GENERAL REQUIREMENTS
(APPLICABLE TECHNICAL STANDARDS, TESTS, ETC.)
1.1 General
This part of the Specification shall cover:
Design
Manufacturing
Factory Testing
Marking and Packing
Shipping
Transportation to Site
Installation
Site Testing and Commissioning
Standard designs and models from the Bidder's/Contractor’s manufacturing program are
preferred, provided they meet the requirements of this Specification, and serve the intended
purpose.
It is not the intent to specify completely herein all the details of design and manufacturing of the
above cables and the accessories. It may be noted that norms, standards, etc. specified are the
bare minimum that is required. The cables and their accessories shall conform in all respects to
high standards of Engineering design and workmanship and shall be capable of performing
continuous commercial operation within the parameters guaranteed by the supplier in a manner
acceptable to TRANSCO. TRANSCO shall have power to reject any material if found, in their
judgement, not in accordance with the specifications.
If a substantial improvement of any of the specified technical requirements, which is seen by the
Bidder/Contractor advantageous to TRANSCO, is desired to be presented in the Bid, this may be
proposed as an alternative to that, which is assumed to be in conformity with the specified
design. However, it is not mandatory that the alternative design is going to be accepted, but shall
be subject to the decision of TRANSCO upon evaluation of the same. The difference in price
shall be clearly stated in percentage/unit.
All material and equipment to be supplied under these Specifications shall be brand new and
unused.
1.4 Drawings
Typical drawings connected with the above specified Underground Cables and Accessories are
provided under Standard Technical Specification, Part: Drawings.

Monitoring Systems as DTS system (refer to Standard SAT Procedure for tests
that are required to be done at FAC Date and before end of Extended Guarantee).
Extended Warrantee for a period of eight (8) years after the expiry of the normal
warrantee period shall be provided for: Power Cable Joints, Power Cable
Terminations and all the accessories connected to them. Sealing against water
ingress for Cable entries to Basements or Transformer Bays and Sealing against
water ingress for all Bonding Cable entries into Link Boxes.
The above mentioned Extended Guarantees shall be covered by separate Performance Bond, which
shall be valid up to the end of period mentioned above. The value of Performance Bond shall be
according to Contract Conditions.
The Bidder/Contractor (after FAC Date) shall be intimated by TRANSCO as and when a component
of Cable System has failed. Subsequently, the Contractor shall carry out all works related to
replacement of the defective part of Cable System, free of charge to TRANSCO.
If the Contractor fails to carry out the replacement of the failed cable or accessories to the satisfaction
of TRANSCO, or within the reasonable period of time after defect was notified by TRANSCO, the
replacements shall be carried out by Others under TRANSCO’s control and the costs thereof shall be
covered by activating the above mentioned Performance Bond for extended guarantee obligations.
3.1 General
Defects discovered during the type tests shall result in rejection of the Cable type or its relevant
Accessories by TRANSCO.
Major defects discovered during the routine test of the successfully type tested cable shall lead to
rejection of the Cable drum by TRANSCO.
The Bidder/Contractor shall fabricate the cable lengths and accessories necessary for the tests, over
and above those within the Scope of Supply, and shall furnish them for the tests free of charge.
Before energizing a cable circuit, including all accessories, tests shall be performed on the complete
installation. Selected tests, according to Technical Specification 07 SAT-CABLES, shall be
repeated before issuance of the Final Acceptance Certificate.
3.2 Definition
For the definitions of the Type Tests; Sample Tests, Routine Tests and Tests after installation,
reference shall generally be made to the relevant IEC Standards.
3.2.1.1 General
Evidence shall be given that the proposed Underground Cables and Accessories to be supplied
under this Contract have been subjected to all the type tests at an internationally recognised
testing station, or in the Bidder/Contractor own laboratories, witnessed and certified by an
internationally recognised and TRANSCO accepted certification body/laboratory. If considered
necessary by TRANSCO, TRANSCO will decide whether additional tests are necessary from the
Bidder/Contractor.
Type test shall be carried out to a cable system when cable manufacturer is different than
accessories manufacturer.
Type tests shall be executed in accordance with latest IEC Standards as a minimum requirement.
In addition, short circuit test shall be carried out for 400kV Cable System under each project.
The Bidder/Contractor shall submit certified copies of type test certificates covering the
proposed Cables and Accessories.
Type tests certificates/reports shall be considered acceptable if they are endorsed by the
internationally recognized Laboratory acceptable to TRANSCO, and found to be in compliance
with the relevant Standards and the following:
1. Type Tests conducted on an identical (each component) cable at an internationally
recognised laboratory acceptable to TRANSCO.
2. Type Tests conducted at the manufacturer’s laboratory and witnessed and endorsed by
representatives from an internationally recognised laboratory acceptable to TRANSCO.
All components (cables, joints and terminations) used for Type Tests shall pass all specified
Factory Routine Tests, before included into the Type Test Loop. Factory Routine Test
Certificates shall be attached to the final Type Test Reports.
The following additional type tests shall be carried by the Bidder/Supplier at their own cost prior
to the first shipment of all offered cable:
Type test for 400kV cable system for each project shall be carried out regardless of previous
type test. Cable installation at site shall not be started till successful completion of type test.
In case of type test failure, repetition of type test will be allowed only one time, after full
investigation for type test failure, witnessed and endorsed by accepted third party.
In case of type test failure for second time TRANSCO reserve their rights to reject the cable
manufacturer and select another one from the preferable vendor list.
In addition to tests specified in applicable IEC 62067, the short circuit tests shall be carried out
on a fully assembled 400kV Cable, Cable Joint and Terminations to be supplied for the project,
including:
1) Conductor Short-Circuit tests to prove that the applied connection between
conductors can withstand the specified short circuit current:
Three Shots of short circuit current through the conductor, at the Conductor
Temperature between 95 0C and 100 0C;
The short circuit current time and value (r.m.s.) shall be as specified for
Busbars of 400kV Switchgear in General Part of TRANSCO Technical
Specification.
Cables
Also, repetition of the Prequalification Test might be required under the project, if difference in
design of components of cable system is noted or for some other and specific reason.
Prequalification Test shall be carried out according to latest version of IEC 62067 or IEC 60840,
recommendations as applicable for the particular cable type and voltage level, and with the
following conditions:
All components (cables, joints and terminations) used for Prequalification Test shall pass
all specified Factory Routine Tests, before included into the Test Loop. Factory Routine
Test Certificates shall be enclosed into the final Prequalification Test Report.
The test loop shall be representative of all installation design conditions applied for the
particular TRANSCO Project, i.e. underground installation, underground installation in
trefoil HDD Ducts, underground installation in PVC Ducts in flat formation, installation
in air, etc. Arrangement of cable system for prequalification test shall be subject to
TRANSCO approval.
Heating cycle voltage test at specified voltage level of 1.7Uo during the whole of the test
period of 8760hrs and at least 180 cycles
The heating shall be applied for at least 8 hours.
The Conductor Temperature shall be maintained at the highest temperature Point of 95 0
C for at least 2 hours, for at least 100 heating cycles. In addition, the Conductor
Temperature shall be maintained at the highest temperature Point of 105 0 C for at least 2
hours, for minimum of 80 heating cycles.
Outer sheath of complete Prequalification Test Loop shall be subjected to Electrical test at
the DC Voltage of 10kV for a time of 1 minute, before start of heating cycles, then later
after every 50 cycles approximately, and finally after completion of the Prequalification
Test. Records of measured values of Leakage Current and Sheath Insulation Resistance (to
be measured after cooling process, and at voltage of 5kV or 1kV) shall be included in the
final Prequalification Test Report.
Lightning impulse test shall be conducted on the whole test assembly and at conductor
temperature at 1050C. Alternatively and subject to specific TRANSCO approval, the
Lighting impulse test may be carried out on one or more cable samples.
Examination of the cable system after completion of the test
Detailed routine tests for cable accessories, including overstretching test where required, are
specified in Specification S-TR-CAB-ACC.
3.3.1 132 kV, 220 kV or 400 kV XLPE-Insulated Underground Cables and their
Accessories
Cable Systems:
Generally, the standards of IEC 60840, IEC 62067 and IEEE 48 shall be applied.
In addition, the following shall be performed:
Water absorption test of the insulation (IEC 60811)
Short circuit tests for 400kV Cable System, as per Clause 3.2.1.2 above
Details of Site Acceptance Tests are specified in Standard Technical Specification Part 21 (Site
Tests after Installation (SATs)):
3.3.3.1 General
Tests for the Protection/Telephone Cables shall be performed according to IEC 60229, 60330,
60332, VDE 0472, 0816 and 0845.
10 kV AC for 1 min. between armouring and conductive coating for the outer
sheath of both the cable and joint, after the sample had been already immersed in
water at + 75 °C for 5 hours, followed by natural cooling. This procedure shall be
carried out seven times (one per day)
High voltage test (15 kV AC / 1 min) on the cable cores during each of the above
mentioned seven cycles, including joints, between any core and ground while all
screens/armour and remaining cores are grounded.
High voltage test on the marshaling cabinets with connected protection/telephone
cable of approx. 5 m length (15 kV AC for 1 min. between adjacent terminal
connections for protection and telephone cores, with all remaining terminals and the
cable screens and armoring earthed).
3.3.5.1 General
Generally, the standards of IEC 60840, IEEE 48 and Electra Publication 171&189 shall be applied.
3.3.5.2 Type Test for Cables and their Accessories:
In addition, the following shall be performed:
Water absorption test of the insulation (IEC 60811)
Capacitance test
Test on ant-corrosion covering (IEC 60229)
3.3.6 Optical Fibre Cables and Submarine Fibre Optic Cables and Accessories
Tests of the optical fibre cable shall be performed according to the relevant latest issues of ITU-T&
IEC recommendations and the relevant Electra Publication, valid at time of awarding the Contract.

4.1 Marking
Each cable drum shall be identified with permanently attached nameplate of approved
material/design. Inscriptions on these plates must coincide with the data given in the respective
documents/drawings.
The drums shall be marked in English as given below:

BRIEF INDICATION OF CONTENTS
4.2 Packing
Immediately after tests at the Bidder/Contractor's premises, both ends of every length of cable
shall be sealed with a metal cap (with pulling eye for power cables) which shall be plumbed to
the sheath.
All cables on drums shall be seaworthy.
All packing shall be suitable for transport from factories to the port of embarkation, sea/air freight,
and rough handling at the port of destination and movement to and on the Site.
For the pilot/telephone cables, the end of factory lengths shall be marked "A" and "Z", "A" being
the end at which the sequence of core numbers runs clockwise.
All cables and conductors shall have the inner ends brought out and suitably fixed to the drum to
avoid any damage during handling or pulling operations.
The cables shall be rolled on drums as specified in the technical data sheets. The drums shall also
be suitable for storage in the open air without additional protection by casing or shutters for a
period of at least two years.
All markings wherever applicable shall be legible. Weatherproof tags where used, shall be durable,
securely attached.
All accessories, together with the applicable instruction books, packing lists and special site
storage instructions shall be carefully crated or otherwise adequately protected for overseas
shipment.
All bright parts liable to rust shall be treated by using an anti corrosion coat and shall be suitably
protected. Surfaces of Flanges, Studs, etc, shall be properly protected before shipment.
Accessories items susceptible to damage by water or high humidity shall be encased in water-tight
and/or air-tight, rugged containers to ensure a low humidity atmosphere therein.
Further reference is made to the individual chapters of the Standard Technical Specification for
underground and submarine cables.
Material safety data sheet of the cold pour filling compound in the fibre glass box of the
cable joint, this includes the base resin, hardener (if applicable) before curing, also
material data sheet showing its electrical, mechanical and chemical properties after curing
of the resin compound

7 SPARE PARTS
Bidder/Contractor shall provide a list of "Recommended Spare Part" based on recommendation
from the manufacturer, taking into considerations, the statistical record of the operation life of
the cables/cable accessories, in similar environmental conditions as prevailing in Abu Dhabi.
All spare items shall comply with applicable Clauses of Cables and Accessories Specifications.
All spare accessories shall be identical to the approved ones, under this Contract, for installation.
It must also be from the same manufacturer of the installation accessories.
All spare cables/accessories shall be suitably packed/crated and placed in storage areas as
designated by TRANSCO.
Shelf Life shall be specified for each item to be included in packing of Spare Parts.
The Bidder/Contractor shall provide all labour, tools, equipment and appurtenances to carefully
load, transport, unload and place all spares in storage. No materials, drums, reels, boxes or crates
shall be stored directly on the ground or similar horizontal surface.
The required spares for the underground/submarine cables and their accessories shall be strictly
interchangeable with the parts they are intended to replace and shall be treated and packed for
long storage under the climatic conditions specified in Technical Standard Specification, Part:
S-TR-GEN-GDF - General Conditions
For all spare cut lengths of cable, which are to be delivered to the TRANSCO's stores, approved
sealing caps of correct sizes shall be supplied and properly mounted immediately after the respec-
tive cable length is cut.
