ESC INTERNAL RULES & REGULATIONS

Pursuant to Article VI-B, Section 1.2 of the Revised West Visayas State University Student Council
Constitution (Revised WVSU-CC), and for the efficient and effective delivery of the Education Student
Council to the students, the following rules and regulations are hereby promulgated.

These are the following Rules & Regulations under this document.

RULE I
ORGANIZATIONAL SYSTEM AND ORGANIZATIONAL FLOW

Section I. The Education Student Council is structured into five (5) departments, namely Executive
Department, Legislative Department, Finance Department, Planning Department and the
Student Resource Department.

Section II. The different Departments have the equal right toimplement laws and rules.

Section III. Each Department will have their responsibilities and functions to further cater the
students’ need.

Section IV. Executive Department assumes responsibilities and functions to further cater the students
of the College of Education and does not passively implement requested rules and
conditions.

4.1. It is composed of the officers of the Education Student Council presided by the elected
ESC Chairperson.

4.2 Executive department can implement rules and decisions as long as it was agreed by the
majority.
4.3 Its task isto manage and approve all decisions of the council with respect to Rule I,
Section 4.2.

4.4 Its duty is to administer and manage issues concerning ESC in general.

4.5 Its powers are the following:

a. Approves all the ESC activities for the Academic Year

b. Approves the Financial Plan for the Academic Year

c. Represents ESC as a whole:

1. Can make resolutions

2. Can deliberate rules and guidelines in any ESC activity

3. Can approve decisions agreed by the different departments

d. Discusses unresolved matters regarding students, teachers, and ESC itself.

4.6 The limitation of the Executive Department is to secure the welfare of the College of
Education students; therefore,issues concerning students of the College of Education are
the only coverage of the department.

Section V. Legislative Department’s principle is to promote a harmonious relationship among the


Student Body, Education Student Council and Faculty of the College of Education, working
as one which will make a united and forceful body for the achievement and realization of
our dreams as a prominent Center of Excellence in Teacher Education Institution.

Section VI. Its objective is for effective and efficient information dissemination to the student body.

6.1 Duly presided by the elected ESC Vice Chairperson, through ESC, Classroom Chairpersons,
Curriculum Chairpersons, and Organization Representatives’ Joint Legislative Meeting.

Section VII. Its duties and powers are the following:

7.1 Amendments of rules

7.2 Making of rules and guidelines concerning the College of Education students and
Education Student Council.

7.3 Review and ratify of internal rules

7.4 Approval of rules and guidelines of all activities

Section VIII. Legislative Meeting

8.1 Students’ voice will be raised through this assembly (Legislative Meeting); they are
represented by their respective chairpersons or duly authorized representative. Different
issues and agenda are to be discussed and given attention and emphasis.

8.2 Concerns from the students are to be carried to find appropriate solutions through
different ideas and suggestions from the members of the assembly. To make it legal,
casting of votes shall be observed.

Section IX. The Legislative Department is composed of the Education Student Council together with
the curricula, classrooms,and organizations under the College of Education, represented
by their chairpersons or duly authorized representatives.

Section X. Finance Department’s principle is “What the students had given must be given back that
every centavo counts.”

Section XI. Its duties and powers are the following:


11.1 Appropriates students’ money for the activities of the Education Student Council

11.2 Regulates the budget for every activity of the council

11.3 Ensures transparent budgeting of money

11.4 Accounts the finances of the council

11.5 Audits the finances of every activity of the council

11.6 In-charge of the ESC’s supplies and facilities

Section XII. The Finance Department is composed of the Education Student Council’s Treasurer,
Assistant Treasurer, Auditor, Assistant Auditor, Business Manager and Asst. Business
Manager.

Section XIII. The Finance Department’s limitation is to secure and keep the ESC fund, therefore only
the ESC fund will be provided with financial statements and accountings which include
sponsorships and other source of funds.

Section XIV. Planning Department’s principle is to develop and plan activities that fit the students’
interests with the collaboration from the community to suffice its name as the Center of
Excellence in Teacher Education.

Section XV. Its duties and powers are the following:

15.1 Designs the different activities of the Education Student Council.

15.2 It is the in-charge of the different committees of the Education Student Council.
Furthermore, it chooses the appropriate chairman for every activity.

15.3 Approves the plan of Education Student Council activities

Section XVI. It aims to help the students in terms of innovative and well-planned activities that
ensemble their interest and would thereforedevelop and enhance their personality, skills
and intelligence.

Section XVII. The members of the Planning Department are composed of the chosen and voted
Education Student Council officers.

Section XVIII. Student Resource Department’s principle is to entertain and help secure students’ rights
and to inform students with the different plans of the ESC. It has direct contact with the
students.

18.1 It aims to caterstudents’ needs.

18.2 It aspires to help students with its utmost capacity without any hesitation.

18.3 This department aims to help the students in terms of their queries, problems, comments,
suggestions a nd clarifications regarding the Education Student Council as an organization
in general.

Section XIX. Its duties and powers are the following:

19.1 Answers students’ questions with regards to the programs and activities
conducted/sponsored by and with cooperation of the Education Student Council.

19.2 Establishes harmonious relationship between the ESC officers and the students of the
College of Education.

19.3 Decides for the students, as long as it is for their common good.

Section XX. The members of the Student Resource Department are composed of chosen and voted
Education Student Council officers.

Section XXI Student consultant


The ESC is free to choose its own student consultant among the bonafide students of the
College of Education as stated on Rule II Section XXI.

Section XXII Adviser/s


The ESC is free to choose its own adviser/s among the full time faculty members of the
College of Education and recommend it to the College Dean/ Director of Student Affairs
for approval and designation as stated on Article VI-B Section 10 of the Student Council
Constitution and By Laws.

RULE II
Duties and Responsibilities of the Education Student Council Officers, Student Consultant and Adviser/s

Section I. The Education Student Council is composed of the elected Chairperson, Vice Chairperson,
Secretary, Asst. Secretary, Treasurer, Asst. Treasurer, Auditor, Asst. Auditor, Business
Manager, Asst. Business Manager, Public Information Officer, Asst. Public Information
Officer, Four (4) College Representatives, a student consultant and at least one adviser.

Section II. The Chairperson

2.1 Executive Department Head

2.2 Presiding Officer of the ESC Administrative Meetings

2.3 Moderator of all ESC activities

2.4 Represents the Council as a whole

2.5 Approves the documents of every activity and plan

2.6 Representative of the ESC to the PFCA

2.7 Supervisor of the Education Student Council

Section III. The Vice Chairperson

3.1 Legislative Department Head

3.2 Presiding Officer of the ESC Joint Legislative Assembly

3.3 Chairman on Committee on Rules and Discipline

3.4 Approves all the rules and guidelines of all ESC activities and plans

Section IV. The Secretary and Asst. Secretary

4.1 In-charge for every documentations and records of the office

4.2 The Asst. Secretary will serve as the board secretary in every Joint Legislative Meeting

4.3 In-charge for the dissemination of informationwithin the Education Student Council only

Section V. The Treasurer and Asst. Treasurer

5.1 The Finance Department Head is the ESC Treasurer.

5.2 Approves budget plans and financial statements (Rule I Section XI)

5.3 In-charge of the ESC fund

5.4 Maintains the transparency of the ESC finances

5.5 Acts as the budgeting officer

Section VI. The Auditor and Asst. Auditor


6.1 Audits every financial statement

6.2 Maintains the transparency of financial statements

6.3 Member of the Finance Department

Section VII. The Business Manager and Asst. Business Manager

7.1 Officer-in-Charge of the Education Student Council Supplies

7.2 Member of the Finance Department

Section VIII. The Public Information Officer and Asst. Public Information Officer

8.1 In-charge of the information dissemination to the students of the College of Education

Section IX. The College Representatives

9.1 Represent the Education Student Council to the University Student Council Legislative
Meeting

Section X. The Committee on Rules and Discipline

10.1 The Committee on Rules and Discipline are composed of the ESC Vice Chairperson,
Secretary, and Treasurer.

10.2 The committee’s main duty is to enforce laws and regulations among the ESC officers, to
deliberate issues, and to maintain discipline inside and outside the Education Student
Council.

Section XI. In case when the Officer-in-Charge is absent due to illness, attendance of the
seminars/conferences, practice teaching, incapacity to discharge function or by chance,
the assistant of the Officer-in-Charge will automatically take authorizationeven without the
consent of the Officer-in-Charge.

11.1 In case neitherthe Officer-in-Charge nor the assistant is not around, the five (5)
department heads will decide as to who will be the Officer-in-Charge.

11.2 In case of absence of any department head, only the present department heads will take
the decision.

Section XII. The Five (5) Department Heads have equal rights in the decision (Rule I, Section II).

Section XIII. The Five (5) Departments is the decision making body of ESC.

13.1 The Five Departments are represented by their Department Heads in the deliberation of
decisions.

Section XIV. Activities outside the College or outside the University that concern the ESC or any Officer
must seek approval of the five department heads.

14.1 Any officer/s sent to seminars, conferences and/or symposia that represent/s the
ESCmust seek the approval of the five department heads (with respect to Rule II, Section
13).

Section XV. In case that the decision of other important matters is not appropriate for the decision of
the department heads, then deliberation is needed.

15.1 The decision of the matter relies on the majority of votes of the ESC officers.

15.2 The result of the motion is final and irrevocable.

Section XVI. The ESC officer should remain committed to the office. Officers must prioritize the
Education Student Councilabove other affiliations.

16.1 Any ESC officer has the right to associate.


16.2 Any officer of the Education Student Council is not allowed to have higher position on
other Organizations or Publications, such as Editor-in-Chief, Managing Editor, Associate
Editor, ROTC officer, Chairperson, Vice Chairperson, Secretary or Treasurer, that requires
more time with other organization (Art X, Accountability of Student Council Officer of the
WVSU Student Council Constitution).

16.3 If Section 16.2 is violated, the officer has the right to choose between the Education
Student Council or the other organization.

16.4 In case that the officer fails to follow Section 16.3, the officer is subject for impeachment.

Section XVII. If any of the ESC officers has not functioned and has not executed or performed his
appropriate duties of being an officer for frequent times (4 times), he will be given a
forced resignationby the Committee on Rules and Discipline.

17.1 In cases that the Chairman of the Committee on Rules and Discipline is the person
involved on this section, the ESC Secretary will be in-charge on giving a resignation letter
for the officer.

17.2 If there is no valid and convincing reasons that can support the officer involved on this
section, impeachment will be given to him with the approval of the majority of the ESC
officers who voted for impeachment.

Section XVIII. If the officer had been impeached or resigned, his assistant will take his position
automatically.

Section XIX. In cases that an assistant of an officer or the vice chairperson position has resigned orhas
been impeacheddue to Rule II, Section 17, Snap Election will follow through the
Legislative Assembly.

Section XX. Every ESC officer should follow the rules and serve as a role model tothe students.

Section XXI Student consultant


21.1 Mentor of the ESC

21.2 Limits his/her self to what is stated in this section and has no power to decide for the
council as a whole.
Section XXII. The Adviser/s

22.1 Mentor/s of the ESC

22.2 Approve/s all the ESC activities

22.3 Approve/s all documents of every activity and plan (budget plan, financial statements,
permits end etc.) of the ESC

22.4 Limit/s his/her/their self/ves to what is stated in this section and has/have no power to
decide for the council as a whole.

RULE III
ESC JURISDICTION

SectionI. ESC Office

1.1 The receiving area is not a “tambayan”. Students are only allowed to stay at the receiving
area only when transacting business with an ESC officer.

1.2 Non-ESC officer/sis/are not allowed to enter the restricted area of the ESC office.

1.3 No smoking and drinking of liquor/hard drinks within the ESC office at all times.

1.4 ESC officers should maintain cleanliness and orderliness of the office.

1.5 The CLAYGO (Clean As You Go) must be observed at all times.
Section II. ESC Keys

2.1 Non-ESC officers are not allowed to use the ESC office keys.

2.2 All ESC officers are allowed to take responsibility of the office keys.

2.3 Keys must be surrendered after the term of the ESC officer.

Section III. ESC Officers

3.1 All officers should wear their complete uniform and identification cards (ID) or name
plates inside the campus.

3.2 Officers on duty shall maintain the cleanliness of the office.

3.3 Office Hours: 8:00 AM – 5:30 PM; Lunch Break: 11:30 AM – 1:00 PM

3.4 ESC Officers are allowed to stay until 8:00 PM only but in cases of special activities, the
officers may stay longer according to necessity.

3.5 ESC officers are not allowed to stay in the ESC office during weekends and holidays unless
necessary.

Section IV. ESC Supplies and Equipments

4.1 The ESC Business Manager and Asst. Business Manager have the full responsibility over
the ESC supplies and equipments.

Section V. Computer and Printer

5.1 Only ESC officers and duly authorized person/sis/are allowed to use the computer.

5.2 Office work must be prioritized. Personal work is not prohibited as long as there is no
office work that needs to be done.

5.3 Personal files are not allowed to be saved in the ESC computer to maximize the memory
space.

5.4 Playing computer games is not allowed.

5.5 No eating and/or drinking while using or near the computer.

5.6 ESC CDs are for ESC use only.

5.7 Shut down the computer properly after office hours.

5.8 Printing of non-ESC related document is not allowed.

5.9 Charging of cellular phones near the computer are strictly prohibited. Avoid placing
cellular phones near the computer.

5.10 Usage of torrents is prohibited, unless the user uses his own broadband stick or modem to
connect to the internet, to prevent interference in the office’s internet connection.
Section VI. Sound System, DVD player and DVD Component

6.1 Volume of the said equipments must be minimized if necessary.

6.2 Rules and Regulations in borrowing the said equipments:

A. Borrowing of the said equipments is allowed provided it is for official use only and
the maximum time of usage must not exceed two (2) hours.

B. Borrower’s form must be accomplished and submitted at least one (1) day before
its schedule of use. It should be signed by the program adviser, teacher concerned
or the dean and addressed to the business manager of the student council. Any
need to exceed the maximum time of use must be presented in a letter.
C. Borrowers should fill-in the necessary information at the log book and leave the ID
Card.

D. Only the ESC business manager is allowed to approve and lend the said
equipments.

E. In case of absence of the ESC Business Manager, the Asst. Business Manager will
take over the responsibility as stated on Rule III, Section IV.

F. Proper inspection of the said equipments must be observed before bringing them
out of the ESC office and after they have been returned.

G. The said equipments should be returned to the office not exceeding the allotted
time period. First warning will be given to the borrower if he exceeds the given
time. If the second warning was given to the borrower, he needs to present an
explanation letter. If the borrower was given the third warning, as a penalty, the
borrower and his/her section will no longer be allowed to borrow any equipment
from the ESC office.

H. Borrowing policy shall be in first-come-first-serve basis.

I. Borrowing of the said equipment for overnight use is not allowed.

J. Borrowing of the said equipment is not allowed during Education Days, College
Acquaintance Party or for any personal use (i.e. student teaching, personal
reporting).

K. In case of damage(s) or loss, the borrower and the program manager or teacher
concerned who gave the authority to borrow shall be held responsible for the
repair or the replacement of the said equipment.

Section VII. LCD Projector

7.1 The ESC Business Manager and the Assistant Business Manager are the persons-in-charge
of the LCD Projector.

7.2 Borrowing of LCD Projector is allowed if there is a reservation slip.

7.3 The same rules stated in Rule III, Section 6.2 shouldbe followed for this equipment.

7.4 Maximum of three reservations a day for the LCD Projector is allowed.

Section VIII. Laptop

8.1 The ESC laptop is not allowed to be borrowed by the students.

8.2 Only the ESC Secretary is the officer-in-charge of the ESC Laptop.

8.3 The laptop is only for ESC files and documents.

8.4 Saving of personal files and other non-ESC files in the laptop is not allowed.

8.5 The laptop is not allowed to be brought outside the WVSU unless necessary.

Section IX. Television

9.1 Watching of television during ESC office hours is not allowed.

Section X. Telephone

10.1 Non-ESC officers are only allowed to use the telephone for emergency and official
purposes.

10.2 ESC Officers are allowed to use the phone for non-official matters provided that it will not
exceed 3 minutes.
Section X1. ESC Lockers

11.1 All officers are entitled to only one (1) locker/drawer.

11.2 The Finance Department & Executive Documentations are the two non-officer subjects
who have lockers.

11.3 The Stored Supplies lockers are also the locker for the ESC Business Manager and Asst.
Business Manager.

Section XII. Any damage of any ESC Facilities shall be reported immediately to the Business Manager.

RULE IV
Administrative Meeting

Section I. The ESC regularmeeting is presided by the ESC Chairperson and is composed of the ESC
Vice-Chairperson, Secretary, Asst. Secretary, Treasurer, Asst. Treasurer, Auditor, Asst.
Auditor, Business Manager, Asst. Business Manager, P.I.O., Asst. P.I.O. and the four
College Representatives.

Section II. In case when the ESC Chairperson is absent due to illness, attendance of the
seminars/conference, practice teaching, incapacity to discharge function, or by chance,
the Vice-Chairperson will automatically be appointed as the presiding officer.

2.1 In case that the Chairperson/Vice Chairperson is absent, the ESC Chairperson will exercise
his/her power of appointment to decide who will be the presiding officer.

Section III. The quorum shall consist of 2/3 majority of the total number of the ESC officers and the
presiding officer, (which is 2/3 plus one) as defined in Section 1 of this Rule, therefore a
total of 13 ESC officers make a quorum.

3.1 In case of emergency and special meetings, the quorum shall consists of simple majority,
therefore a total of 9 ESC officers make a quorum.

Section IV. A majority cast vote by the officers present in the meeting is concurred as valid act of the
Education Student Council.

Section V. ESC officers who are present in the meeting is entitled to one vote each.

Section VI. Unless otherwise decided, the regular meeting shall be held every Monday, 5:45 PM at the
ESC office, 2nd Floor, Ramon Magsaysay Hall, West Visayas State University.

Section VII. A Special Meeting/Regular Meeting may be called by the presiding officer if it is
necessary, provided that the ESC Officers through the Secretary are properly informed by
posting a written notice on the ESC bulletin board or by sending text message/s including
the date and the time of the meeting.

Section VIII. The Secretary, with the concurrence of the ESC Chairperson (Presiding Officer), shall
synthesize and prepare the agenda. Any suggestion from the committee Chairperson
and/or any officer shall be included in, but with prior verification from the body.

Section IX. The Secretary shall prepare and furnish to ESC officers and advisers prior to the meeting a
copy of the minutes of the previous meeting.

Section X. The body may form an Ad-Hoc Committee as the need for it arises.

Section XI. Rules shall be suspended if necessary.

RULE V
JOINT MEETINGS
Section I. The ESC, CC’s, CC’s, and OC’s Joint Legislative Meeting is duly presided by the elected Vice
Chairperson and is composed of the ESC counted as one, four curricula, sections and
organizations represented by their chairpersonsor duly authorized representatives.

Section II. In case when the ESC Vice Chairperson is absent due to illness, attendance of the
seminars/conferences, practice teaching, incapacity to discharge functions, the ESC Vice
Chairperson will appoint who will be the presiding officer.

Section III. The quorum shall consists the simple majority of the total number of Curriculum
Chairpersons, Section Chairpersons, ESC and the Presiding Officer, which is one-half plus
one as defined in Section 1 of this rule.

Section IV. A majority cast vote by the officers present in the meeting is concurred as valid by the ESC
and the chairpersons or duly authorized representatives of each section, curriculum and
COE organization.

Section V. The ESC as well as the curriculum councils, section and COE organizations are entitled to
one (1) vote each.

Section VI. Regular meetings shall be held every Wednesday, 6:00 P.M. at EB 208, Ramon
Magsaysay Hall, West Visayas State University.

Section VII. A special meeting may be called by the presiding officer if it is necessary, provided that
the curriculum councils, sections and COE Organizations are properly informed by posting
a written notice including the date and the time of the meeting.

Section VIII. The ESC Secretary, with the concurrence of the ESC Vice Chairperson (presiding officer),
shall synthesize and prepare the agendum/a. Any suggestion/s from the curriculum
councils, sections and/or COE organizations shall be included in but with prior verification
from the ESC.

Section IX. The Joint Assembly may form an Ad-Hoc Committee as the need for it arises.

Section X. The Joint Assembly, if deem necessary, shall act immediately on matters affecting the
COE student body, the students’ rights and welfare subject to the limitations of the law.

Section XI. Rules shall be suspended if necessary.

RULE VI
Decorum

Section I. Parliamentary procedures shall be employed to facilitate the orderly transaction of


business.

Section II. Cellular phones shall be in silent mode during the meeting.

Section III. Decorum Technicalities

3.1 All possible motions maybe used during the meeting given that it is in accordance with
the situation and with time.

3.2 Any member of the assembly may only raise a question of privilege thrice.

3.3 Question of privilege to leave the assembly shall be granted if the reason is important and
urgent. The one who proposed the motion must state the reason for raising the question.

Section IV. Members of the assembly shall, at all times, respect each other and observe courtesy,
politeness and proper actions during the meeting. The risk of being ruled out of order is
always present during the meeting.

Section V. Eating snacks or finger foods is allowed. However, eating any heavy meal (which
constitutes rice and/or any viand or any complete meal) is considered improper, thus,
prohibited within the duration of the meeting.
Section VI. A member shall raise a question of privilege to temporarily or permanently leave the
assembly or graciously exit himself in case he is going to answer a phone call or use the
comfort room or in any valid reason that calls for him to leave the assembly.

Section VII. Remarks or queries to the committee reports shall only be limited to 10 minutes. In case
there are no remarks or queries raised, the presiding officer shall move to the next
agendum in the order of the business.

Section VIII. Committees to report shall be determined and brought to the body by the assistant
secretary.

Section IX. New business shall be presented to the body by the secretary of the assembly.

Section X. A member shall only deliver his remark/s after he is recognized by the presiding officer.

Section XI. Singularity of the subject must be observed.

Section XII. The rule of the majority with respect to the minority shall be practiced.

Section XIII. Debate during the discussion on a motion must always observe relevancy. It must be
known that full and free discussion of every motion and matters is a basic right.

Section XIV. The immediate pending question shall always be restated before votes are to be taken.

Section XV. The presiding officer should be strictly impartial.

Section XVI. Any member violating the rules and provisions or in any way, interferes the progress of the
meeting, shall be called out of order.

Section XVII. A member ruled out of order thrice shall either:

17.1 Be sent out of the office until the adjournment of the meeting,

17.2 Be allowed to stay inside the meeting area however, he is banned to participate in any
part of the meeting as consequence, or

17.3 Be punished according to what pleases the body.

RULE VII
Education Student Council Prohibitions

Section I. Negligence of Duty

1.1 An officer is prohibited to neglect his duties at all times.

1.2 Attendance

A. An officer shall be considered late after 15 minutes the meeting has been called to
order.

B. If the officer arrives 30 minutes after the meeting has been called to order, he/she
will be considered absent. He/she can attend the meeting but cannot participate in
the discussion of the group. Likewise, he/she shall be denied to vote on certain
measures as per discussed by the assembly.

C. The following shall warrant an offender a warning:

1. Two successive absences on all meetings (regular, special, legislative,


emergency meetings) without reasonable cause.
2. Three alternate or non-successive absences on all meetings as stated in
Rule VII Sec.1.2.C.1 without reasonable cause.

D. Impeachment will be given to an officer who committed the following acts:

1. Repeated commission of the same act in Section 3, this rule, which


warranted him/her a warning

2. Commission of another act of the same degree.

3. The officer involved will undergo the same process as stated Rule II,
Sections 17.2

E. Leaving the venue without a valid reason or permission as required by the Rules on
Parliamentary from the Presiding Officer shall be considered an absence.

F. The elected ESC P.I.O. shall serve warnings not later than 3 days the act was
committed.

G. The ESC Secretary or the ESC Asst. Secretary, as the case may be, shall furnish the
P.I.O. a report of the attendance after the meeting and will be reported to the
committee on Rules and Discipline for an immediate action

Section II. Incapacity of Duty

2.1 Incapacity of an officer to perform or manage his duties is merely prohibited. An officer
who cannot perform or manage his duties as an officer will be given warning only once
and is under probation.

2.2 All of the officers can evaluate the standings or the performance of the said probationary
officer.

2.3 In case that the officer cannot manage his duties in a period of 15 days after he is given a
warning, he will be forced to resign.

Section III. Attempted Theft

3.1 Attempting to steal any amount or supply from the Education Student Council finances
without the consent of the Finance Head is strictly prohibited.

3.2 Any officer who is proven guilty will be forced to resign.

3.3 Any officer who is proven guilty by this act will have to pay all of his privileges being paid
by the council such as Pre-Enrollment Fees.

Section IV. Theft

4.1 Stealing any amount or supply from the Education Student Council finances without the
consent of the Financial Head is strictly prohibited.

4.2 In accordance to Rule VIII, Sections 3.2 & 3.3, the officer will be forced to pay twice the
amount that had been stole from the ESC.

Section V. Privacy of Officer

5.1 Any officer is entitled of his privacy in his own locker in accordance to Rule III, Section X.

5.2 Any officer who violates the privacy of the officer will be sanctioned upon the discussion of
the Committee on Rules and Discipline.

5.3 Any officer who is proven of attempting to steal, of damaging or of stealing any property
of another officer will be sanctioned to pay for the damages and will be dismissed.

Section VI. Libel/Oral Defamation


6.1 The Education Student Council implements a harmonious relationship among officers.

6.2 ESC Officers are prohibited to insult, to write negative and degrading comments or to
issue a defamatory statement against his fellow officer.

6.3 Any violation of this section will be forced to resign the council for moral damages.

RULE VIII
Finance Department Protocols

Section I. Budget Plan

1.1 Officers should secure their budget plans weeks/days before their activity. Other
officers must be aware of their budget and its breakdown.

1.2 There should be a contingency fund which is 10% of the over-all budget.

1.3 Materials needed for the event must be prioritized rather than food unless necessary.

1.4 As much as possible, officers must stick with their allotted budget.

1.5 Budget plans must be in a long bond paper following the proper format.

1.6 The budget plan must be duly signed by the Chairman of the Activity/Event,
Treasurer, Chairperson and the Adviser.

1.7 No budget plan, no releasing of budget.

Section II. Financial Statement

2.1 The chairman of the activity/event is obliged to pass their financial statement two weeks
after the activity.

2.2 The financial statement should contain the amount received from the council. If the
activity involves sponsorship, the chairman should specify the amount received and reflect
it in their financial statement.

2.3 Avoid using petty cash voucher in the financial statements as much as possible.

2.4 The receipts must be clear enough and has no erasures.

2.5 The receipts must be arranged in chronological order.

2.6 Financial statements must be in a long bond paper following the required format.

2.7 The financial statement must be duly signed by the chairman of the event/activity, the
auditor, treasurer, chairperson and the adviser.

2.8 In case where the total amount of the expenses is lesser than the given budget, the
chairman of the event must return the excess money back to the council. However, if the
total amount of the expenses is greater than the given budget, the council will reimburse
the chairman of the event provided that all the expenses are justifiable.

Section III. Other Reminders

3.1 All income generated projects (IGPs) and other fees must be turned-over to the treasurer
every day.

3.2 Any ESC Officer is allowed to receive money provided that he will inform the Treasurer
about that matter.

3.3 Honesty is the best policy. All officers are expected to practice trustworthiness.

3.4 The ESC fund is the money of the COE students, not of the council or of any officer. Each
officer is expected to spend the money in a righteous way.
RULE IX
Impeachment

Section I. The ESC Officers shall be removed from office on impeachment for, and conviction of,
guilty violation of this constitution, such as Student Code, bribery, other high crimes of
graft and corruption, theft and negligence of duties.

Section II. The Due Process of Impeachment

2.1 The Committee on Rules and Discipline shall have the exclusive power to initiate the
hearing of impeachment.
2.2 A verified complaint for impeachment may be filed by any member of the council
concerned which shall be included in the order of the business within two meeting days
and refer it to the Committee on Rules and Discipline within one meeting day thereafter.

2.3 The Five Department heads have the power to deliberate the process of impeachment.

2.4 The respondent has the right to defend himself against the accusation by presenting
concrete evidences and justifiable testimonies.

Section III. Final Verdict

3.1 If proven guilty, the five department heads will approve the dismissal of the officer from
the office. However, the respondent has the right to appeal to the University Student
Court.

3.2 If proven innocent, no impeachment proceedings shall be initiated against the same
official for the same offense within a period of three months.

RULE X
Voluntary Resignation

Section I. An officer is allowed to file a voluntary resignation because of his incapacity of duties.

1.1 Medical recommendation from the doctor that his health at risk

1.2 Pregnancy

1.3 Psychological illness

RULE XI
Affectivity and Amendments

Section I. These rules and regulations shall take effect after the meeting when it was approved by
the majority of the members of the Administrative Assembly.

Section II. Any amendment or revision of this Internal Rules and Regulations should be proposed
one month of affectivity upon ratification.

Section III. All transactions made with the ESC must be put into writing.

Section IV. All rules and regulations stated in this document are final and unexceptional.
