CALENDAR OF BUSINESS

Secretary: For the First Item, Proposed Resolution Adopting the


House Rules of the Sangguniang Panlungsod of Santiago City for the
10th City Council.

Presiding Officer: Yes Coun. Bautista?

KCB: Mr. Presiding Officer, may I move for the suspension of rules
to allow this representation to include in today’s session the proposed
amendments with regard to certain provisions of the existing house
rules which I will be enumerating.

PRESIDING OFFICER: There is a motion duly seconded, any


objection? Hearing none, the motion is hereby approved.

KCB: Under Rule II Section 6 paragraph a, the maximum number


of regular members will be increased from 4 to 5. It shall now be read
as “A committee shall be composed of a Chairperson and at least two
(2) regular members, but not more than five (5) regular members.”

4, elaborating further the jurisdiction of Committee on Public
Works and Infrastructure. It shall now be read as “All matters relating
to public works and infrastructure, improvements and maintenance of
city government streets, roads and public buildings, highways and
bridges, shrines, monuments and other public edifices and structures
such as parks, drainage, flood control and protection, water utilities
and utilization of waters of the public domain.”

6, changing the name of Committee on Tourism, Trade, & Industry
to Committee on Trade, Industry, Livelihood and Cooperatives.

7, expounding the jurisdiction of the Committee on Labor and
Employment. It shall now be read as All matters directly and
principally relating to labor, the advancement and protection of the
rights and welfare of workers, employment and manpower
development inclusive of the promotion of industrial peace and
employer-employee cooperation, labor education, labor standards and
statistics, and the organization and development of the labor market
including the recruitment, training and placement of manpower.

8, elaborating further the jurisdiction of Committee on Public Order
and Safety. It shall now be read as “All matters relating to regulations
affecting the welfare and safety of the public, general orders,
enforcement of public orders, prevention and abatement of public
nuisances, the enforcement of existing laws and local ordinances
within the jurisdiction of the City as they affect public interest and the
general welfare, including disaster risk and vulnerability reduction
and management, and matters related to abatement of illegal drugs
and rehabilitation of drug dependents.”

Culture. It shall now be read as “All matters relating to training and
education in all levels, educational facilities, national and local

preservation and enrichment of Filipino arts and culture.

10, elaborating further the jurisdiction of Committee on Social
Welfare and Community Development.. It shall now be read as “All
matters relating to the enhancement of social welfare services, welfare
of the less privileged and the indigent people of the City of Santiago
directly and principally relating to the social development and welfare
of Persons With Disability (PWD), Senior Citizens, and special needs
including social services and interventions that develop and enhance
the quality of individuals and community life”

12, changing the name and expounding the jurisdiction of the
Committee on Food & Agriculture. It shall now be named as
Committee on Food & Agriculture and Aquaculture & Fisheries. Its
jurisdiction shall now be read as “All matters relating to: (1) to food
and agricultural production, agribusiness, agri-economics, agricultural
research and technology, agricultural education including extension
services, soil conservation, soil survey and research, irrigation, farm
credit and security, animal industry and quarantine, and crop and
livestock production, insurance, and guarantee programs, including
the promotion of local and healthy food sources and production within
the City; (2) aquaculture and fisheries production and development,
the business of aquaculture, use of aquatic resources, fresh water and
fisheries culture research and technology applications, aquaculture
and fisheries education and training including extension services,
conservation of streams, rivers, lakes and other fisheries resources,
and fishpond and fisheries culture production and development
including related technical, financial and guarantee assistance
programs.

KCB: Next proposed amendment is under Rule II Section 7 paragraph
13, particularizing further the jurisdiction of Committee on Health
and Sanitation. It shall now be read as “All matters relating to: (1) the
promotion of public health and hygiene, medical, hospital and other
health facilities and services; (2) the promotion and enforcement of
regulatory measures covering the sanitation policies of the City.”

KCB: Next proposed amendment is under Rule II Section 7 paragraph


16, changing the name and expounding the jurisdiction of the
Committee on Good Governance, Public Ethics and Accountability. It
shall now be named as Committee on Ethics, Good Government and
Public Accountability. Its jurisdiction shall now be read as “ All
matters directly and principally related to: (1) the duties, conduct,
rights, privileges and immunities, dignity, integrity and reputation of
public officials and employees, including barangay officials; (2)
malfeasance (intentional action that injures a party), misfeasance
(intentional incorrect action or advice) and nonfeasance (failure to act
where action is required) in office committed by officers and employees
of the government and its political subdivisions and instrumentalities,
including barangay officials, inclusive of investigations of any matter
of public interest.

KCB: Next proposed amendment, still under Rule II Section 7, is for


the introduction of the following committees, and shall be read as
paragraphs:

20. Committee on Tourism. All matters directly and


principally relating to the development and promotion of
tourism and the tourist industry within the City.

21. Committee on Women and Gender Equality. All


matters directly and principally relating to the rights and
welfare of women and female children and youth, inclusive
of their education, employment and working conditions,

and their role in nation building, and all concerns relating

to gender equality including that of the LGBT (Lesbian,
Gay, Bisexual, Transgender).

22. Committee on Welfare of Children. All matters directly


and principally relating to the needs, education and overall
welfare of Filipino children, and all actions to ensure the
availability of and their continuing access to affordable
and appropriate programs and resources that facilitate
and contribute to the attainment of their welfare.

23. Committee on Population and Family Relations. All


matters directly and principally relating to population
growth and family planning, population census and
statistics and family relations within the City.

24. Committee on People’s Participation All matters


directly and principally relating to the role, rights and
responsibilities of People's Organizations, Non-
Government Organizations and Civic Organizations, and
other similar groups, and the establishment of
mechanisms for consultation with and participation of the
people in governance and in legislation including the
accreditation of such Civil Society Organizations.

KCB: Next proposed amendment, under Rule III Section 13, is for the
inclusion of an additional condition to be inserted between the first
& second paragraph, to wit:
The Sangguniang Panlungsod shall meet regularly at least
four (4) times a month except for the month of December
wherein only two (2) Regular Sessions will be called to give
way for the Holiday Recess on the 3rd and 4th week of
December. Session shall resume on the following year to
conduct the State of the City Address of the Local Chief
Executive (LCE) pursuant to Paragraph iii Section 455 of
the Local Government Code of 1991. Furthermore, no
session shall be called/held during holidays and

calamities/force majeure.

Unless otherwise provided by the Sanggunian, Regular
Sessions shall be held every TUESDAY which shall start at
2:00 o’clock in the afternoon.

Special Sessions may be called by the Local Chief Executive


(LCE) or upon the request of a majority of the members of
the Sangguniang Panlungsod.

During sessions, it is necessary to ban firearms within fifty


(50) meters radius from the session hall and committee
rooms, as well as the use and operation of cellular phones
within five (5) meter radius of the session hall and
committee room.
