Subject : DRUG-FREE WORKPLACE PROGRAM AND CONDUCT OF MANDATORY


RANDOM DRUG TESTING AS REQUIREMENT IN THE ACQUISITION AND
RENEWAL OF BUSINESS PERMITS FOR BUSINESS ESTABLISHMENTS
EMPLOYING 10 OR MORE STARTING YEAR 2020 PURSUANT TO EO 032
S2018 PROVIDING THE IRR OF DAVAO CITY ORDINANCE 0506-13

A. Schedule of Compliance

Service-oriented establishments are mandated to conduct Mandatory Random Drug


Testing in 2019 as a pre-requisite for the renewal of their business permits for the year
2020, and every three (3) years thereafter.

Service-oriented establishments include the following but not limited to:

1. Public Utilities and Facilities


2. Transportation Services
3. Security Services and Maintenance Services
4. Lodging and Restaurant Services
5. Educational and Social Services
6. Business Services
7. Personal Services

Service and product-oriented establishments are mandated to conduct Mandatory


Random Drug Testing in 2020 as a pre-requisite for the renewal of their business permits
for the year 2021, and every three (3) years thereafter.

Service and product-oriented establishments include the following but not limited to:

1. Malls/Supermarkets/Convenience Stores/Groceries/General Merchandise Stores,


Drugstores/Pharmaceutical
2. Hardware Stores
3. Furniture Shops
4. Car Distributors And Dealers
5. Tailoring Shops
6. Gasoline Stations

7. Publishing And Printing Houses
8. Photo Houses
9. Ice Plants

Product-oriented establishments are mandated to conduct Mandatory Random Drug


Testing in 2021 as a pre-requisite for the renewal of their business permits for the year
2022, and every three (3) years thereafter.

Product-oriented establishments include the following but not limited to:

1. Factories
2. Manufacturers
3. Growers
4. Distributors

B. Components of a Drug-free Workplace Policies and Programs

1. Advocacy, Education and Training


2. Drug Testing Program for Officers and Employees
3. Treatment, Rehabilitation and Referral
4. Monitoring and Evaluation

C. Other Requirements

1. Orientation and Training of Human Resource Managers/Assessment Team


2. Three (3) year plan on Advocacy, Education and Training which will be evaluated annually
by the City anti-Drug Abuse Council.
3. Establishment of Treatment, Rehabilitation or Referral System
4. Monitoring and Evaluation

D. Orientation and Training

1. Orientation shall be conducted by the City Anti-Drug Abuse Council (CADAC) and the
Department of Labor and Employment (DOLE).

Orientation may be done through associations, organizations or individual companies.

2. The training shall be represented by the Assessment Team which shall compose of the
following, but not limited to:

1. Safety and Health Personnel


2. HR Manager
3. Employer’s Representative
4. Workers’ Representative
For Education Institutions
5. Office of Student Affairs Director

6. Guidance Counselor

3. Training in the formulation of policies and program shall conducted by Accredited Private
Service Providers.
