GENERAL RULES GOVERNING THE CONDUCT OF ACADEMIC COMPETITIONS


WHICH ALSO GOVERNS THE PAULINIAN MEDIA CONFERENCE

RULE I
APPLICABILITY

Section 1: These rules shall be applicable to all related concerns and


controversies in all academic competitions held at SPSPS as part of
the 25TH Founding Anniversary and Intramurals 2019 Celebration.

RULE II
THE GRIEVANCE COMMITTEE

Section 1: A Grievance Committee shall be formed to enforce these rules and


resolve issues concerning their application.

Section 2: The Grievance Committee shall be responsible for:

a. enforcing rules through the duration of the academic


competitions;
b. adjudicating and resolving disputes and controversies raised
pertaining to the implementation of these rules; and
c. determining the final and appropriate action or solution to
controversies presented for resolution

Section 3: The Grievance Committee shall be composed of the following


members who must be present during the competitions and must be
within easy reach so that convening will be easy:

a. the chairperson of the academic committee who shall be the


Chairman;
b. the events overall committee chair;
c. the presidents of the competing teams, in the absence of the
president, he/she shall designate a substitute who must be an
officer of the team he/she represents

Section 4: Written complaints concerning the application or violation of these


rules shall be submitted before the committee.

Section 5: Decision of the Grievance Committee shall be final and executory.

RULE III

TEAMS AND PARTICIPANTS

Section 1: The participating team must be duly registered with the Student
Affairs Office.
Section 2: Each competing team must field participants.
Section 3: Players.

a. A participant must be a bona fide student of SPSPS enrolled during the


current semester the activity is held;
b. A participant can play for only one organization in which he/she is a
duly registered member. The Student Affairs Office shall verify if the
participant had been issued a disciplinary slip for violation of school
policies. Students with double majors may register in both or all
organizations, but he/she can play/participate for only one team during
the entire celebration or activity;
c. A participant’s name must appear on the List of Players Form distributed
by the Academics Committee. Thus, a player whose name does not
appear on the list will definitely not be allowed to play in the event
concerned.
d. Should a listed player be unable to compete in an event, he can only
be substituted by any of the official substitute players whose name
appear in the official roster of substitute players;
e. The players listed in the official roster of substitute players shall be
allowed to represent their team in any of the events in case the official
representative is absent, incapable or disqualified to represent his/her
team or the team does not meet the required minimum number of
players for group events.
f. Each team shall submit the accomplished List of Players Form together
with the Official Roster of Substitute Players to the Academics
Committee on or before ( date deadline);
g. The Office of the Student Affairs (OSA) shall inform outright the team that
submitted a name of player that is not a registered member of that
organization. The said team shall be given two (2) days to find a qualified
replacement. Failure to find such replacements at the time allowed
means exclusion of the team to the event/s that lack/s
players/participants for;
h. The player must present a validated school ID. In the absence of this
document, the organization adviser may personally identify the player
and attest to the membership of such player in the organization;
i. Participants must be at the venue 15 minutes before the start of the
game to avoid delay; therefore, late participants shall never be
entertained. In the absence of the main contestants, the organization
officers shall be given another 10 minutes to look for replacement/s
whose name/s appear/s in the roster of substitute players;
j. All teams shall be given copies of their Final Lists of Participants with the
List of Substitute Participants which cannot be changed nor modified;
k. All participants shall conduct themselves appropriately during the
competition and shall always adhere to these rules;

l. No participant under the influence of alcohol or any illegal substance


shall be allowed to play.
m. No participant shall be allowed to participate in two (2) events
belonging to the same field (Academics, Athletics/Sports and Socio-

cultural). This is so done to give the other team members the chance to
participate, except in the Paulinian Media Conference Contests.
n. Every violation (e.g. letter grade, disciplinary slip, use of explicit,
obscene, offensive and blasphemous words) to the provisions presented
in the Academic Guidelines and Mechanics, shall correspond to a
deduction of five points from the total accumulated points for a
particular concerned contest.

RULE IV
OFFICIATING AND SUPERVISING OFFICIALS, BOARD OF JUDGES AND
TABULATORS

Section 1: The officiating officials refer to the PSG representatives who will
implement the rules of the game.

Section 2: The supervising officials refer to the academics committee


representative/s such as the teacher-in-charge who is designated by
the said committee.

Section 3: Any person designated by the Academics Committee shall be


allowed to officiate and supervise in events unless:

a. all competing teams do not unanimously approve of him/her;


b. the Grievance Committee, for reasons of incompetence and
conflict of interest, does not allow him/her

Section 4: Judges in different academic events and competitions are deemed


to have the knowledge and expertise of the contest/s they are
adjudicating;

Section 5: Directives of officiating officials shall be final unless questioned on


appeal to the Grievance Committee on grounds of procedural
lapses or inconsistencies.

Section 6: All complaints within the realm of incompetence, negligence and


unfairness must be submitted in written form before the Grievance
Committee one hour after the competition. Complaints submitted
beyond the one-hour requirement shall no longer be entertained.

Section 7: The Academic Committee shall designate the official tabulator/s,


who may be CPA in person, to compute the results of the academic
competitions.

RULE V
COSTUMES/ATTIRES

Section 1: All teams/players must wear their designated color of T-shirts/uniforms


or any insignia that will identify them during the competition unless
specifically provided in the mechanics of the event.

Section 2: Participants shall not be allowed to participate in any academic
contests if they are clad in an outfit/attire that does not conform to
the standards of propriety and decency as stipulated in the students’
handbook.

RULE VI
COMPETITONS/SCHEDULES

Section 1: The schedule of competitions/events shall be prepared by the


Academics Committee. Such shall be properly disseminated during
a meeting through the distribution of copies of the schedule of
competition.
Section 2: The order of presentation which shall be employed all throughout the
entire academic events shall be predetermined by the steering
committee using the fish bowl technique.
Section 3: The determination of the order of the presentation shall be
conducted only once during the first meeting of the steering
committee in the presence of all team presidents or their authorized
representatives.

RULE VII
DEFAULTS

Section 1: Considering the limited time allotted for all academic events, a
default shall be declared when:

a. one of the two competing teams for a particular scheduled


competition event failed to appear on the designated area or
venue 5 minutes after the first and final call to start a particular
game;
b. the contestant does not possess the materials needed for the
contest as indicated in the specific guidelines and mechanics;
c. the participant is not clad with the team T-shirt he/she represents
otherwise stated in the specific guidelines (Please see enclosure.)

Section 2: Officiating and supervising officials shall be the ones to declare


defaults as stipulated in Section 1 of Rule VII.

RULE VIII
GRIEVANCES

Section 1: All grievances concerning the conduct of any academic event shall
be filed to the Grievance Committee for proper actions.

Section 2: All complaints shall be immediately submitted to the officer-in-


charge for immediate, if possible, resolution. Any resolution at this
level shall be agreed upon by all contesting or concerned teams. If
no resolution is reached at this level, the complaints will be submitted
to the Grievance Committee. The complaint may be required to be
submitted in writing signed by the complainant, the team president,
and the team adviser/s if it will be elevated to the Grievance
Committee. However, the complaints must be forwarded to the

Students’ Affairs Director if the Grievance Committee fails to resolve
the disputes stated in a letter of complaint.

Section 3: Failure to comply with the provision in Section 6 of Rule IV shall be


considered a ground for the dismissal of the complaint.

Section 4: After the complaint is filed before the Committee, the Chairman shall
immediately convene the same Committee to hear and resolve with
finality the aired complaint.

Section 5: The said Committee shall hold the meetings open to those who are
directly concerned for transparency in all the proceedings.

Section 6: The Committee shall decide on the matter effectively and


expeditiously to render a fair resolution of disputes and controversies.

Section 7: In connection with the preceding provision, if a team needs more


clarifications and cannot be handled with the Committee’s power,
the said team shall connect to the Steering Committee for technical
advice if necessary.

RULE IX

RULE X
RANKING

Section 1: The team’s points in every event shall be accumulated to determine


the team standings. The team with the highest accumulated points
shall be declared the Champion for Academic Contests.

Section 2: Resolving Ties

a. In case of tie, the team that won over the other shall be declared
of higher rank over the other;
b. In case of a (double, triple …) tie, the points and cash prizes for
such rank and the succeeding ranks shall be divided between
and among the teams. The next in rank teams shall be given the
corresponding points.

RULE XI
PENALTIES

Section 1: For violation of paragraphs a, b, and c of Section 3, Rule III and


Sections 1 and 2, Rule V, penalty shall be the forfeiture of the
violator’s game in favor of its competitor.

Section 2: For violation of paragraph f, Section 3, Rule III, the penalty shall be
the exclusion of violator from the academic contest or from certain
academic events.

Section 3: For violation of paragraph h, Section 3, Rule III, the penalty shall be
the disqualification of violator from the event.

Section 4: For violation of paragraph j, Section 3, Rule III, the penalty shall be the
disqualification of the team from such events.

Section 5: For violation of paragraph k and l, Section 3, Rule III, the penalty shall
be the immediate ejection of the violator and suspension from all the
academic events he/she participates.

RULE XII
INFORMATION

Section 1: Teams that are participating in the events or activities must call an
assembly or meeting of their members so as to inform them of these
rules and regulations at least 5 working days prior to the start of the
activity.

Section 2: For the specific guidelines and mechanics, refer to the attachments
appended herein.
