PROBLEM AND ITS BACKGROUND

INTRODUCTION

Filipinos can’t hide the fact that we are under circumstances poverty. Some Filipino
are struggling to live because of poverty. Eating three times per day is impossible for
them, what’s more in education? Children who should be studying will sacrifice their
education or the their future to help their parents job that is not appropriate to their age.

Until 4PS came, this program aims to help or assist filipino families who are in
great need, and through this program the future of thier children can now be achieved.
The Pantawid Pamilyang Pilipino Program (4Ps) is the Philippines government’s most
expensive social protection program .The program provides cash to poor family to help
them with their needs. The program is implemented by the Department of Social Welfare
and Development, with the Department of Health, the Department of Education and the
National Economic and Development Authority as partners. This Program Started in
2007, the government expanded the program in December 2016 to reach a total of 20
million Filipinos belonging to 4.4 million households. (Reyes, Tabuga, Mina, & Asis;
2015) It aims to eradicate extreme poverty within the Philippines by purchasing health
and education specifically in ages 0–18. 4Ps provides cash grants to compliant
household-beneficiaries with health grant worth Php 500.00 and educational grants worth
Php 300.00 and Php 500.00 each to the children studying in elementary and high school,
respectively. A rice subsidy in the form of cash amounting to Php 600.00 to the
household-beneficiaries is also included.(DSWD)

The large amount of poverty is one of the manifestation of growing of economy.

Poverty is one of the factor that is associated to the status of individual. The program
helps to fulfill the country’s promises to meet the Millennium Development Goals;
therefore, to wipe out extreme poverty and hunger; To achieve general primary
education; to promote gender equality; in reduce child mortality; and improve maternal
health.

SCOPE AND DELIMITAION
This study focuses to the 4Ps members in Barangay Caingin Southville 4 and only 4Ps
member will be surveyed.

SIGNIFICANCE OF THE STUDY

This study will be valuable and significant or bring contribution to the

following:

Parents/ Guardians: This study will help the parents/guardians to have enough
knowledge about the Pantawid Pamilya Pilipino Program(4Ps).

Researcher: It will serve as a great part in the completion of her requirements.

Other Researchers: Findings in this study may serve as a basis for further

researchers in line with this field.

DEFINITION OF TERMS

There are several terms used in this study. These terms were defined operationally
and conceptually.

4ps- It is the PANTAWID PAMILYANG PILIPINO PROGRAM., implemented

by the Department of Social Welfare and Development. Pantawid Pamilyang
Pilipino Program is a poverty reduction and social protection and development
strategy of the national government that provides Conditional Cash Grants to poor
households in order to improve their health, nutrition and education of children
aged 0-18 y/o.
Beneficiaries-As used in the study, recipients of funds or other benefits. A
beneficiary is any person who gains an advantage and/or profits from something.
Poverty Targeting-This refers to the decision making process of the government
and agency on selecting or choosing the deserving family recipient for the
program.
Department of Social Welfare and Development-This refers to the agency of the
government which takes the lead in implementing the Pantawid Pamilyang Pilipino
Program. DSWD works in partnership with key agencies such as DOH, DepEd,
Department of the Interior and Local Government (DILG), and Land Bank of the
Philippines (LBP) which help ensure the availability of health and education
services as well as provide necessary support services in the targeted areas. DSWD
created the Pantawid Pamilya National Project Management Office (NPMO),
which handles the day-to-day operations of the program with assistance from
Regional Project Management Offices (RPMO) and City/Municipal Links. DSWD
also has support from local service providers such as the school principals and
midwives who have been designated to oversee and ensure proper verification of
compliance to conditional.
Health Benefits-This refers to the objective of the Pantawid Pamilyang Pilipino
Program of helping the beneficiaries to access and provide the health welfare
through regular check-up and give knowledge on healthy life style.
Poverty-is general scarcity or the state of one who lacks a certain amount of
material possessions or money. It is a multifaceted concept, which includes social,
economic, and political elements.

Review of Related Literature and Studies

The 4Ps is a social program that entails monetary and non-monetary transfers to the poor or
poorest families who have school-aged children on the condition that they meet the
program’sterms that are aimed at improving their capacities (Cecchini and Madariaga 2011).

Questionnaires were used as the principal instrument in gathering data.

RESEARCH LOCALE

The research study will conduct at Barangay Caingin Southville 4, City of Sta.
Rosa Laguna.

INSTRUMENTATION

The researchers made use of a questionnaire as research instruments. The focus

of the questions is on the questionnaire and the research questions of the study.
