CHAPTER I: THE PROBLEM AND ITS BACKGROUND

Background of the Study

The Commission on Higher Education released an issue which is the removal of Panitakan

in the Tertiary Education Curriculum and it gathered several reactions from different people,

especially College Students that are affected once a decision is already made by the Supreme

Court.

According to J. Prospero E. De Vera III, DPA, Chairman of the Commission on Higher

Education, “The Supreme Court en banc has promulgated its decision on October 9, 2018,

upholding among others, the constitutionality of the Commission on Higher Education’s (CHED)

Memorandum Order No. 20, series of 2013 also known as the “General Education Curriculum

Holistic Understandings, Intellectual and Civic Competencies,” which excluded the study of

Filipino, Panitikan, and the Philippine Constitution as core subjects.”

The researchers will conduct a research to know what the 1st Year College students

PERCEPTIONs of the decision of the Commission on Higher Education. This research will gather

data on why the removal of Panitikan should be approved or not. This will contribute in the

decision by giving voice to the opinions of the 1st Year College students and letting CHED be

informed of their perceptions.

The researchers are aiming to answer the questions of the statement of the
problem. With the survey questions, the researchers will be able to know how many
of the 1st Year College Students of STI College Legazpi are in favor of the removal
and Panitikan from the College Curriculum and how many of them do not agree.
This will be followed by the question of what are the reasons of the 1st Year College
Students of STI College Legazpi who are in favor and not in favor of the removal
of Panitikan in the College Curriculum. After the 2nd question, the researchers will
be able to know what are the possible effects of the removal of Panitikan from the
Tertiary Education Curriculum and what are the recommendations of the 1st Year
College Students of STI College Legazpi to CHED of an alternative subject once
the Panitikan is removed.

1st Year College Students of STI College Legazpi

The researchers are assuming that there are some 1st Year College
Students of STI College Legazpi who will agree on the removal of Panitikan in
the Tertiary Education Curriculum but most of them will not agree on the
memorandum released. With the results of this research, it will contribute by
letting CHED be informed of the perceptions of the 1st Year College students
that are from STI College Legazpi.

The researchers recommend further survey or investigation regarding the


opinion of people if they are in favor or not on the removal of Panitikan in the College
Curriculum. This will give a deeper understanding on why Panitikan should or shouldn’t
be removed in the Tertiary Education Curriculum.

Conceptual Framework

The problem of the research is given notice for it is one of the current issues that is being

tackled in the government. This problem will have an effect on the College Students once it is

approved. The research is entitled “Perception of 1st Year College Student of STI College Legazpi

on the Removal of Panitikan from Tertiary Education Curriculum”. With the help of this research,

the researchers will be able to gather information from the population about their stand on the

issue.

The researchers are aiming to answer the questions of the statement of the problem. With

the survey questions, the researchers will be able to know how many of the 1st Year College

Students of STI College Legazpi are in favor of the removal and Panitikan from the College

Curriculum and how many of them do not agree. This will be followed by the question of what are

favor of the removal of Panitikan in the College Curriculum. After the 2nd question, the researchers

In conducting the research survey, The researchers are assuming that there are some 1st

Year College Students of STI College Legazpi who will agree on the removal of Panitikan in the

Tertiary Education Curriculum but most of them will not agree on the memorandum released. With

the results of this research, it will contribute by letting CHED be informed of the perceptions of

the 1st Year College students that are from STI College Legazpi.

After the researchers have an answer from the gathered data they will be able to finish the

goal of this research which is to give answers to the questions of the problem. The researchers

recommend further survey or investigation regarding the opinion of people if they are in favor or

not on the removal of Panitikan in the Tertiary Education Curriculum. This will give a deeper

understanding on why Panitikan should or shouldn’t be removed in the Tertiary Education

Statement of the Problem

The issued CHED (Commission on Higher Education) Memorandum caused several

reactions from different people, especially those who are affected by the sudden information.

This research will gather opinion from the 1st Year College Students of STI College Legazpi.

The following questions will be answered at the end of this research.

 How many of the 1st Year College Students of STI College Legazpi are in favor of the

removal of Panitikan from Tertiary Education Curriculum? How many of them do not

agree?

 What are the reasons of the 1st Year College Students of STI College Legazpi who are in

favor of the removal of Panitikan in Tertiary Education Curriculum?

 What are the reasons of the 1st Year College Students of STI College Legazpi who are not

in favor of the removal of Panitikan in the Tertiary Education Curriculum?

 What are the possible effects of the removal of Panitikan from the Tertiary Education

Curriculum?

 What are their recommendations to CHED of an alternative subject once the Panitikan is
removed?

Scope and Limitations

The scope of this study is the 1st Year College Students of STI College Of Legazpi,

Academic Year 2018-2019, other Year Levels under the said Academic Year are not included. The

respondents will be using some Questionnaire Form for the researchers to be able to identify if

they are in favor or they are not in favor of removing the subject “Panitikan” in the Tertiary

Education Curriculum. Other subjects that will also be removed are not included in this research

study. The researchers only focus upon removing the subject Panitikan Subject in the Tertiary

Education Curriculum

The effect of the Panitikan subject to the college students are they will not be familiarized

of the deep words and their communication to some of the people who are expert on speaking in

the subject Panitikan. The study’s respondents will only focus on the 1st Year College Students of

STI College of Legazpi.

Significance of the Study

This study is to conduct to benefit the following:

CHED - This study will help to inform CHED about the effects for those students affected of
this memo regarding of the Removal of Panitikan subject on Tertiary Education Curriculum

STUDENTS - This research will serve as additional information for those students especially
college students to know how important to study and be part the Panitikan subject in Tertiary
Education Curriculum

TEACHERS - This study will aid to their discussion regarding related lessons.

SCHOOL ADMINISTRATOR - This research will help to know why Panitikan subject is
important to study.

FUTURE RESPONDENTS - Thos study will be useful reference for the researchers who
choose or plan to make any related studies in this study.

Research Hypothesis

With the help of the research survey, the researchers were able to gather answers. The

answers of the respondents gave a result that most of the 1st Year College Students of STI College

Legazpi will not agree on the removal of Panitikan in the Tertiary Education Curriculum. There

are also some students who agreed on the removal of Panitikan in the Tertiary Education

Curriculum.

After the researchers have an answer from the gathered data, they will be able to finish the

goal of this research which is to give answers to the questions of the problem. The researchers

recommend further survey or investigation regarding the opinion of people if they are in favor or

not on the removal of Panitikan in Tertiary Education Curriculum. This will give a deeper

understanding on why Panitikan should or shouldn’t be removed in Tertiary Education

Curriculum.

Definition of Terms

For a better understanding of this study, the following terms are operationally defined;

PERCEPTION. Opinions of 1st Year College students of STI College Legazpi Academic year

2018-2019 about the removal of Panitikan from the Tertiary Education Curriculum

PANITIKAN. the subject that is proposed to be removed by the Commission on Higher

Education (CHED)

CHED. The Commission of Higher Education of the Philippines who will be implementing the

removal of Panitikan subject Tertiary Education Curriculum

1ST YEAR COLLEGE STUDENTS OF STI COLLEGE LEGAZPI. students of STI College

Legazpi, Academic Year 2018 – 2019 who will be the focus and respondents of the researchers

STI COLLEGE LEGAZPI. as a location of this study, the 1st Year College students of this school

will be the population of the study

CHAPTER II: REVIEW OF RELATED LITERATURE

Article XIV Section 1 of the Philippine Constitution, the state shall protect and promote

the right of all citizens to quality education at all levels shall take appropriate steps to make such

education accessible to all. De Leon, stated that education refers to the process of training the

physical, mental and/or moral competence and desirable values and character for the duties of life.

Salandanan, stated on her book, the views of educators about teaching that teaching is

regarded as a practical and a consistent way of modeling how a virtuous, trustworthy and humble

scientist works in raising the ethical standards of the profession. They define teaching as an

aggregate of organized strategic methodologies aimed to produce a desired learning outcome.

Teachers are an important source of social capital for students. Social capital in a classroom

setting is defined as caring teacher-student relationships where students feel that they are both

cared for and expected to succeed (Muller, 2001). Social capital from positive teacher-student

relationships can manifest itself in many different ways. For high school students, positive teacher-

student relationships can reduce rates of dropping out by nearly half, explore options for college,

and provide support for further academic or vocational aspirations (Dika and Singh, 2002).

According to the social constructivist approach, instructors have to adapt to the role of

facilitators and not teachers (Bauersfeld, 1995). Whereas a teacher gives a didactic lecture that

covers the subject matter, a facilitator helps the learner to get to his own understanding of the

content. The learning environment should also be designed to support and challenge the learner’s

thinking (De Vesta, 1987).

The perceived problems of beginning teachers in their first years of teaching are also

reviewed. Studies from different countries includes issues such as the reality shock and changes in

behaviors and attitudes. The eight problems perceived most often are classroom discipline,

motivating students, dealing with individual differences, assessing students’ work, relationships

with parents, organization of class work, insufficient and/or inadequate teaching materials and

supplies, and dealing with problems of individual students. There is a great correspondence

between the problems of elementary and secondary beginning teachers. Issues such as person-

specific and situation-specific differences, views of the principals, problems of experienced

teachers, and job satisfaction of beginning teachers are also discussed. Three frameworks of

teacher development are presented which provide conceptualizations of individual differences

among beginning teachers. Forming of planned support for beginning teachers are noted.

The relation of this study in this research is the persons who are affected in the problems

encountered. In this study teachers have experience difficulty in teaching the new curriculum

implimented which is K-12 as well as studentd will be affected just like in this research. Teachers

in Panitikan and also students in College are affected of the problem that will encountered about

the Removal of Panitikan in college curriculum which will be implimented by CHED

The difference of this study in this research is that it is focused in the problems encountered

by public school teachers in teaching the K to 12 curriculum in Araling Panlipunan in selected

schools in Daraga, Albay while this research focuses on the Perception of STI College Students

on the removal of Filipino subject from Tertiary Education Curriculum.

CHAPTER III: RESEARCH METHODOLOGY

Sampling Method

This research will be composed of a survey questionnaire that will be given to the 1st year

students of STI College Legazpi. The sampling method that will be used is the purposive method.

The purpose of the research is to identify those 1st Year Students of STI College Legazpi who are

affected by the removal of the subject "Panitikan" in the college curriculum whether they are in

favor and not in favor. Their reasons about their stand in this research will also be stated for a more

concrete answer.

The researchers first identify the target which is the 1st Year College students of STI

College Legazpi and found out that the respondents are normally formed that is why Cluster

Sampling Method is used.

By finding the margin of error, the researchers used Check Market to easily know how

many respondents will be the target of this research. The researchers followed the standard of

margin of error. To identify the portion, the researchers put 148 for the population size, 5% of

margin of error and confidence level of 95%, this gave the result of 108 in sample size and was

divided into 6. This is for the reason that there are six courses that are offered in 1st year college in

STI College Legazpi, this gave the result of 18. 18 respondents from each of the courses are the

needed respondents of the researchers

Research Design

The researchers have determined that this study is an example of a descriptive research.

The research problem needs opinionated answers to know the perception of the 1st year college

students of STI College Legazpi on the removal of Panitikan in the tertiary education curriculum.

Population of the Study

1st year college students of STI College Legazpi who taking the course of Bachelor of

Science in Accounting Information System, Bachelor of Science in Business Administration

Major in Operations Management, Bachelor of Science in Computer Engineering,

Bachelor of Science in Computer Science, Bachelor of Science in Hospitality Management,

Bachelor of Science in Infomation Technologyl are the selected respondents of the researchers.

The researchers will conduct a survey to 18 students in every course. Researchers needed 108

respondents over all but because of some of courses have only less than 18 studentshe

respondents are estimated that they are ages ranging from 18 and above. They are the chosen

respondents of this research because they are the are affected once a decision in made from the

CHED Memo. The respondents of this research will help the researchers to come up with the

answers that will be analyzed and interpreted to have an answer for the problem.

Data Gathering Procedure

The researchers will ask permission from the Principal and Assistant Principal of STI

College Legazpi through a letter. The letter will be signed by the Researchers and noted by their

Thesis Adviser and the Principal and Assistant Principal of STI College Legazpi. After the initial

step, we will now conduct a survey to gather information to the 1st Year College Students of STI

College of Legazpi AY 2018 – 2019. The researchers followed some procedures in order to achieve

the goal of this research. The researchers made a letter of approval to allow them to have a survey

to the 1st Year College students of STI College Legazpi, this is noted by their thesis adviser and

the school Assistant Principal.

Once the letter is approved, the researchers will set a date for giving out the surveys and

gather the information needed to answer the questions of the problem. After the respondents

accomplish the questionnaire, the answers gathered from the survey will be analyzed and

interpreted to have a generalized answer for the problem.

STATISTICAL TREATMENT OF DATA

Frequency count and percentage are used in analyzing the gathered data. Frequency count was
used to identify the respondents who agree and disagree on the removal of Panitikan in Tertiary
Education Curriculum. Percentage is used to know how many percent of the 1ST Year College
students of STI College Legazpi who were in favor or not in favor of the CHED memoramdum
which is the removal of Panitikan in Tertiary Education curriculum.

College Legazpi agreed on the removal of Panitikan from Tertiary Education Curriculum. 63% or

47 of the populations did not agree on the removal of Panitikan from Tertiary Education

In the result of the survey in the problem number 4, one 1st Year College Student Of STI

College Legazpi recommended Babayin as a subject, while another one recommended Korean and

the last one recommended Komunikasyong Filipino/ Tagalog. 93% or 41 of the population wrote

none.

FINDINGS

Based on the gathered data, the study found out the following results: (1) most of the 1st

Year College Students if STI College Legazpi, which is 63% of the surveyed population, are not

in favor in the removal of Panitikan in Tertiary Education Curriculum. 37% of the population

agreed in the removal of Panitikan in Tertiary Education Curriculum; (2) the results shows that

79% of the 1st Year College Students of STI College Legazpi who are not in favor on the removal

of Panitikan agrees on the reason that the Filipino language and Filipino literature are part of what

shapes our nation, our country and our race and 21% says that not all students who graduated from

the K to 12 program had developed the skills necessary for higher Filipino and Panitikan subjects;

(3) 61% of the population who agrees on the removal of Panitikan in Tertiary

Education Curriculum agrees that it will be a less distraction for the students and 39% agrees that

Filipino subjects are being taught from primary school up to high school and it is the everyday

language of most Filipinos; and (4) some of the 1st Year College Students of STI Colleg Legazpi

recommends Baybayin, Korean, and Komunikasyong Filipino/ Tagalog as an alternative subject

if ever Panitikan is removed in the Tertiary Education Curriculum.
