Announces Training Programme on


Preventive Vigilance & e-Procurement, Key to Good Governance
From September 23-27, 2019 at Puri, Odisha

INTRODUCTION

There is a need for creating awareness of vigilance in an organisation in order to bring transparency in
the delivery system. All executives irrespective of their functional allocation must be aware of the
vigilance angle and accountability of public servants. . Contract awarding and executing agencies in
particular be familiar with do and donts on vigilance matter, coupled with the recent advances in
procurement that is e-procurement.

NPC has designed a condescend course on Preventive Vigilance to upgrade the knowledge and skills of
the officials.
OBJECTIVES:
 The programme aims at exposing participants to the concepts, scope and areas of preventive
vigilance in order to understand the preventive vigilance and its measures
 To interpret the legal framework/ conduct rules in dealing with the vigilance matter.
 To promote systemic changes to improve the transparency within their organisation
 .To enhance competency level of the participants on the concept of e-Procurement and leverage of
technology for e-procurement.

• CVC Act 2003 – Role & Functions of CVC & Important CVC instructions
• Whistle Blower Protection Act 2011
• Transparency in Public Procurement and execution of contracts
• Procurement of Goods and Services GFR
• Leveraging of Technology like e-procurement (e-GEM)

TARGET GROUP

The programme is designed for officials working acrossdifferent functional areas of management
including administration, finance, personnel & training/HRD, etc. from State and Central Governments
Departments/Ministries, Public Sector Units, Financial Institutions and/or Academic and/or Research
Institutions. The details of the programme and their coverage are provided with brochure enclosed
herewith.

PARTICIPANT FEE
The programme fees on residential basis is Rs. 55,500 /- + 18% GST Per Participant. The Non-
residential participation fees will be Rs. 30000/- + 18% GST Per Participant. The residential
participation fee includes the cost of accommodation, food stationery, course material and faculty
charges. The programme is residential.
FACULTY AND METHODOLOGY
The faculty would include specialists from NPC & invited speakers from organizations of eminence.
The methodology would lay emphasis on experiential learning through presentations, discussions and
case studies besides conceptual tutorials.
Methodology of the programme would be participative in nature with a focus on principal of adult
learning.. The sessions would be expert led participants centered conceptual delibrations, involving
case study, individual and group exercise, and development of an action plan by the participants for the
implementation at the organisational levels to address the issues of vigilance and e-procurement.

GENERAL INSTRUCTIONS:-
• Some Non-residential participants can also be accommodated in the programmes at reduced fees,
on specific requests for the same.
• GST as per GOI Rules (presently @ 18%) may be revised as per GoI guidelines.
• Due to limited number of seats, it is recommended to inform the following at the earliest, for
ensuring availability in time.
• Overstay if any has to be settled by participants directely.
