HighestMode
MO PDCPROHCPara
Parameter ID HighestMode

NE eNodeB
MML Command LST PDCPROHCPARA

MOD PDCPROHCPARA
Meaning Indicates the highest mode of ROHC operation.

In Unidirectional Mode (U-mode), packets are sent in one direction only

(that is, from the compressor to the decompressor), and a feedback channel
from the decompressor to the compressor is undesirable. Therefore, the U-
mode provides the lowest reliability but also the lowest feedback overhead,
compared with the other two modes.

In Bi-directional Optimistic Mode (O-mode), the decompressor sends the

compressor the feedback, which indicates errors or context synchronization
successes. Therefore, the O-mode provides higher reliability than the U-
mode but causes a lower amount of feedback information than the R-mode.

In Bi-Directional Reliable Mode (R-mode), the reliability of context

synchronization between the compressor and the decompressor is higher
than that in any other mode; however, because of frequent feedback, the R-
mode causes the greatest link overhead.

Modification

Impact on Radio 1) Coverage: If the value of ReferenceSignalPwr is too large, cross-

Network coverage occurs. This causes interference to other cells. If the value of
Performance ReferenceSignalPwr is too small, coverage holes appear.

2) Interference: The setting of ReferenceSignalPwr varies depending on

the interference from neighboring cells. A large interference margin is
required where the interference is strong.

3) Channel estimation: A larger value of ReferenceSignalPwr leads to

higher channel estimation accuracy, a lower demodulation threshold, and
higher receiver sensitivity, but it causes stronger interference to
neighboring cells.

4) Capacity: A larger value of ReferenceSignalPwr brings better coverage,

but a large value limits the power used for data transmission and hence
decreases the system capacity.

Set ReferenceSignalPwr appropriately to ensure a reasonable tradeoff

between coverage and capacity, effective channel estimation, and
appropriate interference control.

Uplink Scheduling Strategy

MO CellUlschAlgo

Parameter ID UlschStrategy
Parameter Name Uplink Scheduling Strategy

NE eNodeB

MML Command MOD CELLULSCHALGO

Meaning Indicates the priority of the UL user scheduling algorithm and the policy of
arranging the priority of users. According to the Max C/I scheduling
policy, the UE with good-quality channels are scheduled, thus the spectral
efficiency is very high. The QoS of and fairness among users, however,
cannot be ensured. The Max C/I scheduling policy can be used to verify
the maximum capacity of the system. The fairest scheduling policy is RR.
When RR is used, the system capacity, however, is the smallest. Therefore,
RR is used only to verify the upper limit of the scheduling fairness in the
system. In application effects, the PF scheduling policy is between the
previous two policies. Thus, PF can be used to verify the capacity,
coverage, and fairness of the system. According to the EPF scheduling
policy, the features such as user QoS, system capacity, and channel
frequency selection are considered. The basic scheduling policy is used
during the performance test. In commercial scenarios, you are advised to
use the EPF scheduling policy.

adaptive HARQ switch

MO CellUlschAlgo

Parameter ID McsAdaptHarqSw

Parameter Name adaptive HARQ switch

NE eNodeB

MML Command MOD CELLULSCHALGO

Meaning Indicates the switch that is used to enable and disable UL adaptive HARQ.
If this switch is set to OFF, UL data is retransmitted by means of non-
adaptive synchronous HARQ. If this switch is set to ON, UL data is
retransmitted by means of adaptive synchronous HARQ. If this switch is
set to semi-ON, adaptive HARQ is triggered when a UL grant is delivered
to an HARQ process that is suspended because of, for example, resource
collision, activation of a measurement gap, or PDCCH congestion. Setting
this parameter to ON helps reduce resource consumption by
retransmission, increase the cell throughput, and prevent retransmission
conflicts. This, however, increases signaling overhead and therefore
consumes more PDCCH resources.

Modification
Impact on Radio A larger value of this parameter results in a lower probability of congestion
Network relief. In the case of congestion, services are released as a load control
Performance action, and therefore the call drop rate is increased.

A smaller value of this parameter results in a higher probability of

congestion relief, but it may lead to frequent switching between overload
and overload relief.

CIO adjustment range configuration
indicator
MO CellMro
Parameter ID CioAdjLimitCfgInd
Parameter Name CIO adjustment range configuration indicator
NE eNodeB
MML Command MOD CELLMRO

LST CELLMRO
Meaning Indicates whether to set the upper and lower limits of the CIO adjustment
range for the cell.

If this parameter is set to CFG, the CIO for the cell can be changed by an
amount within the range specified by the upper and lower limits. If this
parameter is set to NOT_CFG, the upper and lower limits of the CIO
adjustment range for the cell in intra-frequency MRO are calculated by
using the following formulas: Lower limit = Off + ofs + ocs - ofn + Hys -
5, Upper limit = Off + ofs + ocs - ofn + Hys -1, where Off is the offset for
intra-frequency handover, ofs and ofn are the frequency-specific offsets for
the serving frequency and neighboring frequency respectively, ocs is the
cell-specific offset for the serving cell, and Hys is the hysteresis for intra-
frequency handover. If this parameter is set to NOT_CFG, the upper and
lower limits of the CIO adjustment range for the cell in inter-frequency
MRO are calculated by using the following formulas: Lower limit = -24,
Upper limit = thresh + 110 - ofn + hys, where thresh is the RSRP threshold
for triggering a coverage-based inter-frequency handover and hys is the
hysteresis for inter-frequency handover.

CSFB Utran EventB1 Time To Trig

MO CSFallBackHo
Parameter ID CsfbHoUtranTimeToTrig
Parameter Name CSFB Utran EventB1 Time To Trig
NE eNodeB
MML Command MOD CSFALLBACKHO

LST CSFALLBACKHO
Meaning Indicates the time-to-trigger for event B1 that is used in CS fallback to
UTRAN. When CS fallback to UTRAN is applicable, this parameter is set
for UEs and used in the evaluation of whether to trigger event B1. When
detecting that the signal quality in at least one UTRAN cell meets the
entering condition, the UE does not send a measurement report to the
eNodeB immediately. Instead, the UE sends a report only when the signal
quality continuously meets the entering condition during the time-to-
trigger. This parameter helps decrease the number of occasionally
triggered event reports, the average number of handovers, and the number
of wrong handovers, and thus helps prevent unnecessary handovers. For
details, see 3GPP TS 36.331.

CSFB UTRAN EventB1 ECN0 Trigger

Threshold
MO CSFallBackHo
Parameter ID CsfbHoUtranB1ThdEcn0
Parameter Name CSFB UTRAN EventB1 ECN0 Trigger Threshold
NE eNodeB
MML Command MOD CSFALLBACKHO

LST CSFALLBACKHO
Meaning Indicates the Ec/No threshold for event B1, which is used in CS fallback to
UTRAN. When CS fallback to UTRAN is required, this parameter is set
for UEs and used in the evaluation about whether to trigger event B1. This
parameter indicates the Ec/No requirement for the UTRAN cells to be
included in the measurement report. A UE sends a measurement report
related to event B1 to the eNodeB when the Ec/No in at least one UTRAN
cell exceeds this threshold and other triggering conditions are met. For a
cell with large signal fading variance, set this parameter to a large value to
prevent unnecessary handovers. For a cell with small signal fading
variance, set this parameter to a small value to ensure timely handovers.
