kent State University Student

Recreation and Wellness Centre. It was built in 1999 and is one of the most beautiful

universally-accessible pool designs we've seen. The center has a lap pool and a leisure

pool, which are connected, and also features a beautiful circular ramp. Furthermore, the

whirlpool is only a transfer to get into.

Radisson Blu Resort Pool — Fiji

For those with more exotic tastes, the Radisson Blu Resort in Fiji has a

universally-accessible pool that is located alongside the ocean — and it is quite

stunning to behold. It features a long, wide ramp that leads into the pool, and it is

humongous; it connects several pools that have bars and waterfalls. This watery

oasis truly is something to behold.

Collaroy Rockpool — Australia

At Sargood on Collaroy, the exclusively wheelchair-accessible resort in Collaroy,

Australia, there is a saltwater pool that has a beautiful ramp that almost feels like

it was created naturally. You also can spend a night at the resort, which is fully

accessible and rated one of the best in the world for wheelchair users. They offer

everything from accessible surfing to biking to electric lifts in each room.

17

The Reserve at Paradisus Palma Real — Dominican Republic

The Reserve at Paradisus Palma Real, a brand new, all-inclusive resort is located in

Punta Cana, Dominican Republic. This hotel has a circular zero-entry pool with a

cobalt blue pool bottom that is stunningly unreal. It also features a center whirlpool

that is completely accessible and beach chairs in the water that you can float into.

While you have to get a room at this resort to check out the pool, it definitely seems

to be worth it.

We love that zero-entry pools are now becoming the norm. As an honorable-mention,

there's a gorgeous beachfront pool located at the Atlantis resort in the Bahamas. If you’re

planning to travel soon, just search “zero-entry” or “beachfront” to find more if you’re

traveling to a certain location. These pools are popping up all over, and we couldn’t be

happier!

Eria Resort in Maleme, Crete, Greece

This hotel is specifically designed for those whose primary mode of transportation is a

wheelchair. Surrounded by olive groves and the Cretan Sea, Eria Resort in the historic

village of Maleme is a welcome respite in a country known to be particularly difficult to

get around in a wheelchair.

With prices around $100 per night, it’s true beauty on a budget. The hotel will help you

plan wheelchair-friendly excursions in an accessible minibus, which can come get you at

the airport as well. The gym has a special physiotherapy area and all rooms have grab

bars. This is also one of the best hotels with handicap showers with a shower chair and

raised toilets.
18

One outstanding feature of the resort is its collaboration with local pharmacists and

physiotherapists, so doctors and pharmaceutical products are at your disposal if you’ve

come to relaxing Greece to help out your health. Additionally, the hotel has all kinds of

different wheelchairs available for rent, and there is a ramp leading into the pool so you

can head in with your chair!

Social Sector

Angeles, officially the City of Angeles (Kapampangan: Lakanbalen ning

Angeles; Tagalog: Lungsod ng Angeles), or simply referred to as Angeles City, is a 1st

class highly urbanized city in the region of Central Luzon, Philippines. According to the

2015 census, it has a population of 411,634 people.

20

It is bordered by Mabalacat to the north; Mexico to the east; San Fernando to the

southeast; Bacolor to the south; and Porac to the southwest and west. Though the city

administers itself autonomously from Pampanga, it is the province's commercial and

financial hub.

Angeles is served by the Clark International Airport in Clark Freeport Zone. Being

home of the former Clark Air Base (once the largest United States military facility outside

the continental United States), it was significantly affected by the fallout from the

eruption of Mount Pinatubo in 1991. The economy of Angeles was heavily dependent on

the American base at that time.

In 1993, a full cleanup and removal of volcanic ash deposits began and the former U.S.

base was transformed into the Clark Special Economic Zone (CSEZ). The creation of

CSEZ has helped to offset the loss of income and jobs previously generated by the

presence of the U.S. base in the city. Today, Angeles and Clark form the hub for business,

industry, aviation, and tourism in the Philippines as well as a leisure, fitness,

entertainment and gaming center of Central Luzon.

Angeles ranked 15th in a survey by MoneySense magazine as one of the "Best

Places to Live in the Philippines" in its March–April 2008 issue.

N Angeles is 83 kilometres (52 mi) from Manila and 17 kilometres (11 mi) from the

provincial capital, San Fernando.

The dynamics of Angeles City’s economy is borne out by the fact that it is a strong

magnet for in-migrants compelling greater dynamism in economic development planning.

While the City has to contend with increasing population from natural increase, it has to

accord equal importance and attention to every visitor in the area whether as tourist,
21

investor, student, patient, jobseeker, or any other transient to optimize its presence in the

City and make it a sustainable source of local revenue. Using this as the planning

paradigm, greater challenges staring the City Government in the face involve the strategic

provision of needed infrastructures, the effective transformation of people especially

those who principally rely on social services for subsistence into more permanent,

productive and reliable resource, maintaining the delicate balance between what

opportunities the Clark Freeport and Economic Zone can offer and what unique role the

City’s economy has to play while taking into account the natural capability of the City’s

natural resource base to provide for the requirements of business and at the same time

ensuring the health and safety, security, comfort and convenience of its every permanent

resident or visitor.

Angeles City, Pampanga is the I.T.-BPO location choice in Central Luzon,

classified as a first-class, highly urbanized city and has a government independent of the

province. The 6,027 land area, divided to its 33 barangays, is supported by good

infrastructure including an international airport, accommodating hotels, and strong

telecommunications infrastructure. Hence, it is known for its competence to host

information and communication technology matters, particularly to call centers.

Moreover, the total population of Pampanga Province-2,014,019, of which 16.20%

(326,336) are Angeles City, contributed to its accomplishment as a next wave city and

population annual take-up is set at 2%.

22

Business Primed Infrastructure

The province of Pampanga is relatively plane with one distinct mountain, Mount

Arayat and the famous Pampanga River. Moreover, it is strategically located at the

crossroads of Central Luzon and is highly accessible by both air and land. Angeles City,

Pampanga is accessible in less than two hour drive by land though the North Luzon

Expressway (NLEX), which extends from Metro Manila till the north end of Pampanga,

or via Subic-Clark-Tarlac Expressway (SCTEx). Land travel is made easy by numerous

bus routes existing, in addition, other available mode of transportation are PUV and

jeepney.

On the other hand, Diosdado P. Macapagal International Airport in Clark served as

opening of the province. There are 17 incoming flights daily. Various transportation

infrastructure and developments have made Angeles City a promising investment

destination.

Telephone services in the province are provide by DaTelcom Corp, Innove (Globe

Telecom), DigiTel, PLDT, PT&T and RCPI. While mobile services are provided by

Smart Communications, Globe Telecom and Sun Cellular. Meanwhile, Electric power is

distributed by Angeles Electric Corporation (AEC), which also supply to small parts of

Mabalacat, Bacolor, and Porac. As of 2013, the average power rate is at Php 8.30 per

Kwh.

Angeles City, Pampanga is gaining world fame as the entertainment capital of the

Philippines. It distinguishes itself as one of the fastest-growing cities outside of Metro

Manila. The establishment of a number of shopping malls also fuelled the city’s economy,

including SM City Clark, Nepo Mall, and Robinsons Place Angeles, which serve as

centers of commercial industry. Prompt to the boost of the economy, hotels such as,
23

Fields Plaza Suites, Lewis Grand and Angeles Beach Club, embodied its bold and

promising progress.

Innovation also touched health facilities. The city ranks 3rd among the country’s

first class cities that provides quality healthcare. Some of the hospitals in the province that

provide quality safety are, Pampanga Medical Specialist Hospital, Our Lady of Mt.

Carmel Medical Center, Rafael Lazatin Memorial Medical Center and Angeles Medical

Center.

I.T. Parks Around the City

Due to the transformation of the old U.S. base into Clark Freeport Zone, the

economy of Angeles City’s upturn development linger. From the city’s growing industrial

and agricultural estate, to being designated as the Philippines’ future premier gateway.

The continuous improvement of the city does not only attract tourists, rather it also attract

investors. Business and I.T Parks grew rapidly as investors move toward in the city.

As of now, there are four operating I.T. PEZA sites in Angeles City, namely: JIM

Building, eNTEC Building, SM City Clark I.T. Park and Metro MarQuee I.T. Center.

These PEZA sites are continuously expanding to sustain the constant raise of demand for

office supply.
24

Locators in the City

Angeles City is already equipped and has the talent to provide the same products

and level of services that the main cities of Manila and Cebu currently offer. Sustained

progress is pretty obvious in this city, were some multinational companies have

established their operations and have appreciated good incentives in doing business.

Existing locators are: Sutherland Global Solutions, Cloudstaff, Inc, Teletech Customer

Care Management Philippines, Inc and Startek Philippines, Inc.

Summary

Angeles City as an autonomous first class highly urbanized city in the province of

Pampanga has transformed economically after 1991. From development of agricultural

land to commercial land, it now also houses several industrial estates, IT and call center

industries, a special economic zone and other major investments. Other than hastening the

innovation of transportation and other infrastructure, the high level of standard that they

are maintaining would pave way for the foundation of an ecosystem that accompaniments

talent across the city. These assets prove that the city’s full capacity to host any locators

in their vicinity.

Getting to Angeles City

Most of the visitors that make frequent trips to Angeles City are from Manila and

this is not surprising since the entertainment center is only an hour or two away from the

capital. One can hop on a bus from the terminals in Manila to get to Angeles City and this

mode of Angeles City transportation takes at most 2 hours using the North Luzon
