FUELS SUPPLY
As most of the equipment to be used in the operation of the mining complex will be electric,
Sloane will have a low consumption of ACPM, for which it considers to have storage in four
(4) superficial tanks of 5000 gallons for supply to the equipment with combustion engines
with exception of locomotives, which will count with 4 additional tanks of 5000 gallons
capacity buried.
 Type of tank
The installation of a double wall tank is considered to leave it completely isolated from the
environment. The covered tank has a high density polyethylene or fiberglass coating that
covers the steel tank externally. The tank has an interstitial zone between the coating and
the outer wall of the tank. Its advantages are:
- The covering provides direct protection against external corrosion and it does not
require of additional cathodic protection.
- These tanks may be cheaper than other tanks of double wall.
- It has double containment so an interstitial monitoring can be performed to detect
leaks.
- If the covering is damaged during transport, it can be easily repaired at the
installation.
- It has low maintenance costs.
- Its structural strength is slightly higher than of fiberglass tanks.

Its main disadvantage is that it has no protection against internal corrosion.

Criteria for tank selection


It should be verified that the tank has the following characteristics:

 Venting systems

The tank must be equipped with vapour venting systems. These systems are generally
piping lines whose diameter should be not less than half the diameter of the fill pipe or 0.03
m (1 1/4 inch).

 Valve systems
Surface tanks require the use of different types of valves to prevent the tank from fire and to
prevent fuel spills during filling operations. Among the most important valves are:

A. Fire Valves: Must be installed in each outlet of the tank where the fuel flows by gravity.
The fire valve must have a fuse and an automatic flow cut-off system in case of fire.
Fire valves within the tank and below the fuel level must be protected against thermal
stress. Eternal valves must be constructed of steel or iron to prevent failures under
fire conditions.

B. Locking valve: Its function is to isolate, in case of spillage or leakage of fuel, the tank
pipes. The piping system must have a large number of this type of valves to isolate
any part of the system. A shut-off valve must be used at each of the connections,
through fuel flows, as close as possible to the tank (immediately upstream of the
check valves, pressure relief valves, rupture bonds, pumps or any other equipment
that could have leakage..

C. Anti-siphon valves: The function of this type of valves is to prevent a gravity flow in
the pipeline to the distributor when it is not in use. Anti-siphon valves are
indispensable when the elevation of the surface tank produces a head on the
dispenser that can produce flow by gravity through the pipe. The valve should be
located immediately after and downstream of the shut-off valve at the outlet of the
tank. It must be ensured that the valve operates under all pressure conditions to be
subjected.

D. Check valves: They prevent the flow returns in the system. They are located on all
tank filling connections which are below fuel level. If the fuel delivery system works
by suction, the check valve under the dispenser can be replaced by a locking valve.

E. Valves for pressure reduction: They must be installed in all pipes that may be
subjected to pressures greater than the expressed for the design because
temperature changes can produce increased pressures.

Additional vent pipes


Surface tanks must have a venting system that does not allow vacuum or pressure that
could deform the tank. The venting system must ensure that the tank is never under
pressures greater than 17.2 KPA (2.5 pound / in2).

 Storage installation
Tanks should be placed on the ground or on concrete foundations, concrete, piles or steel.
Tank foundations should be designed to minimize the possibility of irregular tank settlement
and minimize corrosion in all parts of the tank on the foundation.1
 Foundation
The foundation must provide uniform support to the tank and must prevent its movement in
both horizontal and vertical directions. In addition, this foundation must avoid that greater
efforts, than those of the design, are exerted on the tank.

 Anchorage
Tank anchoring is essential due to the high probability of occurrence of peak flood events
greater than peak events used in the design of the camp (facilities). Anchoring can be made
by holding the tank to concrete slabs or foundation beams whose weight must compensate
flotation forces.
In NFPA 30, it emphasizes "Horizontal tanks that by their location could be more than 70%
of their capacity below the flood level must be anchored. Connections with the vent piping
and other holes in the tank must have waterproof seals”

 Dikes or retaining walls


Dykes will be built around the tanks to retain fuels in case of leakage. Their size will be
proportional to contain at least all the fuel; also, these dikes and must contain an additional
volume that serves as safety margin and a volume of rainwater. The additional volume can
is 10% of the total volume to be contained. The minimum height of the retaining wall must
be 0.60 m.
“Dike walls must be designed to withstand the hydrostatic thrust of the fuel when it is
completely full. These walls can be built on rammed earth, steel, concrete, and/or masonry.
The edges of the dam must be at least 3.2 m from any boundary of adjacent properties (built
or to be constructed). In addition, there must be at least 1.5 m of separation between walls
and the walls of the tank “2

Dike floor should be constructed with a slope of 1% from the tank to the wall of the dam. The
floor, like the walls of the dam, must be waterproofed with layers of well compacted clay,
rigid pavements, or impermeable geomembranes.

sewage systems. The dam must have a sump to collect and evacuate accumulated
rainwater and spilled fuel.

 Filling system
Direct filling
In this system the tank truck’s hose is connected directly to the tank filler input. The filling
will be by pressure. A pump is required which may be mounted on the tank track or which
may be an integral part of the tank filling system.

 SPILL AND OVERFILLING PREVENTION METHODS

When a tank is overfilled, leaks occur through the filling input and through the joints at the
top of the tank, or in the vent pipe. The system used is that of automatic supply cut-off
systems, which is an attachment installed in the feed pipe which lowers the flow of fuel to
the tank and stops it when it has reached a pre-set level. Reduced fuel flow should alert the
tanker operator to immediately shut off the supply; thereby allowing the remaining fuel in the
delivery hoses to reach the tank and be stored without any problem.

Generally, spills occur when the connection between the hose of the tank truck and the filler
input is misaligned. To avoid such spills, standard filling practices should be followed. The
operator of the tank truck and the operator must supervise the whole operation of discharge,
following these instructions:

- Park the tank truck where it does not cause interference, so that it is in quick exit
position.
- Install the extinguisher near the filling inputs.
- Install fences or cones to block traffic in the unloading area.
- Check that there are no sources of ignition in the vicinity, such as cigarettes, flames,
etc.
- Check that the tank truck has the seals in place and verify that fuel quantities
requested match those delivered.
- Measure the tanks to ensure they have the available space to receive the product.
- Check the correct connection of the hoses with the filling input.

- The operator must be located where he can see the filling points and in a position
of rapid access to the discharge valve.
- After delivery check, to verify that tank compartments are empty before
disconnecting hoses.
- Keep the input of tanks and tankers closed.
- Drain the hoses to the tank once the filling is complete.

the tank hose and the tank filler input.
CONTINGENCIES

Contingencies may be of various kinds: Industrial safety, occupational health and


environmental protection. In general, contingencies have three basic stages: identifying the
problem, developing the pre-established emergency plan and reporting it to relevant entities
and authorities.
Sloane has plans for prevention and mitigation, so an integrated management system
policies are intended for the protection of its work team.

5.1.1.1. SIGNALLING
Signalling in camps and in the mine is based on ICOTEC standards. These standards
establish colours and type of safety signals, which help to prevent accidents, health risks
and indicate personal emergency guidance.
RESOLUCIÓN All workplaces where operations and/or processes which include

or desirable, to indicate in public the location of:
A) Means to warn about fire and manual controls
B) Means to escape from fire;
C) Means to combat fire;
D) Means to avoid fire spreading;
E) Areas or materials with special fire risk.

NTC 1867 This standard establishes the regulations for the installation,
maintenance and use of alarms or signs against fire in buildings.

This standard establishes the classification of dangerous goods,


definitions, marking, identification labelling of products and transport
units (when transport activities are carried out in different modes).

 STORAGE TANKS

It is recommended, for flammable liquids, to paint them white or light colours to avoid heat
absorption. Enough signalling has to be on the tank.
Signalling of tanks must represent the type of danger, according to the United Nations
classification. Along with the pictogram, it has to be the number UN (United Nations), through
which a chemical is identified. Although the United Nations Identification for transport not for
storage, it could be maintained for storage.

 MECHANICAL MAINTENANCE
In order to coordinate, to order, to control and to carry out the tasks of mechanical and
electrical maintenance, a department will be formed with this purpose. Mechanical
maintenance will be carried out by an engineer who will coordinate and supervise activities.
The engineer will have three engineers in charge to supervise and directly control the
execution of different activities.
Programming and following of maintenance will be carried by two engineers specialized in
the subject.
There will be mechanic personal of different levels and specialties, according to the type
and specialty of the equipment (miners, panzer, bands, stacker, crusher, pumps among
others). Since it is planned to work with equipment that is not currently being used in the
country, it has been considered a training of mechanics with the manufacturers of the
referred equipment.
As far as possible, maintenance works will be carried out directly in-situ where the equipment
is located, either underground or surface. The parts that need to be repaired will be taken to
the maintenance workshop, which will be inside the mine.
This workshop will be equipped with machines and tools such as lathes, milling machines,
drills, welding, cutting, among others that minimize the dependence of external workshops.

 ELECTRICAL MAINTENANCE
As in mechanical maintenance, electrical maintenance is part of the maintenance

Special mining equipment (continuous miners, front and gallery panzer, dust collectors,
