AN ORDINANCE INSTITUTIONALIZING DENGUE PREVENTION AND CONTROL PROGRAM, REQUIRING ALL

RESIDENTS OF ANAO TO STRENGTHEN FIGHTS AGAINST DENGUE AND PROVIDING PENALTIES FOR
VIOLATING THEREOF.

WHEREAS, according to the World Health Organization (WHO), dengue is the most rapidly spreading
mosquito-borne viral disease, with 30-fold increase in global incidence in the past 50 years;

WHEREAS, data from the Regional Epidemiology Surveillance Unit reported a total of 11,207 dengue
cases and 32 deaths from different Disease Reporting Units in Central Luzon as of morbidity week 30
compared to 9,133 cases and 30 deaths of the same morbidity week which is higher compared to the
same time period last year;

WHEREAS, the number of cases were reported to have steadily increased throughout the county. The
morbidity and mortality trend has increasingly attributed to the less awareness and improper program
management to gainly control and eliminate these vectors through an effective dengue prevention plan
and strategies;

WHEREAS, with the rise in the alarm level of dengue cases, there must be a strengthened and intensified
fight against dengue;

WHEREAS, the Anti-dengue Program shall be concerted efforts of the Municipal Government, the
Barangay Councils, the school authorities, and non-government organizations (NGOs) and the
community;

NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED BY THE SANGGUNIANG BAYAN OF ANAO

THAT:

ARTICLE I

Section 1. TITLE. This Ordinance shall be known as AN ORDINANCE INSTITUTIONALIZING DENGUE

PREVENTION AND CONTROL PROGRAM REQUIRING ALL THE RESIDENTS OF ANAO TO STRENGTHEN AND
INTENSIFY FIGHTS AGAINST DENGUE AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.

Section 2. OBJECTIVE. To continually and substantially eradicate and control the occurrence of dengue
in the municipality through an effective dengue prevention and control plans and strategies.

Section 3. The Municipal Health Office, in cooperation with all the barangays, schools, non-government
organizations, business sector, is hereby mandated to spearhead the Anti-Dengue Campaign. The
Municipal Health Office shall be the lead agency in the implementation of the Dengue Prevention and
Control Program of the Municipality of Anao.

Section 4. A Municipal Dengue Task Force (MDTF) shall be created and chaired by the Municipal Mayor.
The MDTF shall be composed of, but not limited to, the following:

Section 5. Functions

1. The Municipal Anti-Dengue Task Force shall enforce the provisions of this Ordinance.
2. Shall prepared programs for its control and conduct public health campaigns involving the
community, government units and the private sectors.
3. Institute education and training programs on pest management for local personnel who shall
oversee dengue prevention and control operation of public importance base on sound
ecological principles.
4. Prepare prevention activities scheduled throughout the year in order not to reach cases of
epidemic proportion.
5. Shall make regular public announcements of the density level in different barangays and
correlating these levels with potential danger of dengue infection.
6. Coordinate with other government agencies in order to achieve the goal for effective dengue
prevention and control program.
7. Shall ensure the viability and effective implementation of the program.
8. Provide the necessary logistical and operational support as requested by the Barangay Anti-
Dengue Task Force.
9. Shall monitor the implementation of the anti-dengue program.
10. Convene regular meetings for purposes of planning and coordinate the implementation of
dengue prevention and control program.

Section 5. Composition of the Barangay Anti-Dengue Task Force (BADTF):

Section 6. Function of the BADTF

1. Prioritized areas for vector surveillance and control from cases of high vector density to low
and no dengue aedes indices.
2. Conduct larval or ovitrap surveys in order to record aedes aegypti and aedes albopictus
density levels.
3. To conduct active surveillance requiring all medical practitioners from health care facilities to
submit or notify dengue recorded cases to the barangay task force. Cases shall be confirmed
by laboratory based diagnosis.
4. Recommend for the requisition of vital materials, tools, equipments, training and other related
logistics for the promotion, surveillance and control of dengue to the Municipal Anti-Dengue
Task Force.
5. To conduct community education as defined:
a. To raise level of awareness of the dangers of the disease;
b. To challenge the community to take active role in prevention and control;
c. To outline benefits resulting from participation in community control activities;
 d. To motivate parents to seek early medical care for their sick children to prevent a
serious outcome;
e. To disseminate information that is simple, easy to understand and clearly illustrated.
6. The BADTF shall convene monthly or as often as possible. Recording of its minutes shall be
approved by all members.

Section 7. Dengue prevention and control program shall be concerted efforts of the Municipal Government,
the Barangay Councils, the school authorities, and non-government organizations (NGOs) and the
community.

ARTCILE II
DEFINITION OF TERMS

Section 1. Terms. As ruled in this Ordinance, the following terms shall have the meaning ascribed to
them in their section, unless the context of their usage indicates otherwise:

a. DENGUE INFECTION is a viral disease which causes a sudden onset of fever with headache,
muscle and joint pains and which may vary from simple Dengue Fever (DF) to a serious
Dengue Hemorrhagic (DH) and its subsequent fatal form, the Dengue Shock Syndrome (DSS).
b. VECTOR serves as the vehicle that transmits the disease and which itself is not affected of it.
c. ETIOLOGY is a branch of Science concerned with causes and origin of the disease.
1. DENGUE is caused by any of the four (4) serotypes of flavivirus DEN-1, DEN-2, DEN-3
and DEN-4
