INVITATION TO BID FOR Bidding of Center and Residential Care Facilities (CRCF) Rehabilitation Works

1. The Department of Social Welfare and Development Field Office 10 through the Direct Release GAA 2019 Short of
award intends to apply the sum of:

Lot 1:
Rehabilitation and repainting of Centers Php 1,845,000.00
Lot 2:
Improvement of Perimeter Fence light to solar powered post lights Php 600,000.00
TOTAL Php 2,445,000.00

being the Approved Budget for the Contract (ABC) to payments under the contract for each lot/item as shown in
section 6 of the PBD . Bids received in excess of the ABC for each lot/item shall be automatically rejected at bid
opening.

2. The DSWD FO 10 now invites bids for Bidding of Center and Residential Care Facilities (CRCF) Rehabilitation
Works. Project duration is required within ninety (90) calendar days upon receipt of Notice to Proceed. Prospective
Bidders must have completed a similar contract within the preceding two (2) years, a single contract equivalent to at
least fifty (50%) percent of the Approved Budget Cost. The description of an eligible bidder is contained in the
Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail”

criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184,
otherwise known as the “Government Procurement Reform Act”.

(i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty
percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or
organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens,
pursuant to RA 5183.

4. Interested bidders may obtain further information from DSWD FO 10 and inspect the Bidding Documents at the
address given below during weekdays at 8:00AM – 5:00PM until June 28, 2019 only.

5. Complete sets of Eligibility Requirements and Bidding Documents may be purchased by Bidders from the Office of
the BAC Secretariat at the DSWD Regional Office, Mastersons Avenue, Carmen, Cagayan de Oro City, upon payment
of a non-refundable fee to the DSWD Cashier as follows:

ABC COST
500,000 and below P 500.00
More than 500,000 up to 1 Million P 1,000.00
More than 1M up to 5 Million P 5,000.00
More than 5M up to 10 Million P 10,000.00
More than 10M up to 50 Million P 25,000.00

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement
System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the
Bidding Documents not later than the submission of their bids.

6. The DSWD FO 10 will hold a Pre-Bid Conference on June 17, 2019 @ 2:00PM at DSWD Conference, DSWD 10,
Carmen, CDO, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before 12:00NN on July 1, 2019. All
Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in BDS Clause
18.

Bid opening shall be at 1:00PM on July 1, 2019 at DSWD Conference, DSWD 10, Carmen, CDO. Bids will be opened in
the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be
accepted.

8. Each Bidder shall submit one (1) original and one (1) duplicate copy of the first and second components of its bid.

9. The DSWD FO 10 reserves the right to reject any and all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby
incurring any liability to the affected bidder or bidders.
