RESOLUTION NO. 43, S. 2016

RESOLUTION REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE


MANAGEMENT COMMITTEE (BESWMC)

WHEREAS, Section 10 of Republic Act 9003 otherwise known as the Ecological Solid
Waste Management act of 2000, emphasize the vital role of the barangays in the
successful implementation of the program, particularly in the segregation, collection and
recycling of waste at source;

WHEREAS, DILG Memorandum Circular No. 2001-38 dated April 10, 2001 directs the
creation of the Barangay Ecological Solid Waste Management Committee in all
barangays;

WHEREAS, last January 15, 2008, the Barangay Ecological Solid Waste Management
Committee (BESWMC) was already created by the Sangguniang Barangay of Pangpang
thru Resolution No. 29, Series of 2008, hence, only reorganization is needed;

WHEREFORE, on motion of Kgd. Rolando L. Areola, duly seconded and approved by


the majority of all the members present in session, it was-

RESOLVED, to reorganize the Barangay Ecological Solid Waste Management


Committee of Pangpang to be composed of the following:

Secretariat:

A Barangay ESWM Secretariat (from the community or Barangay


Development Council BDC) shall assist the Committee in the performance of its
functions. It shall provide technical assistance and administrative support to the
Committee whenever necessary.

RESOLVED FURTHER that the committee shall have the following functions:

1. Formulate a community solid waste management program consistent with


that of the municipality. Policies and plans to implement the program shall
include but not limited to the following strategies:
a. Education
Development and dissemination of information education
campaign (IEC) materials on solid waste management to every
household, business establishments and other institutions in the
Barangay
Conduct of community trainings and seminars on ecological
solid waste management, particularly on household waste
segregation, composting, reduction of waste for disposal and
recycling
Issuance of community policies that will patronize ecologically
friendly products and packaging
b. Engineering
Provision of support mechanisms for segregated collection
(i.e., push carts, pedicabs, mini-trucks) and composting or
pre-treatment of biodegradable wastes (using biological or
environmental friendly technologies). This includes setting up
redemption or eco-centers (Materials Recovery Facility-MRF)
within the Barangay for non-biodegradable materials before
selling in bulk to junk shops
c. Enforcement
Establishments of an awards system and other incentives in
the Barangay as well as sanctions through the enactment of
Barangay ordinances and other rules and regulations to
implement the program. The following can be considered
c.1 Only segregated waste will be collected
c.2 Open burning of garbage is not allowed
c.3 No garbage can be displayed along sidewalks, streets,
alleys and posts
c.4 No hanging of garbage bags on trees, fences and gates
d. Entrepreneurial
Establishment of a system of buying and selling recyclable
wastes including compost
Promotion of livelihood activities from waste materials
Networking with private business establishments within the
Barangay
Micro-financing for livelihood projects from wastes
2. Be responsible for the segregation and collection of solid waste specifically for
biodegradable, compostable and reusable wastes. Provided, that the
collection of the non-recyclable materials and residual wastes shall be the
responsibility of the municipal chief executive.
3. Establish within the Barangay or cluster of Barangays a Materials Recovery
Facility (MRF) redemption or eco-centers in a Barangay owned or leased
land or any suitable open space to be determined by the Sangguniang
Barangay.

The MRF shall receive recyclable waste for final sorting, segregation,
composting and recycling in an efficient and environmentally sound
manner and to be sold in bulk to buy-back centers or junk shops. The
remaining residual wastes shall be collected by the municipality.

In establishing the MRF the building and or land layout and equipment
must be designed to accommodate efficient and safe materials processing,
movement and storage.
4. Allocate Barangay funds for the Barangay ecological solid waste management
program, approved by the Sangguniang Barangay.
5. The BESWMC shall organize a Core of Area/Street Coordinators thru the
conduct of trainings for Barangay residents on segregation, composting,
recycling and livelihood opportunities from the use of recyclable waste and to
monitor their implementation.
6. Integrate the Ecological Solid Waste Management program in the Barangay
Development Plan and/or Annual Investment Program
7. Find alternative sources of funds other than the Regular Barangay Budget.
8. Submit a monthly report to the Municipal ESWMC on the progress of the
program copy furnished the local DILG office.
9. From time to time call on any other concerned sectors (i.e., market
associations, industries, sidewalk vendors, etc.) within its territorial
jurisdiction, as it may deem necessary.

RESOLVED FINALLY that copies of this resolution be furnished to all concerned for
their information and appropriate action.
