Part One: Letter to Administration

Dear Administrator,

Myself (Samantha Fenn), Stephanie Kolski and Carmen Tucker have been researching

various grants to help support our teachers and students in our school. ​We were interested in

grants that would support the purchase of technology for public school​s. Specifically, we would

like one-to-one Chromebooks available to all students in the primary grades. We have identified

and chosen a grant that we believe will bring amazing opportunities for our primary students, to

prepare them as they accelerate through the grades and to prepare them as 21st century learners.

We are asking for a class set of Chromebooks along with supplemental technology in order to

start towards our goal of one to one Chromebooks for students in kindergarten to second grade.

The grant is awarded through Lowe’s hardware stores and is named the “ Lowe’s Toolbox for

Education grant”. In order to ensure that we qualify for the grant and in order to ensure we are

choosing the right technology for our primary students we identified some of our school’s

pertinent needs.

The needs that we found in the school support the technology choice of one-to-one

technology for primary grades, that would be purchased if awarded the grant. Based on a staff

survey​ ​and staff interviews completed in June of 2018,​ ​it was communicated that primary

teachers wanted more opportunities for their students to grow and learn with technology, as well

as more basic practice with using the technology itself in order to help prepare their students for

the intermediate grades and the standardized tests to come. A first grade teacher stated that 1:1

devices would “allow students the opportunity to reinforce skills taught in the classroom with

differentiation” (Teacher 1A, personal communication, June 2, 2018).​ ​Another teacher in second

grade​ ​stated that 1:1 devices would allow students to “participate in collaborative activities” and

“provide support to students with IEPs and 504 plans” (Teacher 2A, personal communication,

June 3, 2018).​ ​After compiling the information from staff interviews and surveys, we analyzed

the data to further support our choice of technology that will align with our school’s needs.

Using our knowledge of the Apple Classrooms of Tomorrow (Dwyer, D., Ringstaff, C., and

Sandholtz, J. H. (n.d.) many of our teachers are just at the entry stage of integration because of

the limited access to technology. These teachers need more support, learning opportunities, and

access to technology in order to move to the adoption stage​. ​Based on Everett Rogers’ perceived

attributes (Rogers,2003), we found that this innovation of adding Chromebooks to the primary

classrooms will have greater relative advantage and compatibility. It was communicated that a

new innovation is needed and wanted. The teachers voiced that they needed technology that will

support what they are already doing but also, what the students will be doing as they advance to

each grade. Finally, the data was analyzed for our needs based on conditions of change that need

to be met for our staff to accept this new innovation and for it to be truly effective (Williams,

2010)​. ​It was found that 63%​ ​of primary teachers from the survey felt the technology in their

room was not sufficient enough, in quality and quantity. It was also found that many teachers

would be willing to commit their time in order to learn and adapt as the new technology is

brought in. Six teachers in the intermediate grades who have access to Chromebooks and

one-to-one technology were willing to help teachers who need to learn the technology and gain

the knowledge and skills needed in order to use Chromebooks successfully in the classroom.

Through the analysis of our data from the teacher surveys, teacher interviews and our

own observations, we have chosen one-to-one Chromebook technology as the best fit for our

school’s needs and our student’s success. Supplemental materials are included in our working

budget in order to aide in the success of the implementation of one to one chromebooks. This

supplemental technology includes: a damage protection plan, charging cart, wireless mice and

headsets with microphones. The goal of our grant is to receive the one to one technology for one

class set, however including these supplemental materials will only increase the success of the

technology in the classroom.

The grant we are proposing awards between $5,001 to $100,000 to organizations across

the country. The Lowe’s Foundation began in 1957, and has awarded money to organizations

across the United States that improve communities and support public education (“Lowe’s Gives

Foundation”, n.d.). The Lowe’s Foundation states that “through our support for public education,

we’re closing the funding gap facing many schools today. Each year, the Lowe’s Toolbox for

Education grants program contributes more than $5 million to fund improvements at public

schools in the United States” (“Apply for a Grant”, 2016.). The foundation approves grants for

many types of projects including: technology upgrades, tools for STEM programs, and safety

and facility renovations to schools. The projects that are chosen must meet a critical need to the

organization and improve the community as a whole.

If given permission to apply for this grant, we would need to apply during the cycle dates.

The fall cycle is August 6, 2018 to September 28, 2018 and the spring cycle is December 18,

2017 to February 9, 2018. The foundation takes 90 days to process the request from the cycle

close date.

If awarded this grant we would be able to meet many of our schools needs that have been

addressed. For example, this one-to-one technology would provide students with the resources

that they need to practice on the actual technology that they would be using in the intermediate

grades and for testing. It also addresses the needs of the staff for better technology that can

support what they are teaching and provide better and more current applications that can help

their students succeed and grow over a range of content areas. Having this technology in the

primary grades will help limit the digital divide that can be seen between the transition of

primary to intermediate. The students will move into the intermediate grades better prepared with

basic technical skills like keyboarding and troubleshooting. They will also be better prepared to

navigate applications that the school uses, like I-Ready and My-On and tests like PARCC which

is completely computerized. One to one technology, with the supplemental materials, will make

it easier for teachers who teach SPED, ESOL or TAG students, to meet their individual needs,

helping the students stay motivated and engaged on their learning.

the basic application process of the grant and about our basic project idea (June, 2018). Past

grant winners can be found on the grant homepage; they include Surfside Elementary School,

Howard C. Reich Community School, and SUN Area Technical Institute (“Toolbox for

Education”, 2018). Many of the grant winners were able work with their communities in some

way in order to build or create something and learn more about the environments around them.

Having access to one to one technology could help the students learn more about environmental

issues that they are passionate about, as well as learn more about engineering. Students from the

intermediate grades could get involved and partner with our primary students, along with PTA

and community members. Lowe’s employees could help implement the plans and bring the

actual idea to life. This takes the one to one technology and opens the classroom to new

opportunity to learn and grow through action within the students’ own community. In order for

this plan to work, our stakeholders would need to include the administration, the project creators,

the PTA, and community members, along with the technology team. We will be able to connect

with our school system via social media and school newsletters in order to advocate for the

project and keep parents, students and community members updated on the progress throughout

the project and grant success. We will also be working jointly with Lowe’s, putting their brand

and information out to our community thus creating a beneficial relationship between the

community partners of the school system and Lowe’s hardware stores.

If awarded this grant, the opportunities for our primary students increases immensely and

teacher’s will be better equipped to prepare our students for the 21st century world. The first step

towards preparing our students for not only success in the classroom, but success as individuals

in the technology world, may start with approval of our request.

Through the Acer company, we are looking to purchase
a class set of 30 Chromebooks (R 11 CB5-132T-C1LK)
at a cost of $279.99 each, for a total cost of $8,399.70.
These Chromebooks are lightweight for young children
and can be used as laptops or, when folded, as tablets.
In order to protect these devices from regular student
use, we would like to purchase an equal amount of 30
three-year protection plans that would protect against
accidental damage. Each plan costs $89.99 for a total of
$2,699.70. Wireless mice will be purchased to assist
students who struggle with using trackpads and who
may need the hand-eye coordination practice of utilizing
computer mice. In order to charge the Chromebooks for
regular usage, we will purchase a charging cart that will
be able to conveniently charge all 30 Chromebooks at
once while also being mobile for any sharing needs. The
cost of the charging cart is $999.95. In order for
students to record audio for uses such as narrating
videos they create, responding to questions verbally
when their writing may still need development, or
recording themselves reading in order to practice
fluency, students will utilize headphones with
microphones. We are requesting 35 headphones to
account for the possibility that some headphones may
break over time. At $19.95 a piece, 35 headphones
would cost $698.25. All of the items listed would qualify
for free shipping. With an estimated 6% sales tax, these
items would accumulate an additional $794.84 in tax. In
total, we are requesting $14,042.14.

learners with access to the most significant learning
instrument ever created, the Internet. With 1:1
Chromebook devices in the classroom, the students will
be able to utilize the applications and programs to
contribute to their differentiated learning. The 1:1
Chromebooks will also be employed as assistive
technology that helps learners with special needs to gain
access to curriculum and information. Having 1:1
devices will also assist with keeping students engaged in
their learning as well as provide an earlier emphasis on
STEM (Science, Technology, Engineering and Math).
With this implementation, Chromebooks in the
classroom will generate a more collaborative
environment. They will allow learners to connect with
both neighboring students and students afar. Having 1:1
Chromebooks in the classroom will also assist our
school in our initiative to “Go Green” and help the
environment. It will decrease paper needs and reduce
the need for printer ink and making hard copies.
Project implementation will be essential with this
funding. I plan to utilize my technology committee to
create targets through teamwork and generate a
SMART goal that consist of both academic measures
and teacher implementation goals. Upon arranging the
essential professional development to employ our 1:1
Chromebook initiative, we would work together to
research best practices for utilizing the tablets and
conduct school surveys to determine what the staff may
want to learn about. I will pilot a 1:1 classroom utilizing
the Chromebooks. In addition to holding extra meetings
with grades K-2 to help ensure teachers are familiar with
the devices and allow collaboration time for teachers to
work together and provide resources.

are given access to technology and are exposed to the
ways it can be used to further learning, the capabilities
are endless. If we are able to secure the devices needed
for our school, it will allow the students to use
technology to explore all of the disciplines taught in the
classroom. One way to leverage the benefits is to allow
students to explore real world problems in their
community and come up with ways to address them. If
students notice there is a need and they become a part
of the solution, they will be more invested in their
community and love where they live. For example, a
second grade class at our school recently discovered a
multitude of litter on our school grounds. They collected
the garbage and shared a post about it on social media
via their teacher, and it ended there. With the
appropriate technology, the lesson could have gone so
much further. In connection with reading and science,
the students could have used devices to research the
impacts of litter on the environment. They could use a
word processing program or presentation development
medium to share what they learned or develop a digital
story video to present to the school to encourage them
not to litter, covering the subjects of health and writing.
Math could be incorporated by using software to create
graphs of the type of litter gathered in the community,
showing things that could have been recycled versus
those that could not. Students could develop flyers to be
shared with the community to encourage them to be
aware of how they can help protect our environment,
and the children could even connect with environmental
experts in their community or throughout the world
through social media to find out additional ways to help.
They could even write a grant to get recycling bins for
the school! When the students feel they have made a
difference in their community, it solidifies their dedication
to making the world a better place, starting with a love
for their own town.

Many of these children have limited, if any, access to
technology at home. Even students who do have access
to technology use it mostly to play games. When there
are students who have regular access to technology and
others that do not, it creates a digital divide. Children
who can use devices regularly know how to operate it
effectively in the classroom when they have those
opportunities, and when it comes time for standardized
tests that require students to use computers to type
responses and utilize test taking tools, those children will
be able to use their time to focus on content and work
quickly. On the other hand, those children with less
computer experience may struggle to use the
technology, resulting in lower test scores that may
identify them as less successful. This stigma can follow
them throughout their educational career, resulting in
fewer opportunities to extend their learning and develop
the skills they need to be successful after graduation. In
addition, with the capabilities of technology constantly
evolving, it is important for students to become digital
citizens who understand how to use technology safely
and responsibly. When educators can supervise and
instruct students as they utilize technology in the
classroom, they can help students recognize the best
practices when it comes to accessing the internet and
using it for positive purposes. In our community, there
are too many instances of students posting inappropriate
information online or sharing personal details that could
impact their safety. By teaching these students in the
classroom and allowing them to practice safe methods
of using the technology, we can demonstrate the
benefits of technology while making sure to avoid as
many of the negatives as possible. Additionally, many of
the students in our community have little access to
global awareness, with a majority of students having
only traveled within the United States, if out of the state
of Maryland at all. Having 1:1 devices could allow the
students to access information and connect with others
in a way that would not be possible otherwise.

used by conducting a teacher/student survey. Data will
be collected on classes using 1:1 Chromebooks
frequently vs. those not using it frequently to determine if
there are any trends. I will monitor the use of 1:1
Chromebooks when teachers upload their weekly lesson
plans. We will be able to see overall growth in the
testing data for second grade in their autonomy to
navigate through the assessments from the beginning of
the year to the end of the year, which will have them
more developed and equipped to enter the state testing
grade the next year. Through quarterly data utilization
presentations, I can monitor how often teachers are
correlating the usage of Chromebooks to academic
gains in their quarterly data. I will meet with teachers in
grades K-2 to see if students’ technology and
problem-solving skills strengthened and their ownership
of their own learning increased.

worldwide pen pal program, many letters from other
schools included information about how they had 1:1
devices and had holders for those devices on their
desks. If our students were to receive those devices,
they could try and develop a plan for what those holders
could look like. Lowe’s employees could help bring these
ideas to life by meeting with students and helping them
turn their ideas into reality by building the holders based
off of the children’s designs. While engaging in
additional learning about the engineering process in
science, Lowe’s employees could help the students
learn about drafting plans, selecting tools, and other
important components. They could also help facilitate
field trips to a local store to learn about concepts such
as community helpers, goods and services, jobs, and
economics. The students could then use their devices to
create presentations to report on what they learned.

also continue to keep the foundation updated on how the
devices are benefiting the students even after the
completion date listed as the students continue to use
the technology each school year.

our technology committee to learn more about it. Our

newspaper to request that they share information about
what we were able to accomplish through the grant we
received.
