PLDT REQUIREMENT/PARAMETERS VENDOR SPECS


1. DESCRIPTION
The fiber optic cable shall be composed of low loss single-mode fibers which are coated
with a composite primary coating and loose secondary coating on top. The required
number of secondary coated fibers are held together by the core structure, reinforced
with strength member/s, filled with moisture resistant filling compound, enclosed with
buffering and strengthening layers of dielectric material, completed by the application of
suitable core wrapping material and an overall plastic jacket incorporating with
galvanized steel strand suspension wire (see Figure 1).

2. MESSENGER REQUIREMENT
2.1 Stranded support messenger
The stranded support messenger shall be 1.20 ± 0.08 mm (for 72 Fibers and
below) and 1.6 ± 0.08 mm. (for above 72 Fibers), seven wire, extra high strength,
class A coating galvanized steel.
2.2 Material
The base metal shall be steel made of open-hearth basic oxygen, or electric
furnace process and of such quality and purity that when drawn to the size of
wire specified and coated with zinc, the finished strand and the individual wires
shall be uniform quality and has the properties and characteristics as prescribed
in the specification.
2.3 Stranding
The strand shall have a left lay. A left lay is defined as a counter-clockwise twist
away from the observer. All wires shall be stranded with uniform tension.
Stranding shall be sufficiently close to ensure no appreciable reduction in
diameter when stressed to 10% of the specified length.
2.4 Breaking strength
The minimum breaking strength of the finished strand shall be 17.75 kN.
2.5 Weight of zinc coating
The weight of zinc coating of uncoated wire surface shall not be less than 122
grams per square meter.
2.6 Jacket
1. A smooth outer jacket shall be extruded over the shield and the support
messenger.

2. The jacket shall provide the cable with a tough, flexible protective
covering, able to and with exposure to sunlight and the atmospheric
temperature and stresses reasonably expected in normal installation.
3. The jacket shall be free from holes, splits, blisters or other imperfections.
It shall be smooth and as concentric as in consistent with good
commercial practice.
2.7 Insulation Thickness
The nominal jacket thickness shall be 1.50 mm.
2.8 Web Thickness
The web thickness and height shall be of 2.04 ± 0.635 mm and 3.05 ± 0.508 mm
respectively.

3. QUALIFICATION INSPECTION
3.1 During the product type-approval period, the Supplier/Manufacturer must agree
to allow PLDT to conduct qualification inspection at the manufacturing plant.
3.2 Cost incurred for all testing stated in this specification should be the sole
responsibility of the Supplier/Manufacturer
3.3 In case the facilities at the manufacturer’s plant are inadequate, testing shall be
conducted in an independent laboratory at no cost to PLDT.
3.4 Qualification inspection shall consist of examinations and tests to determine if the
cable conforms to the standard requirements set forth in this specification. Fiber
optic cable found not to be in full conformity with this specification should be a
cause for rejection.
4. PRE-DELIVERY ACCEPTANCE
All finished products shall be subjected to pre-delivery acceptance test by PLDT
representatives in accordance with PLDT acceptance test procedure.
5. WARRANTY
5.1 Fiber optic cable that fails in service due to manufacturing or material defects
shall be replaced by the supplier/manufacturer free-of-charge within twelve (12)
months from date of actual usage
5.2 The supplier/manufacturer shall be liable for any loss, damage or injury of any
kind to PLDT or its employees and the general public arising out of or resulting
from the use of certified fiber optic cable where the fault is traced to inferior
quality of the product.
7. PACKAGING AND SHIPPING
7.1 Each length of cable shall be permanently marked to identify the manufacturer,
month and year of manufacture, length of markings and the phrase “PLDT Co.”.

7.2 The number of fibers shall be marked on the cable jacket.
7.3 The markings shall be printed on the jacket at regular intervals of not more than
one (1) meter apart.
7.4 The cable jacket shall be marked with red stripe as below in order to differentiate
it from copper cables:

7.5 For cable jacket that will have two (2) permanent red stripe markings, the
markings shall be printed 180 degrees apart.
7.6 The cable shall be packaged on a reel with inner hub diameter greater than the
recommended minimum bending diameter on the cable. The arbor holes on the
reel shall admit a 63.5 mm (2.50 in.) diameter spindle without binding.
7.7 The package shall be sturdy enough to endure reasonable handling in the process
of shipping and storage.
7.8 The ends of all cables shall be sealed to prevent the escape of filling compound
and to prevent the entry of moisture during shipping, handling, storage and
installation.
7.9 The outer end of the cable shall be securely fastened to the reel head so as to
prevent the cable from becoming loose in transit. The inner end of the cable shall
be securely fastened in such a way as to make it readily available if required for
testing.
7.10 When either or both ends of the cable are ordered with connectors, both ends
shall be equipped with flexible pulling eyes to protect the connector and fiber
loads.
7.11 When the cable is ordered without connectors, both ends shall be terminated
with epoxy plugs, which bond the cable core and sheath components together.
The diameter of the plug shall be less than the cable’s outside diameter.
7.12 A thermal protective wrap shall be securely applied over the outer turns of the
cable on each reel. The wrap shall be weather resistant and limit solar heating of
the cable. The wrap shall be labeled: “DO NOT REMOVE WRAP UNTIL CABLE IS
PLACED”. This wrap may be omitted when tags or other mechanical reel
protection devices are provided.
