SEVENTH SESSION

I have the honour totransmit, at the direction of the Council, its Report for the year 1952, prepared
m compliance with the terms of Article 54(a) of the Convention on International Civil Aviation, It will be
supplemented by a brief review of the work of the Organization during the first five months of 1953, to be dis-
tributed at the opening of the Assembly,

The Report has been prepared by the Secretariat and circulated in manuscript to the Members of the
Council for their suggestions. The Council as a body has not formally examined or adopted the Report, but,
as for several years past, has delegated to the President of the Council the authority to approve the final text
after considering all suggestions received.

The Report constitutes documentation for Item 8 of the Provisional Agenda, Inpreparing the Agenda
it has been the Council’s object to give separate treatment outside the Report only to the subjects that seem
likely to need Assembly action. Those subjects which the Assembly might discuss and make the subject of
inquiry, but upon which no Assembly decisions seem to be required, have been treated only in the Report.

During the period covered by this Report the Council has held three sessions - the Fifteenth from
29 January to 2 April, the Sixteenth from 13 May to 24 June, and the Seventeenth from 9 September to
5 December, It has delegated to the President of the Council authority to act on a variety of matters as
necessary during Council recesses.
