GENERAL REQUIREMENTS:

a.    Proposals can be submitted by an individual firm or joint ventures or


consortium of companies as one of the following:
i)     A single firm
ii)    A joint venture/consortium of two or more firms with one firm as lead
bidder.
b.   If the bidder forms a Consortium, it must satisfy the pre-qualification
criteria as mentioned below. The bid shall be signed so as to legally bind all
members of the Consortium, jointly and severally. A copy of the consortium
agreement on Non judicial Rs. 200/- stamp paper satisfying the above
conditions shall be submitted with the bid indicating role and duties of each
consortium member.

c.    The lead member of the consortium will be designated who shall be in-
charge. He shall have due authorization with a power of attorney on non-
judicial stamp paper, and shall be submitted with the bid from the
Consortium members. The lead member shall be authorized to incur
liabilities and receive instructions for and on behalf of any and all
Consortium members for the entire execution of the job and dealing shall be
done exclusively with the lead member-in-charge. He shall also be authorized
to receive payments on behalf of all members.

d.   In case of successful bidder, the agreement shall be signed by the Lead
Member and shall be legally binding on all members of the consortium. All
members of the consortium shall, however, be liable jointly and severally for
execution of the job and fulfilling the terms and conditions of the agreement.

e.    This section covers the minimum requirements with respect to experience,
capability and other particulars of the Bidder to be considered eligible for
participation in the bid for the proposed work. The BIDDER shall become
eligible to bid on satisfying the following “QUALIFYING REQUIREMENTS” and
on production of the required documentary evidences along with the Tender.

1)   The bidder shall be a consortium of:-


·         A meter-manufacturer placed in INDIA.
·          A class I Electrical contractor with a License issued by Govt. of
Karnataka/any other State.
·         A Government of Karnataka Undertaking.
AND should have successfully completed 11KV/LT distribution works worth
not less than the amount put to the tender in the preceding three years in
any Public Electric Distribution Utilities as on the date of bid opening. Such
works executed by the bidder shall be in successful commercial operation for
a period of at least one year as on the date of bid opening.

The essential minimum Qualifying Requirements are as under:

A)   TECHNICAL

2)   The meter manufacturer placed in India shall satisfy following conditions:

i)     The Meter Manufacturer should have manufactured and supplied 50,000
Nos. of 3-phase LT CT operated ETV meters of 0.5/1 class accuracy/LT,
whole current static meters of Class 1 Accuracy to any Public Electric
Distribution Utilities in the last three years as on the date of bid opening out
of which 15000 Nos. shall be of LT CT operated (thread through type) 3
phase ETV meters of 0.5 accuracy class.

ii)    At least 10,000 Nos. of 3-phase CT operated LT ETV meters of 0.5 class
accuracy meters shall be in successful commercial operation for at least One
year in the past three years as on the date of Bid Opening. Performance
Certificate issued from any public electric distribution utilities shall be
furnished along with the Bid.

iii)  The bidder shall possess ISO 9001/9002/14001 certification. The details
of accreditation shall be enclosed.

iv)   The bidder shall possess bureau of Indian Standards Certification and ‘S’
mark certification for LT ETV meters manufactured in India. Further in
respect of “S” Mark certificate, if the Meter Manufacturer had applied for “S”
Mark certificate same shall be furnished along with the tender.

v)    The bidder’s ETV Meters shall be subjected to type test at CPRI and the
charges for the same will have to be borne by the bidder.
A team of officers will be deputed to the factory premises of the bidder to
assess the manufacturing quality and facility and to pick up Six samples
(Two set of sample meters) for conducting type test from a LOT of 50 meters
as per requirement of type tests either from storage places of factory or from
the manufacturing line.

Within ten days after opening of Techno commercial bid, the 2 Set of
sample meters ( a total of 6 Nos.) would be picked from the meter
manufacturer’s place as noted above & would be sent for testing at CPRI Lab
at bidders cost irrespective of whether the bidder meets the Techno
commercial criteria or otherwise. Arranging of testing of sample meters at
CPRI shall not be construed that the offer of bidder is Techno commercially
responsive. This is only to hasten the techno-commercial evaluation.

Type tests will be conducted on first set of 3 samples and in the


event of one specimen failing to comply in any respect, further 2nd set
of samples (3 Nos.) will be sent for testing from the samples already
picked up from manufacturer’s place.

However the compliance to DLMS protocol shall be furnished for the


meters to be supplied. The bidder shall supply DLMS Compliant meter at the
time of supply which will be tested at any of Govt. Accredited NABL Lab at
bidder cost.
3)    The bidder shall furnish test certificates for type test conducted as per
IS/IEC standards at any of the Govt. NABL accredited laboratories on the
same type of Meters tendered. Such test certificates shall not be older than
Three years from the date of bid opening.
The bidder shall furnish Guaranteed Technical Particulars (GTP) for 3-phase
LT ETV meters of 0.5S class accuracy along with the bid & shall indicate
clearly the values against each parameter.
B)   FINANCIAL CAPABILITIES:

The Bidders shall be Financially sound and meet the following minimum
criteria:

i)      The annual turnover of the bidder during any one of the previous three
years shall not be less than the amount put to the Lot in the tender. The
bidder shall furnish Audited Financial reports for the year 2009-10 and
2010-11 and audited reports for the financial year 2011-12 duly signed by
Chartered Accountant at the time of Bid submission.
ii)     The liquid assets (cash in hand, bank, term deposits) for previous
preceding financial year i.e. 2011-12 and / or availability of credit / OD
facility for the current year (2012-13) of the company shall not be less than
50% of the amount put to any particular Lot or Lots in the tender.

iii)   The credit / OD facility letter issued by a banker should be dated 31-3-
2012 or later.
NOTE: The Bidder must not have defaulted in supplies against Purchase
Orders placed by any Public Electric Distribution Utilities and bidder should
not be in black list of any Public Electric Distribution Utilities as on the date
of bid opening.
