Rationale:
“DepEd is initiating programs that would promote reading and literacy among the
pupils and students, motivate our youth to learn from the lives and works of eminent
Filipinos, uphold one’s own heritage and values and make reading a shared physical
experience.”
The Department of Education Region 02 supports Every Child A Reader Program (E-
CARP), which aims to make every Filipino child a reader and a writer at the end of Grade III.
With the mandate of the Department to produce learners who are infused with communicative
competence and multi-literacies, every school is encouraged to formulate reading
intervention programs to the identified learners who had found difficulty in reading both in
English and Filipino in oral reading, silent reading and listening comprehension. Schools
Division offices are also engaged in monitoring the Phil-IRI results as bases in planning,
designing/redesigning the reading instruction of the teachers and the school’s reading
programs or activities to improve the overall school’s reading performance.
With the birth of Developmentally Appropriate Practices and Early Language Literacy
and Numeracy and DAP-ELLN, the DepED Regional Office 02 is making initiative to
monitor the full implementation of these programs and along with the designed school
initiated reading interventions to help increase achievements in instructional and independent
reading levels.
Thus DepED Region 02 through the Curriculum and Learning Management Division
(CLMD) spearheads the Project RELC (Reading to Enliven Listening and Comprehension) to
culminate programs and activities of schools and division offices in their reading
enhancement and remediation activities.
