The primary qualification that one has to possess is Educational Competency, We


must note that he will not rule an ordinary group of people or a typical organization instead
he will be the supreme authority in a body intended to enrich and cultivate the learning
process and one that is committed to the integral development of an individual. Hence,
making it essential that he has to be competent enough and equipped with the essential
principles of leadership and management, to properly administer and discharge the duties
and obligations desired and warranted by the office he represents.

Second, it is an undeniable fact that a University is jam-packed and full of individuals


possessing different educational degrees (e.g. Bachelor’s, Master’s, Doctorate) but these
degrees does not suffice nor substantiate the wants of the University President’s office,
hence making Integrity and Accountability another essential characteristic that one
should possess before swearing the oath of office. The duties of a University Leader
utterly necessitate these two characteristics. With integrity comes honesty, good faith and
truthfulness which leads to almost every good outcome. But, a good leader sees the world
as it is and not as one wishes it to be, this, as I’d like to put it, is the reality principle and
a leader does not fear reality when he is armed with Integrity. As Arnold Gaslow put it “A
good leader takes little more than his share of the blame and little less than his share of
the credit.” This should be one’s guiding principle when it comes to Accountability. In
relation decision-making, he should think critically before upholding a decision and he
should stand by it no matter the outcome will be. He should think long and hard enough
since decisions made by a University President has a large profound impact on its
subordinates.

Being a keynote person of the University he embodies, a University President must be


fortified with Confidence for it is vital to ensure that his commands, orders and
pronouncements are being followed by his subordinates up until the rank-and-file ones.
He must also be Committed and Passionate to his sworn work since the whole
University will look up to him and if he wants the entire institution to give them their all, he
must also be willing to get his hands dirty and give his best to all the circumstances that
he will encounter.

All of these qualifications and characteristics are, indeed, vital to one who aims to be a
University President, but more importantly one must hold the very essential trait of a
leader, Empathy. Understanding the problems of his followers and feeling their pain is
the first and foremost step to become an effective leader.

2. The following are essential for a School Manager, especially to a University President,
for the following reasons:
a. Performance – He must be competent, creative, innovative and must discharge
the duties and obligations of his office efficiently for his performance is looked upon by
his subordinates and sometimes, observed in every angle. Being the supreme authority
in a University, second to the Board of Directors/Trustees for that matter, he must perform
well and be held accountable for the outcomes of his decisions. As stated above, his
actions have crucial impact to his stakeholders. He must lead by example to achieve the
optimum of his career performance.
b. Behavioral Competency – being a University President does not end upon the
official working hours, nor the end of the semester or the academic year, but instead the
title of “University President” acts as if it is ka curse, inevitable in every way. It is for this
very reason that a University President must have confidence, commitment, compassion,
creativity and character reflected in his behavior not only in the University premises but
even outside. The characteristics mentioned in the foregoing answer (question no. 1) kis
indeed a must in ensuring the behavioral competency of a University Leader.
c. Managerial Competency – to reiterate, the Office of the University President
does not warrant for an ordinary leader or manager to occupy the seat instead it is in need
of one who possesses managerial competency. This quality is vital since the work of a
University Leader necessitates good management skills in general, may it be financial,
academic or even time, in all of these aspects, he should be competent.
d. Integrity – it must be emphasized that with integrity comes honesty and
truthfulness followed by good faith. The University President is an important person to the
university since his say and views, are involved in decision-making in the University as a
whole. Needless to state, that Integrity is inherent and founded on the heart and mind of
a good person, not even a doctorate degree equate or even amount to this very important
trait.

3. The answer to the foregoing question is Educational Competency, apart from the
visionary mind and vital characteristics that an applicant to the post of University
President should possess, He must be well-educated, equipped with proper knowledge,
seasoned and tested by experience to address the issue of quality education which is the
main purpose for which the university is erected; to serve the students with quality
education. The University President’s office does not look for someone who will be paid
for by sitting on his office chair during working hours but rather one who will consume his
time formulating different techniques and strategies to ensure that the University’s main
purpose is being achieved. (dagdagan mo nalang ng concrete examples. Di ko alam to.

4. Maintaining a good harmonious relationship with the faculty and staff of the school is,
indeed, a tough job for the University President since opinions and views of both parties
differ oftentimes. But as I have stated above, understanding the problems and going down
to their level, feeling their pain and sharing their agonies is the key to good leadership.
One must empathize and put his feet on his subordinates’ shoes to properly address the
issues and formulate the win-win solution to ensure that the vision, mission, goals and
objectives of the University is not hindered but is certainly being achieved.

Having said that, it is not the sole job of a University President to achieve a productive
workplace for everyone, both parties have to settle their differences and come up to a
suitable and practical solution to address the matter.
1. Management is an integral part of running an organization, much less wherever
human efforts are to be undertaken to achieve desired objectives. The functions
of management and their significance are discussed as follows:
a. Planning is a systematic way of making decisions today that will affect the
future. It is essential in management since it is future-oriented which if done
swiftly, smoothly and accurately may yield positive outcomes but entails the
risk that if not properly accomplished may negatively affect the future of the
organization.
b. Organizing requires a formal structure of authority and the flow of such
through the organization’s subdivisions which are then defined, arranged
and coordinated to ensure that each part is in a united and coherent manner
to parallel to the achievement of the prescribed goals. It is vital in
management since it involves the determination of activities that need to be
done in order to reach the organization’s goals, assigning these activities to
proper personnel and delegating the necessary authority to carry out these
activities in a coordinated and cohesive manner.
c. Staffing involves the management of workforce, specifically it is concerned
in hiring and retaining a suitable workforce for the organization in both
managerial as well as rank-and-file levels. This function comprises the
process of recruiting, training, compensating and evaluating employees and
maintaining this workforce with proper incentives to keep it at its optimum
making it important in management. Needless to state, that the human
element is the most vital factor in management, hence it follows that the
recruitment of the right personnel be given high importance.
d. Motivating involves a bit of the staffing function since it is focused on
keeping the workforce or the human element to perform efficiently and
effectively. This function of management is vital since the need to be
appreciated is inherent to an individual. When motivation is done and
always present in the workforce, rest assured that the organization will incur
little to no negative output.
e. Controlling is the function of management which encompasses the activities
that are undertaken to ensure that the events do not swerve nor deviate
from the initial plan. This is significant since it ensures the quality of output
by establishing standards for work performance, measuring actual
performance and comparing the results to the standards set and taking
actions as and when needed to correct any deviations.
2. The addition of the word “effective” makes Effective Leadership subjective. Since
effectivity is a question of fact. Nevertheless, so long as management is
continuously doing its job and exerting all efforts to achieve the organization’s
goals and objectives, then leadership must be effective. As for me, an effective
leader is one which:
a. Is equipped with proper knowledge, trained and seasoned by experience
and vested with Integrity and Accountability to face the outcomes of his
decisions;
b. Shares his ideas and visions as to the swift and prompt yet competent way
in achieving the goals set.;
c. Works toward the achievement of the organization’s objectives persistently,
with firmness and enthusiasm and inspires and encourages his
subordinates to do the same;
d. Motivates, inspires, empowers and recognizes the works and efforts
wielded by his associates, and most importantly;
e. Leads by example
When a leader possesses these characteristics and applies the same into every
inch of work that he makes or incurs, then it is effective leadership.
3. Being a school manager myself, the qualities that we possess are easy to
enumerate, which are as follows:
a. Empathic – we always practice this very essential quality whenever there is
a problem or difference in point of view or opinion between the school head
and the teacher. We try to fix the difference and bridge the gap by putting
our feet into each other’s shoes;
b. Fair and Just– school managers are always after fairness in every aspect
of the school, mostly in the promotion of fair opportunities to its workplace;
c. Transparent – we are delegated with tasks to discharge and in every task
that we accomplish, we assure that it is done in the most transparent way
possible to avoid any suspicion of corruption and the like;
d. Persistent – to assure that all our pronouncements, orders and instructions
are being held in abeyance until repealed, we have to be persistent and
firm;
e. A good manager – one must have a plan, is organized, knows the proper
way to maintain his people to work at its optimum and controls the events
that deviates from the original plan and do corrective steps on errors that
cause the deviation;
f. Leads by example – like all leaders, we practice leadership by example.
Perhaps the most difficult part of being a leader is to make your
subordinates follow your instructions, but we have discovered the solution.
We have to lead by example, if one wants his subordinates to get the work
done then he must first get his hands dirty and work.
