Introduction

Santa Cruz is a 1st class municipality and capital of the province of Laguna, Philippines.
According to census 2015, it has a population of 117, 605. It has land area of 38.59 km2 and the
town is composed of five barangays in the Poblacion area and 21 classified urban barangays.
Santa Cruz is situated on the banks of the Santa Cruz River which flows into the eastern part of
Laguna de Bay. The town is bounded by the Bay on the north, by Lumban and Pagsanjan towns
in the east, Pagsanjan and Magdalena towns in the south, and Pila in the west.

Asana II is located in the municipality of Santa Cruz with an area of ___ and the
population of __. It is one of the low-lying lands that are prone to extreme flood.

The problem in this area is the uncontrollable flood due to the improper drainage system
and it is located in a low-lying place so there is a tendency that the water is stocked in an area.
According to the residents of Asana II, they cannot easily evacuate because of the unorganized
evacuating plan. So the proposed project is to build newly improved and high-tech drainage
system that can help the residents. The drainage system that the Malleco Arcansas Organization
going to proposed will have a massive effect to the whole community especially for those who
lives in low lying areas.

United Nations Environment Program is an agency of United Nations and coordinates its
environmental practices, assisting developing countries in implementing environmentally sound
policies and practices.

The Natural Resources Defense Council is an environmental organization that focuses in


preventing climate change and ensuring a healthy environment for all life on earth.

The organization, together with the Malleco Arcansas Organization, has also been
responsible for funding the project in order to protect the chosen community from extreme flood.
This organization developed an advanced technology for drainage system, to minimize the
duration of water level, to controlling the flood, and to protect the community from possible
diseases. We are seeking for your support in this project.

Purpose

The Malleco Arcansas Organization promotes an integrated approach to flood


management to maximize the long-term benefits of floods and to minimize the hardship, loss of
life and damage to goods and assets that are results of floods.

The purpose of this organization is to prevent the water, together with the garbages from
flowing towards low-lying land which causes flood. It aims to prevent the people and families
from having diseases. Hence, Malleco Arcansas organization aims to reduce the vulnerability to
flood hazards in order to protect the life, health, safety and welfare of the community.

Project Description

The Malleco Arcansas Organization had conducted a study and examination of the whole
barangay especially the areas that has been severely affected by the flood in the past few years.
Despite having flood control in the area, still it was not enough to impede flood from flowing to
the barangay. Still, the water coming from the rain and Laguna Lake can cause above the knee
water levels in some areas. The said organization, with the help of UNEP/NRDC, seeks a plan in
order to eliminate factors that causes flooding. After several weeks of examining and planning,
an innovative and high-tech project was proposed to resolve the problems regarding flood. A
unique and new drainage system was introduced to resolve not just the flood, but also the factors
that aggravate flooding; one of those is garbage or trash. The drainage system will be built using
the following materials:

 HDPE
 Concrete pipes
 Plastic drainage pipes
 Steels
 Conveyor
 Nylon net
 PVC
 Copper
 Container

Since the water from the lake and the garbages can cause flooding especially in times of
typhoons, having this kind of drainage will be a great solution to stop flooding especially those
in the low-lying areas

Goals

 Reduce the vulnerability to flood hazards in order to protect life, health safety and
welfare of the community’s residents and visitors.
 Increase public awareness of vulnerability to flood hazards and preparations for floods.
 Protect property; minimize the number of properties that are situated in hazard prone
location.
 Expand understanding of hazards.
 Monitor and evaluate precipitation, ground water, and stream flow levels.
 Develop a long term and flexible funding strategy for river flood hazard management.
Objectives
 Examine alternatives to reduce risk of the life property.
 Consider the impacts of flood in all planning processes they address current and future
land uses within the planning area.
 Improve floodplain conveyance through modification or removal of flood facilities when
appropriate.
 Improve systems that provide warning and emergency communications.
 Seek risk reduction projects that minimize or mitigate their impacts on the environment.

Methodology
 Constructing the new design of drainage system.
 Advertising programs to educate communities about the flood hazard.
 Inviting professional engineers to assess if this project is possible to do.
 Making recommendations about implementing a drainage system in a low lying area.
